CITY OF HENDERSONVILLE ENVIRONMENTAL SUSTAINABILITY BOARD City Hall - Chambers Room | 160 6th Ave E. | Hendersonville NC 28792 Thursday, November 16, 2023 – 3:30 PM MINUTES 1. CALL TO ORDER A. Call to order - Ann Twiggs, Vice Chairperson Meeting called to order at 3:34pm Marcia and Councilwoman Simpson absent. APPROVAL OF AGENDA 2. Approval of agenda - Ann Twiggs, Vice Chairperson Virginia requested to add more time for reporting on the Waste Reduction Committee and brief discussion on new trash truck schedule. Virginia motioned to approve first followed by Jill. APPROVAL OF MINUTES 3. Approval of October 26, 2023 meeting minutes - Caitlyn Gendusa, staff liaison Grady motioned to approve followed by Frank. PUBLIC COMMENT 4. Public comment, 10 minutes Jane Edgers present but no public comments made. NEW BUSINESS 5. Neighbors for more Neighbors presentation - Susan Bean, Mountain True, 15 minutes Board discussion on presentation, 10 minutes How the board can help in this effort from Susan: - Education: why infill and multi-unit housing is important - Encourage City Council to make updates to zoning codes to encourage more affordable housing. One option could be a letter to City Council with specific requests. ENVIRONMENTAL SUSTAINABILITY BOARD – November 16, 2023 Page | 1 6. Budget discussion, Ann Twiggs, Vice chair, 5 minutes Approved budget: $15,000 STAFF LIAISON UPDATE 7. Staff liaison update - Caitlyn Gendusa, staff liaison, 5 minutes Notice of resignation of two board members Reminder of Sustainability Strategic Plan meetings Energy: Ann Twiggs and Grady Nance Transportation: None Waste Reduction: Virginia Tegel and Frank Stewart Land Management: two non-board members and Jill Carter Water: one non-board member CITY COUNCIL UPDATE 8. City council update - Lyndsey Simpson, Mayor Pro Temp, 5 minutes Councilmember Simpson absent. Virginia would like to know when the board can provide comments for the comprehensive plan. Caitlyn is following up on this. OLD BUSINESS 9. Vote on 2024 Mayor's Monarch Pledge requirements and designate board member liaison to track and assemble yearly report - Caitlyn Gendusa, staff liaison, 10 minutes 10. Voting; Caitlyn Gendusa, staff liaison, 5 minutes Vote on approving 2024 board meetings and confirm next 12/21 meeting As long as Councilmember Simpson is alright with the meeting times, Mary Ellen motioned to approve first followed by Grady to have 2024 meetings at the City Operations Center at 3:30pm on the third Thursday of each month. Vote on moving meetings back to City Operations Center Frank motioned to approve first followed by Jill. the December 2023 meeting will still be held at City Hall. All meeting thereafter will be at the City Operations Center. The December meeting will also have a cookie exchange amongst board members. Tree Ordinance Revision Committee update: Virginia Tegel, boardmember, 5 minutes The Tree Board proposed a 30% forest canopy on new construction and believes what is required from developers should also be demonstrated by the City with whatever route is taken. Virginia also mentioned Bellmont, NC's sustainability stroll and tree scavenger hunt as neat programs we could look at replicating. SUBCOMMITTEES 12. Waste Reduction Subcommittee: Virginia Tegel, boardmember, 10 minutes Report on Food Waste Solutions Summit Update on compost sites The church drop-off site option is not feasible since the church does not want the public to freely use it. Instead Virginia is looking at offering the board to purchase a compost bin for the Brooklyn Community Garden and have signage on site for educational purposes. Also mentioned is the compost drop-off at Oklawaha Brewery. 13.
