CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, August 14, 2019 I. CALL TO ORDER Chairman Liz Baldizan called the meeting to order at 4:03 p.m., at the City of Henderson, City Hall Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the Regular Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Berman introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING JULY 10, 2019 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of July 10, 2019. Ms. Smith made the following corrections to the minutes: Item NB-3, the transportation committee should be revised to reflect Transportation Access Advisory Commission. Item NB-5, Helping Hands of Nevada should be revised to reflect Helping Hands of Henderson. (Motion) Ms. Belanger introduced a motion to adopt the meeting minutes of July 10, 2019, as amended. The vote favoring approval was unanimous. Chairman Baldizan declared the motion carried. Senior Citizens Advisory Commission Page 3 of 6 Wednesday, August 14, 2019 – Minutes NB-2 DEMENTIA FRIENDLY SOUTHERN NEVADA PARKS AND RECREATION Susan Hirsch, from Dementia Friendly Nevada will provide information for Community Awareness Training to help businesses better serve customers impacted by dementia. Susan Hirsch, Dementia Friendly Nevada, gave a PowerPoint presentation titled Dementia Friendly Southern Nevada Community Awareness for Business. She said Commissioners may contact her if they have any businesses that could benefit from the presentation. Responding to an inquiry by Ms. Smith regarding if the video is on YouTube, Ms. Hirsh said it is not available at this time, but will be soon. NB-3 AARP PRESENTATION PARKS AND RECREATION Jacqueline Barnett, Director of Community Outreach for AARP; and Barry Gold, Director of Government Relations, will present information on social participation and AARP's roadmap to livability. Social participation is one of the eight domains of livability in an AARP Age-Friendly community. Note: Handouts and booklets were offered to the Commissioners to review. Barry Gold, Director of Government Relations, was not in attendance. Jacqueline Barnett, Director of Community Outreach for AARP, provided an overview of the various services AARP offers to 50+ citizens. NB-4 OPEN MEETING LAW REFRESHER INFORMATION PARKS AND RECREATION Bethany Sanchez, Assistant City Attorney III, will review the Open Meeting Law with the Commission members. Bethany Sanchez, Assistant City Attorney III, gave a PowerPoint presentation titled Senior Citizen Advisory Commission Open Meeting Law Refresher Training, and reviewed the Open Meeting Law with the Commissioners. Senior Citizens Advisory Commission Page 4 of 6 Wednesday, August 14, 2019 – Minutes Responding to an inquiry by Mr. Boyce regarding a quorum, Ms. Sanchez stated a majority for this Commission is six people. She added that there are no subcommittees allowed per the Henderson Municipal Code, and cautioned the Commissioners of potential violations and fines, that could be imposed on them per the Nevada Open Meeting Law. Chairman Baldizan stated she and other Commissioners have not been able to access backup material online for the last two agendas. Corey Clark, Recreation Services Manager, stated the backup material is posted, and recommended an item be added to a future agenda to demonstrate how to access the backup. NB-5 REGIONAL TRANSPORTATION PRESENTATION UPDATE PARKS AND RECREATION Jonathon Rodriguez, Planner II, will give an update regarding the transportation resources available for the Senior Summit 2020. Jonathon Rodriguez, Planner II, gave an update on the transportation resources that will be available for the Senior Summit 2020. NB-6 SENIOR SUMMIT 2020 PARKS AND RECREATION Commission members and City staff will discuss the Senior Summit 2020 and its potential participants. Corey Clark, Recreation Services Manager, provided an update on the Senior Summit 2020, which will be held on Tuesday January 28, 2020, starting at 8:30 a.m. He said there are currently two participants for the panel, and they are looking for additional participants. NB-7 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commission members will discuss and approve whether the Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission. Chairman Baldizan informed the members that if they attend an event, they may speak on behalf of the Commission. Senior Citizens Advisory Commission Page 5 of 6 Wednesday, August 14, 2019 – Minutes Chairman Baldizan stated she will be presenting the Senior Citizens Advisory Commission Annual Report at the August 20, 2019, City Council meeting. Responding to a question by Mr. Boyce regarding upcoming events, Corey Clark, Recreation Services Manager, advised there are no MarchOn events scheduled. Mr. Clark noted that Council Conversations events with councilmembers are currently scheduled. NB-8 COMMISSION MEMBERS' EVENT REPORT PARKS AND RECREATION Commission members will discuss recent events they have attended on behalf of the SCAC. There was no discussion on this item. NB-9 CAN DO AWARD PARKS AND RECREATION Commission members will discuss the possibility of creating a volunteer service appreciation award for those in the community who are serving seniors. Commissioners will discuss all elements of this program including the selection criteria, submission methods, and frequency. Chairman Baldizan gave an overview of the award’s purpose and said it will recognize special members in the public. Following a discussion regarding the details of the award, Bethany Sanchez, City Attorney III, recommended this topic be placed on a future agenda when additional information is available. NB-10 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler of the Henderson Seniors' Auxiliary will give a report on activities of the organization. Linda Rauenbuehler, from the Henderson Senior’s Auxiliary, reported on upcoming activities of the organization. These activities included:  Ihop Fundraiser on August 22, 2019  Lolipop Kick on September 16, 2019  Boutique for three dates in either October, November or December, the dates are still being decided. Senior Citizens Advisory Commission Page 6 of 6 Wednesday, August 14, 2019 – Minutes NB-11 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on the Meals on Wheels program and other senior services provided by the City. Corey Clark, Recreation Services Manager, gave a brief update on the Meals on Wheels program to the members. Mr. Clark stated that the numbers were off on the program due to many members being in the hospital or for other circumstances. Mr. Clark said that their spots are being held for their return, and they are unable to give those meals to anyone on the waiting list. VI. CHAIRMAN\MEMBER COMMENTS Chairman Baldizan stated that she will be contacting various veteran groups to present before the Commission. Responding to a question from Mr. Boyce regarding the Regional Transportation Commission of Southern Nevada’s current transportation survey, Corey Clark, Recreation Services Manager, said he will ensure the survey is available for Henderson residents. VII. SET NEXT MEETING The next meeting was set for September 11, 2019, at 4:00 p.m. VIII. PUBLIC COMMENT Marsha Lucash, 89052, inquired how a member of the public could attain more information on a previously discussed agenda item. Corey Clark, Recreation Services Manager, said staff can provide follow-up information for those individuals. IX.
