CITY OF HENDERSONVILLE DOWNTOWN ADVISORY BOARD Hive on 5 - 125 5th Avenue W | Hendersonville, NC 28792 Tuesday, January 14, 2025 – 4:00 PM MINUTES – APPROVED 2/11/25 CALL TO ORDER Present in person: Mark Pavao, Nancy Neikirk, Aaron Adams, Chris Cormier, Jerry Fitzgerald, Matthew Hickman, Patsy DuPre, Oliver Wall, Ryan Salveson, Council Liaison Lyndsey Simpson Absent: John Ryan, Phil Wilmot, Caroline Gunther, Sam Simmons, Joe Dinan, Heang Uy APPROVAL OF MINUTES November 12 Downtown Advisory Board Minutes – Patsy DuPre made a motion to approve, Jerry Fitzgerald seconded PUBLIC COMMENT – no public comment APPROVAL OF AGENDA – There was a motion to move board meeting procedures to next month, Motion by Patsy DuPre, seconded by Aaron Adams. All were in favor. OLD BUSINESS Event Closure recommendations from Economic Vitality Team – overview was included in agenda packet for the board to review. The following recommendations were provided by the Downtown Advisory Board to reduce the amount of time closures should occur  Start towing immediately when signs say no parking after TIME  Can the city impound the cars?  Can the city contract with tow company to provide guarantee and allow us to impound instead of tow company  Prioritize modular barricades  Impound location close to downtown Jerry Fitzgerald made a motion to present towing recommendations to council, Mark Pavao seconded. All were in favor. Jamie Carpenter asked if there were further discussion needed regarding the Christmas parade. Even with possible updates to reduce tow time, this will not resolve the issue that has been present about the parade closing on a Saturday. There was discussion regarding change of day – Friday or Sunday – any change in parade will present issues with scheduling, float availability, etc. After discussion, there was no desire for action. It was noted that the merchants who have a problem to come to the next meeting or future meeting if they have strong opinions on this topic. DOWNTOWN ADVISORY BOARD – January 14, 2025 Page | 1 Downtown Team Updates Community Character team - 7th Avenue Street Festival update – Matthew Hickman gave an overview of the event. Event will coincide with the first day of the Farmers Market, May 3. Patsy DuPre asked about why façade grants were removed from community character. Carpenter explained that this was reviewed at both Community Character and Economic Vitality. This is related to the realignment of projects related to Community Character being public space, and Economic Vitality being business/private space. Economic Vitality Team – Aaron Adams gave an update from economic vitality and reviewed the reasoning behind transitioning façade grants to economic vitality. NEW BUSINESS Board Meeting Procedures – moved to next meeting. OTHER BUSINESS Parkmobile Parking Discounts – Jamie Carpenter gave an update on parkmobile codes for the ‘slower’ season - these codes can be distributed widely.
