CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, November 13, 2019 I. CALL TO ORDER Chairman Steve Boyce called the meeting to order at 4:01 p.m., at the City of Henderson City Hall, Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Nies introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING OCTOBER 9, 2019 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of October 9, 2019. (Motion) Mr. O’Neil introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of October 9, 2019, as presented. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. NB-2 PHELLEP SNOW, OUTREACH SPECIALIST FOR HENDERSON VET CENTER PARKS AND RECREATION Phellep Snow, Outreach Specialist for the Henderson Vet Center, will share information regarding the benefits that are available to veterans. Phellep Snow, Outreach Specialist for the Henderson Vet Center, presented a PowerPoint presentation titled Vet Center Serving Combat Veterans and Their Families, which provided an overview of the history of the Vet Center program, their three locations, and the services they offer. Mr. Snow stated the Henderson Vet Center is located at 400 North Stephanie Street and they also have a Mobile Vet Center bus they take to multiple events and locations throughout the year. He said the Henderson location staff includes licensed clinical social workers, a psychiatrist, and a marriage and family therapist. Senior Citizens Advisory Commission Page 3 of 6 Wednesday, November 13, 2019 – Minutes Mr. Snow requested the Commission and City maintain communication with the Vet Center and invite the Vet Center to join future City events and services. Responding to a question by Chairman Boyce regarding how many veterans in Henderson the Vet Center is serving, Mr. Snow said the case load at the Henderson location is approximately 400 consistent veterans. Following an inquiry by Ms. Landaker regarding what type of work would potential volunteers perform with the Vet Center, Mr. Snow clarified volunteers would perform light clerical work, such as receptionist duties. Responding to a question by Mr. O’Neil regarding if the Vet Center has an outreach program for homeless veterans, Mr. Snow said the Henderson location does not have a homeless outreach program directly; however, he maintains liaisons with community experts in that area to expedite services to veterans when they make contact. Mr. Snow stated the Vet Center works with a couple of job placement services and they are able to find employment for approximately 80 percent of veterans they assist. NB-3 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commission members will review highlights from attendance at previous events and discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission. Chairman Boyce requested the Commissioners review the document titled City of Henderson Senior Citizens Advisory Commission Calendar November 2019 and December 2019 and asked if the Commissioners have any edits or questions about upcoming events. Following an inquiry by Chairman Boyce regarding the upcoming City Ethics and Open Meeting Law Training, Joanne Wershba, Administrative Assistant III, stated the training is open to all member who serve on any of the City’s boards or commissions. She reiterated the training will be held on November 20, 2019, at 4:30 p.m. Corey Clark, Recreation Services Manager, reminded those present of the Council Conversation event with Councilman Dan Stewart on November 20, 2019. Senior Citizens Advisory Commission Page 4 of 6 Wednesday, November 13, 2019 – Minutes (Motion) Mr. Flake introduced a motion to accept the Commissioners’ feedback on the calendar and upcoming events. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. NB-4 DISCUSSION AND ASSESSMENT - CIVIC PARTICIPATION AND EMPLOYMENT PARKS AND RECREATION Senior Citizens Advisory Commission (SCAC) Chairman, Steve Boyce, will lead a discussion of the Commission's assessment of Civic Participation and Employment, Domain 6 of the AARP Age-Friendly Plan. Chairman Boyce presented a PowerPoint titled Domain 6 - Civic Participation and Employment Discussion and Assessment and provided an overview of the annual report the SCAC provides to the City Council. A lengthy discussion ensued regarding civic participation opportunities including volunteer work and mentorship programs, in addition to the best sources to locate available opportunities. Responding to an inquiry by Chairman Boyce regarding whether there have been any updates to the Henderson Age-Friendly Action Plan, Corey Clark, Recreation Services Manager, stated various City departments have been submitting updates for status tracking proposes. Mr. Clark said the City’s Community Development and Services Department is leading the plan, and a member from that department will be attending an upcoming SCAC meeting. Following a discussion regarding the Commission’s role in regard to volunteer support, Mr. Clark said the discussion with the Community Development and Services Department at the future SCAC meeting will allow the Commission to provide feedback and advice highlighting areas of volunteer opportunities for the City to explore potential assistance. Ms. Smith requested to have the Community Development and Services Department provide the Commissioners a clear direction of the type of feedback they would like from the Commission. Responding to a question by Ms. Smith regarding whether the Volunteer Center is still currently operational, Mr. Clark stated the Commission may want to consider having someone from the Volunteer Center speak at a future meeting. Ms. Smith said she will research the current operational status of the Volunteer Center and brief the Commission at a later time. Senior Citizens Advisory Commission Page 5 of 6 Wednesday, November 13, 2019 – Minutes NB-5 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler of the Henderson Seniors' Auxiliary will give a report on the activities of the organization. A representative of the Henderson Seniors' Auxiliary was not in attendance; therefore, no report was presented. NB-6 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on the Meals on Wheels program. He will also share valuable information available on the City of Henderson (COH) website. Corey Clark, Recreation Services Manager, provided an update on the City’s Congregate Meals and Meals on Wheels programs. He stated both programs saw a substantial increase in participation when compared to the same time last year, and the grants for both programs are 100 percent served and closed. Responding to a question by Ms. McEvers regarding the waiting list for the Meals on Wheels program, Mr. Clark clarified the waitlist has come down from 255 to 235. He stated the waiting list will continue to fluctuate throughout the year; however, staff will begin journaling the waiting list numbers on a monthly basis. Mr. Clark reminded everyone the Veterans Resource Fair will be held on Saturday, November 16, 2019, at the Heritage Park Senior Facility and encouraged the Commissioners to join if they are able to attend. Mr. Clark said the City of Henderson participated with state and federal representatives in the Silver Crucible emergency management event. He stated the Heritage Park Senior Facility normally serves as a shelter in the case of a local emergency. VI. CHAIRMAN\MEMBER COMMENTS Corey Clark, Recreation Services Manager, said Gina Jolliff has resigned from the Commission. He wished Ms. Jolliff the best and stated a new Commissioner should be appointed in time for the December SCAC meeting. Senior Citizens Advisory Commission Page 6 of 6 Wednesday, November 13, 2019 – Minutes Chairman Boyce stated he observed the Heart of the City Award presentation at the November 5, 2019, City Council meeting. He said he was impressed by the scope of the reward and hopes the Commission can be involved with the award next year. Chairman Boyce said he attended the Senior Summit at the Red Rock Casino Resort and Spa on November 9, 2019, and in-home medical services for seniors was a big discussion topic. He stated he would be able to have a representative speak to the Commission about in-home medical services at a future meeting if anyone was interested. Chairman Boyce said Henderson’s Stroll ‘n Roll event is on Saturday, November 16, 2019, and encouraged the Commissioners to attend. VII. SET NEXT MEETING The next meeting was set for December 11, 2019. VIII. PUBLIC COMMENT Gregory Gray, City of Las Vegas, introduced himself and Deanne O'Rear-Cameron, the City of Las Vegas Senior Citizens Advisory Board Chair. Mr. Gray stated he is the liaison for the City of Las Vegas’ Board and they attended the meeting to see how the Henderson Senior Citizens Advisory Commission meetings operate. Ms. O'Rear-Cameron said their meetings are held on the first Thursday of the month at 1:00 p.m. in the City Clerk’s conference room at the City of Las Vegas City Hall. She invited Commissioners to attend a future meeting as both groups are working to improve the lives of the senior community. Ms. Landaker commended Ms. O'Rear-Cameron for all the work she and her husband do for seniors throughout the community. IX.
