CITY OF HENDERSONVILLE BUSINESS ADVISORY COMMITTEE Council Chambers - City Hall | 160 6th Ave. East | Hendersonville NC 28792 Monday, April 12, 2021 – 11:30 AM MINUTES Present: Steve Dozier, Chair, Ken Gordon, Vice Chair, Mike Summey, Beau Waddell, Cam Boyd, Will Penny, Brittany Brady Absent: Judy Stroud, Council Member Dr. Jennifer Hensley Staff Present: City Manager John F. Connet, Assistant City Manager Brian Pahle, City Clerk Angela Reece, Communications Manager Allison Justus, Senior Budget Analyst Adam Murr 1. CALL TO ORDER City Manager John Connet called the meeting to order at 11:30 a.m. and welcomed those in attendance. A quorum was established with seven members in attendance. 2. ORGANIZATIONAL MEETING A. Election of Chairman and Vice Chairman Committee Member Ken Gordon moved that the Committee appoint Steve Dozier as Chair. A unanimous vote of the Committee followed. The motion carried. Committee Member Mike Summey moved that the Committee appoint Ken Gordon as Vice-Chair. A unanimous vote of the Committee followed. The motion carried. B. Approval of Meeting Schedule Committee Member Mike Summey moved that the Committee approve the Annual Schedule of meetings as presented. A unanimous vote of the Committee followed. The motion carried. C. Approval of Minutes Committee Member Mike Summey moved that the Committee approve the minutes of the July 13, 2020 meeting as presented. A unanimous vote of the Committee followed. The motion carried. 3. OLD BUSINESS A. Update on Creation of Stormwater Utility City Manager John Connet discussed the cap and fee structure of the proposed Stormwater Utility. Manager Connet stated there were still details to be worked through regarding multifamily and private property issues. Committee Member Ken Gordon clarified the cost of residential versus multifamily fees and said he feels the fees are not business friendly and said he fears a substantial fee increase in the future. Committee Member Brittany Brady inquired how the fee structure compares with other communities and Manager Connet stated the fee structures are very competitive with others across the state with a proposed $250.00 cap and 50% credit with a citizen participation program. Manager Connet reminded everyone the BUSINESS ADVISORY COMMITTEE – April 12, 2021 Page | 1 proposed stormwater fee was $5.00 for residents and said other fees assessed on different property types with the proposed cap at $1,500 per month plus a 50% credit for functioning stormwater management systems. Manager Connet also clarified infrastructure must be funded locally and said typically there has not been grant money available for system repairs. Manger Connet reminded the Committee that everyone is affected by stormwater runoff and recalled previous instances of issues in the City stating a portion of the revenues from the fees will be utilized to make improvements to the Mud Creek area around Publix but reminded everyone that this area is within a floodplain. 4. NEW BUSINESS A. Discussion Regarding Dark Sky Compliance Initiative City Manager Connet advised the City Council has begun looking at Dark Sky lighting requirements for new development and new projects and said that there is a nationwide trend to focus lighting on the surface rather than project it into the sky at night. Manager Connet recalled prior presentations and discussions with City Council, Public Safety and Public Works and said the lighting preference of all was recommended to be 3,000 lumens for street lighting. Manager Connet stated he wanted the Committee to be aware of this in the event this topic comes up and wanted the business owners to be aware. Committee Member Ken Gordon expressed concerns of business signage lighting being limited in brightness. City Manager Connet stated any recommendations would be presented to the Committee for their input before going to City Council. B. Development of Annual Work Plan City Manager Connet stated it is important for the Committee to meet on a regular basis to provide valuable input to City Council and he provided a list of potential topics for the Committee to consider as well as asked for other topics the Committee may be interested in. Committee Member Will Penny stated he would like to add Law Enforcement to the list. In response to discussions on growth and annexation, City Manager John Connet clarified the City will continue to grow but clarified the City has no desire to annex Edneyville. 6.
