CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES Wednesday, July 12, 2023 I. CALL TO ORDER Chair Joanna Gerali called the Senior Citizens Advisory Commission meeting to order at 4:00 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Nevada Open Meeting Law. PUBLIC COMMENT Commissioner David Tulanian introduced himself and briefly discussed his professional resume, volunteer work, and community organization experience. ACCEPTANCE OF AGENDA (Motion) Commissioner Favil West introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Chair Joanna Gerali, Judy Belanger, Delwin Potter, Roop Raich, David Tulanian, Favil West, and Audrey Woods. Those absent: Steve Boyce, Jordan Flake, and Fran Smith. Those voting nay: None. Those abstaining: None. Chair Joanna Gerali declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING MAY 10, 2023 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of May 10, 2023. (Motion) Commissioner Favil West introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of May 10, 2023, as presented. The roll call vote favoring passage was: Those voting aye: Chair Joanna Gerali, Judy Belanger, Delwin Potter, Roop Raich, David Tulanian, Favil West, and Audrey Woods. Those absent: Steve Boyce, Jordan Flake, and Fran Smith. Those voting nay: None. Those abstaining: None. Chair Joanna Gerali declared the motion carried. 2 COMMENDATION FOR JONATHAN RODRIGUEZ FROM THE SENIOR CITIZENS ADVISORY COMMISSION PARKS AND RECREATION The Senior Citizens Advisory Commission will approve a commendation letter for Jonathan Rodriguez, Planner II, for the City of Henderson. Chair Joanna Gerali requested the Commissioners review the commendation letter attached in the backup documentation for this item for any edit recommendations. Mr. Rodriguez thanked the Commission for the recognition. 3 AGE FRIENDLY ACTION PLAN UPDATE DRAFT PARKS AND RECREATION Jonathan Rodriguez, Planner II from the Community Development & Services Department, will provide information on the latest Age Friendly Action Plan Update Draft. Jonathan Rodriguez, Planner II, provided a summary of this item and presented a PowerPoint presentation discussing the results of the Age-Friendly Community Survey of Residents Age 50-Plus and how they relate to the Age Friendly Action Plan Update and City planning. A discussion ensued regarding how the survey was marketed, the survey response rate relative to the Henderson population, and other takeaways and considerations regarding the survey. Following the inquiry of Commissioner Fran Smith regarding how City staff may prioritize certain goals of the plan over others, Mr. Rodriguez discussed the areas of improvement, takeaways from the survey, and how they correlate with Key Performance Indicators to guide staff’s decision making. Corey Clark, Recreation Services Manager, further elaborated on how the survey, Age Friendly Action Plan, input from other entities, and the work of the Senior Citizens Advisory Commission (SCAC) assists with the City’s strategic planning efforts. A brief discussion ensued regarding a potential timeline for the Commission to vote on the final updates to the plan. A representative from the Henderson Seniors’ Auxiliary was not present at the meeting; therefore, this item was not heard. 5 AUTHORIZE PARTICIPATION BY SENIOR CITIZENS ADVISORY COMMISSION MEMBERS AT UPCOMING EVENTS FROM JULY 13, 2023, TO AUGUST 8, 2023. PARKS AND RECREATION Commission members will discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission for July 13, 2023, to August 8, 2023. Corey Clark, Recreation Services Manager, presented a summary of this item and outlined the process for Commissioners attending community programs or events as a representative of the Commission for the new members. (Motion) Commissioner Fran Smith introduced a motion to accept the calendar of events, as presented, supporting the interest of any Commissioners to attend any of the upcoming events from July 13, 2023, to August 8, 2023. The vote favoring approval was unanimous. Chair Joanna Gerali declared the motion carried. 6 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on recent events at the Heritage Park Senior Facility and the Downtown Senior Center. Corey Clark, Recreation Services Manager, presented a summary of this item and discussed the following City happenings:  The success of the 4th of July event held at Heritage Park  The high participation rates for classes and programs at the senior centers  The City launching cooling stations at various City facilities throughout Henderson  The Henderson outdoor aquatic facilities being staffed enough to operate Monday through Saturday Senior Citizens Advisory Commission Meeting Page 5 of 5 Wednesday, July 12, 2023 – Draft Minutes VI. PUBLIC COMMENT Ed Long, no ZIP code provided, said it was his first time attending the Senior Citizens Advisory Commission (SCAC) Meeting and said he is impressed by their work. He stated he has worked on the City’s Commemorative Beautification Commission in the past and said he is very proud and appreciative of the City’s Parks and Recreation Department and the SCAC’s efforts.
