CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, September 12, 2018 I. CALL TO ORDER Chairman Liz Baldizan called the meeting to order at 4:02 p.m., at the City of Henderson, City Hall Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Administrative Assistant III, confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. McEvers introduced a motion to accept the agenda as amended, to hear Item NB-4 after approval of the minutes. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING AUGUST 8, 2018 PUBLIC WORKS, PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes from August 8, 2018. Under Public Comment, correct the spelling of Mr. Foutz to Mr. Fout. (Motion) Ms. Nies introduced a motion to approve the minutes of August 8, 2018, as amended. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-2 ELECTION CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Chairperson. Note: NB-2 was heard after NB-4. Ms. Smith nominated Liz Baldizan as Chairman. There being no further nominations, the vote favoring approval to elect Liz Baldizan as Chairman of the Senior Citizens Advisory Commission was unanimous. Ms. Baldizan accepted the nomination, and thanked Commission members for their support. Senior Citizens Advisory Commission Page 3 of 7 Wednesday, September 12, 2018 – Minutes NB-3 ELECTION VICE-CHAIRPERSON PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Vice Chairperson. Ms. McEvers nominated Jordan Flake a Vice Chairperson. Mr. Berman nominated JoAnn McEvers as Vice Chairperson; however, Ms. McEvers respectfully declined. Gina Jolliff nominated Judy Belanger as Vice Chairperson; however, Ms. Belanger respectfully declined. There being no further nominations, the vote favoring approval to elect Jordan Flake as Vice Chairperson of the Senior Citizens Advisory Commission was unanimous. Ms. Smith thanked Ms. McEvers for her service as Vice Chair for many years. NB-4 PRESENTATION CITY OF HENDERSON FIRE DEPARTMENT EMERGENCY MANAGEMENT PUBLIC WORKS, PARKS AND RECREATION City of Henderson Fire Department Emergency Management staff will give a presentation on Emergency Management services, what they do for the City as well as the importance of preparedness. NB-4 was discussed after NB-1. Jeremy Hynds, Emergency Manager; Michael Atherall, Emergency Management Officer; and Tatiana Monge-Escalante, Fire Services Assistant, presented a summary how to prepare for disasters; prevention mitigation; and preparedness, response, and recovery. They reviewed the Get Ready, Stay Read volunteer program, and explained they and are available to give presentations at community events. Several handouts regarding various disasters, emergencies, and kits were available to commission members. Responding to a question regarding scheduling presentations at senior communities, Mr. Atherall explained they are making an effort to reach out to those facilities and share information about services offered through Emergency Management. The most common type of emergencies impacting the Las Vegas valley are excessive heat, flash flooding, drowning, and earthquakes. Senior Citizens Advisory Commission Page 4 of 7 Wednesday, September 12, 2018 – Minutes Mr. Clark commended the Emergency Management Services division for their hard work and dedication. A brief discussion ensued regarding Community Emergency Response Team (CERT) classes, which can be accessed via www.nvcert.org. NB-5 PRESENTATION HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give their monthly report on activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary, reported on the following activities:  There was a thirty-percent profit from ice cream sales during the summer.  The Auxiliary donated money to a senior to purchase eyeglasses.  Working on a new procedure manual.  Sue Wojack has taken over responsibility of the mini-mart.  The next Henderson Seniors’ Auxiliary meeting is September 18, 2018, at 3:00 p.m. NB-6 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PUBLIC WORKS, PARKS AND RECREATION Commissioners will discuss and approve whether the Commissioners may officially attend or participate in upcoming community programs or events as a representative of this Commission.  Mayor’s March On event, focusing on education, September 25, 2018, at Paseo Verde Library. Ms. Smith will attend this event.  A Senior and Safety seminar at the Henderson Multigenerational Center, Oct. 13, 2018. Ms. Nies, Ms. McEvers, and Chairman Baldizan are attending this event.  Chairman Baldizan is presenting at the American Planning Association at UNLV, October 9, 2018, about our partnership with AARP.  Chairman Baldizan attended a meeting hosted by the Regional Transportation Commission (RTC) at Sun City Anthem regarding senior transportation issues.  Alzheimers Walk on October 27, 2018, 7:00 a.m., at Town Square.  Heritage Park Harvest Festival on October 6, 2018. Senior Citizens Advisory Commission Page 5 of 7 Wednesday, September 12, 2018 – Minutes  Henderson Senior Table Tennis Tournament on October 3-4, 2018, at Valley View Rec Center.  Nevada Senior Games is September 14 – October 14, 2018.  Sun City MacDonald Ranch Health Fair is September 15, 2018, from 9:00 a.m. to noon. Ms. Jolliff is attending this event.  Sun City Anthem Health Fair is September 22, 2018, from 9:00 a.m. to noon. Ms. Jolliff is attending this event. (Motion) Ms. Smith introduced a motion to authorize attendance at these events. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. NB-7 HEART OF THE CITY AWARD PUBLIC WORKS, PARKS AND RECREATION Corey Clark, Recreation Services Manager, will provide information on the Heart of the City Award nominations on behalf of the Be Kind Initiative. Mr. Clark presented a summary of this item, and noted the nomination criteria is outlined in the backup material. He noted that the City of Henderson has a Be Kind committee to score the applications. NB-8 PRESENTATION CITY OF HENDERSON WEBSITE UPDATE PUBLIC WORKS, PARKS AND RECREATION Corey Clark, Recreation Services Manager, will provide an update to the City of Henderson website. Mr. Clark displayed the new website for senior resources and community partner resource links. A suggestion was made to make the wording in a whiter, brighter color to stand out more on the black background. Chairman Baldizan thanked commission members for their input and working on the website. Senior Citizens Advisory Commission Page 6 of 7 Wednesday, September 12, 2018 – Minutes NB-9 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Manager, Corey Clark, will give an update on the Meals on Wheels program and on other senior services provided by the City. Mr. Clark reported that the trend and demand is strong, and the Meals on Wheels expansion shows in the increased numbers. He noted there is still a wait list of 250 people on the Meals on Wheels program. Mr. Clark reported that Public Works and Parks and Recreation are splitting up into two departments. Shari Ferguson is the Director of the Parks and Recreation, and Jayne Mazurkiewicz is the Assistant Director of Parks and Recreation. It was noted that the demand for commodities at Heritage Park has decreased. VI. CHAIRMAN\MEMBER COMMENTS Chairman Baldizan commented that Marcie Smedley, representing Henderson Libraries, will attend the next meeting. This is pertinent regarding communication and information. Ms. Smith noted that the library has several computers that are free to use for residents. Ms. Jolliff noted two health fair events on September 15th and September 22nd, 2018, that she has a table and will pass out information on the Senior Citizen Commission. These events were noted under Item 6. A brief discussion ensued regarding raising more awareness via the senior website link and connecting/partnering with the Senior Resource Center. VII. SET NEXT MEETING The next meeting was set for October 10, 2018, at 4:00 p.m. Senior Citizens Advisory Commission Page 7 of 7 Wednesday, September 12, 2018 – Minutes VIII. PUBLIC COMMENT Barbara Trznadel inquired how to get new resident information for seniors. Mr. Clark will ensure she gets connected with the website. He would like to send new Henderson residents information for seniors, and possibly purchase mailing lists to target to 50 plus. A suggestion was made to call senior centers wisdom centers. Ms. Rauenbuehler encouraged members to take the Henderson Libraries survey. IX.
