CITY OF HENDERSONVILLE MAY 2022 DOWNTOWN ADVISORY BOARD Downtown Program Office | 125 Fifth Avenue West, Suite 200 | Hendersonville NC 28792 Tuesday, May 10, 2022 – 4:00 PM MINUTES 1. CALL TO ORDER In attendance: Caroline Gunther, Mark Pavao, Jared Bellmund, Joe Dinan (arrived after approval of agenda), Matthew Hickman, John Ryan, Chris Cormier, Walt Slagel, Julie Buckman, Jerry Fitzgerald. Absent: Jared Bellmund, Shaquala Wiles, Carole Sitzer, Patsy DuPre. 2. PUBLIC COMMENT There were no public comments. 3. APPROVAL OF AGENDA John Ryan made a motion to approve the agenda, Jerry Fitzgerald seconded. A roll call vote was taken, Caroline Gunther, Mark Pavo, Matthew Hickman, John Ryan, Chris Cormier, Walt Salgel, Julie Buckman and Jerry Fitzgerald voted to approve. 4. APPROVAL OF MINUTES 1. Downtown Advisory Board April 2022 Minutes The minutes need to be updated to reflect that Julie Buckman was present at the meeting. Matthew Hickman made a motion to approve the agenda, John Ryan seconded. A roll call vote was taken, Caroline Gunther, Mark Pavao, Matthew Hickman, John Ryan, Chris Cormier, Walt Salgel, Julie Buckman and Jerry Fitzgerald voted to approve. 5. OLD BUSINESS 1. Friday Main Street Car Shows- Event Review Lewis with the Apple Country Corvette Club spoke regarding the car show. The corvette club has been a part of the Music on Main event, in the past, they alternated weeks with the Carolina Mountain Classic Car Club. The classic car club is planning to be a part of each Music on Main show, and the corvette club would like to participate by extending to the court house. This was discussed at the April meeting but there was not a representative of the Corvette Club to speak and they were asked to come to the May meeting. Corvette Club is proposing that if there is not a significant number of vehicles they will reopen the block for additional parking and traffic flow. The club also proposes reducing their closure to every other week. MAY 2022 DOWNTOWN ADVISORY BOARD – May 10, 2022 Page | 1  Concerns from the board include access for customer parking. Joe Dinan Motion for to recommend the Corvette Club application to extend the closure to 2nd Avenue, leaving avenues open every other week. This includes June 10, 24, July 22, August 5, 19. Jerry Fitzgerald seconded. A roll call vote was taken: Mark Pavao, Walt Slagel, John Ryan, Jerry Fitzgerald, Julie Buckman, Chris Cormier, Matthew Hickman and Joe Dinan voted to approve. 6. NEW BUSINESS 1. Downtown Events Update Meredith Friedheim gave an update on downtown events coming downtown. A list was included for street closures of events that are coming. New events: Jump Off Rock half marathon, May 22 175th Birthday on Courthouse Block, July 4 is an extended closure 2 blocks north, this is an event in partnership with the TDA and Henderson County Parks and Recreation. 2. Downtown Team Field Trip & Grant Project Review Board and staff members took a trip to Greenville and Travelers Rest, South Carolina to review special projects and initiatives. Jamie Carpenter, Lew Holloway, Caroline Gunther, Jerry Fitzgerald, Patsy DuPre and Michael Arrowood (HCTDA) attended several of the meetings and tours. Including: RingoFire/Campfire Greenville, Unity Park, Synergy Mill Makerspace, and the City of Travelers Rest. The team got ideas regarding connections and planning for the Ecusta Trail as well as future space needs an opportunities that may be valuable for downtown. Ringo Fire currently works with the City of Hendersonville for the recruitment initiative and is interested in opening their second location of their local business marketing resource "Campfire" in Hendersonville. 3. TDA Grant Update Jamie Carpenter reported that we received multiple TDA Grants for the coming year: 7. OTHER BUSINESS 1. Sidewalk Dining Ordinance - Staff Update Jamie updated that she is working with the City Attorney on updating the sidewalk dining ordinance to allow food/beverage businesses instead of restaurants and the physical structure/outdoor expansion. The City of Raleigh has updated their ordinance similarly so we are using that to guide the process. There will be minimal change to the ordinance but with a guide for the physical structures. Code enforcement for current outdoor dining will ramp up along with renewals in 2022. 8. ADJOURNMENT MAY 2022 DOWNTOWN ADVISORY BOARD – May 10, 2022 Page | 2
