Public Relations Update - Mary Jo Padgett REPORT TO: Hendersonville Tree Board FROM: Mary Jo Padgett, PR Consultant RE: Publicity Report for Nov. Board meeting DATE: Nov. 14, 2023 Publicity/ events since last board meeting -- PR on Nov. 5 Greenspace Enhancement Projects Walkabout – A news release was sent to the media generating announcements noted on WHKP, WTZQ, H’ville Times-News, City website, WLOS-TV, etc. About 15 people attended. Mac Brackett helped with reservations. Vol. Ken Fitch took photos. Mark S. did a great job leading the walk. TREE BOARD – October 17, 2023 Page | 1 Symbolic Monarch Migration. This event, a project of Bee City USA, ended Oct. 20. Kim Bailey, who helped coordinate the Symbolic Monarch Migration program in previous years, reported on the results for this year as well: 18 free registrations were issued to City groups. 17 free registrations, which the City had budgeted to support the program in City limits, remained unclaimed (and have now been refunded to the City). 66 registrations were issued to Henderson Co. groups, including schools. Upcoming Calendar of Events -- HENDERSONVILLE TREE BOARD CALENDAR 2023-24 Fall NeighborWoods planting projects. 9th Avenue West homeowners, Henderson Village, Blue Ridge Villas, Park Place, Druid Hills neighborhood. A total of 62 trees, including dogwoods, redbuds, sweet bay and saucer magnolias, serviceberry, crabapple, and red oak will be planted at those locations. The trees will be planted in honor of TB Chair Mac Brackett who is retiring later this year. Late January – Proposed Winter Tree Walk. Details to come. March – Educational program at Henderson County Public Library. I’m looking for a proposed topic and speaker to discuss a tree-related topic of interest for the general public. Details to come. Spring – NeighborWoods Tree Planting Projects Early May – Arbor Day Celebration Late May – Garden Jubilee June – Pollinator Month Early Sept. – NC Apple Festival B. Conditional Zoning Districts – 715 Greenville Hwy Conditions: Tree Motion for 715 Greenville Hwy Multi-Family Development Based on the Landscape Plans provided on 11/06/23, the Tree Board recommends the following conditions: 1. Based on applicable regulations, implement a vegetative planting and management plan that will create and enhance the existing wetland and wildlife habitat of the open space areas outside the footprint of the developed area, stream buffer(s) and the Wetland TREE BOARD – October 17, 2023 Page | 2  Conservation Area. The plan must include diverse and appropriate species of native upland and/or wetland shrubs, appropriate trees and perennial herbaceous plants (including warm season grasses, sedges, and plants important to pollinators) selected from the city’s Recommended Landscape Species List for Street Trees and Land Development Projects. No turf grasses can be used. The plan shall be developed by a landscape architect (with wildlife habitat management expertise) or a Certified Wildlife Biologist and the Tree Board requests a chance to review the plan before final site plan is approved. A long term invasive species management and control plan should be included in the final site plan. The Tree Board’s recommended conditions, above, are based on the following guiding city code documents: Municipal Code, Chapter 46, Article IV, Division 1,Trees & Shrubs, Section 46, 116 & 117; the Zoning Code, Article XV Buffering, Screening & Landscaping Sections 15-1, A &C and 15-4 A; the Subdivision Ordinance, Purpose and Intent, Section 1.04, Part H; and the Comprehensive Plan,Vision Statement, Section 3.1 Purpose, Sections 3.2 and Section 3.3, Goal NR-1, Strategy NR 1.1 and NR 1.2 and Goal NR-2, Strategy 2.3; and the City Council’s adoption (Feb., 2021) of core values and beliefs as guiding principles as they apply to the prioritization of existing tree canopy. Generation H - Comprehensive Plan Mapping Exercise D. 2025 Budget Discussion 2024 Budget was lightly discussed and the main discussion and vote will occur at the December Board meeting. Budget for 2023/2024: HWY 64 Maintenance - $15,000 Tree Replacement & Supplies - $1,500 Arborist Services - $2,000 Publicity - $3,000 Arbor Day - $250 NeighborWoods - $6,000 Maintenance of Pollinator Beds at Hands On Museum and Bearcat Loop - $5,000 Tree Planting on Greenway - $5,000 Planting of Pollinator Bed Behind Pump Station Four Seasons Boulevard - $20,000 Maintenance of Pollinator Bed Behind Pump Station Four Seasons Boulevard - $5,000 Maintenance of Pollinator Bed Four Seasons Boulevard (Triangle) - $5,000 Total Request - $67,750 TREE BOARD – October 17, 2023 Page | 3  E. NC Bradford Pear Bounty Program Board requested staff sign up for the base level of the program for the spring invasives plant switch out program. 6. OLD BUSINESS A. NeighborWoods Update All NeighborWoods Projects are on hold until drought ends. May be moved to spring if necessary. B. Tree Board Ordinance Revision Committee Update – Glenn Lange Glen and Mary introduced the concept of a subdivision minimum of 30% canopy. Tree board discussed topics: “If subdivisions don’t meet minimum standards at inception then they should be excluded from the program.” “Tree canopy adds value to land and developments.” Process is on going C.
