CITY OF HENDERSONVILLE TREE BOARD City Operations Center 305 Williams Street Hendersonville, NC 28791 - Second Floor Meeting Room Monday, November 24, 2025 – 4:00 PM MINUTES CALL TO ORDER Meeting called to order at 4:07 p.m. Members present: Tommy Oakman, Glenn Lange, Natalie Wilcoxson, Ed Skvarch, Richard Bowerman, and Skye Williams (virtual) Staff present: Lyndsey Simpson and Caitlyn Gendusa Absent: Rebecca Doll APPROVAL OF AGENDA Glenn Lange requested to add public comment to this and all future agendas Richard motioned to approve agenda first followed by Tommy. APPROVAL OF MINUTES The previous meeting did not have a quorum so no vote is needed. OLD BUSINESS Update on City Council letter - Glenn Lange, Member Members reviewed letter and made a few revisions. Glenn is updated the letter once more and Caitlyn is submitting to the Environmental Sustainability Board for their approval to sign letter. Discuss next Tree Board presentation - Glenn Lange, Member Due to time this topic was moved to the next meeting agenda. NEW BUSINESS Discuss revision of Approved Landscape Species List to include specifics on trees/vegetation that are permissible to be planted within or in close proximity to water/sewer utility easements and lines - Caitlyn Gendusa, Staff Liaison Tree Board members would like more information on what specific recommendations W&S staff would like to see. Caitlyn is reaching out and will provide more information. Discuss any spring tree giveaways/Neighborwoods programing - Caitlyn Gendusa, Staff Liaison TREE BOARD – November 24, 2025 Page | 1  Natalie is emailing Caitlyn the updated list of what trees are needed for Neighborwoods. Any remaining funds will be used for the Bradford Pear Bounty program and tree giveaways. Review Tree Board annual report - Caitlyn Gendusa, Staff Liaison Due to time this topic was moved to the next meeting agenda. Showing Tallamy Video to City Staff - Glenn Lange, Member Caitlyn will send the condensed video to Property Maintenance staff. Inviting Arielle Emmett (Henderson Co. Environmental Advisory Committee) to a Meeting – Glenn Lange, Member Tommy is going to invite Arielle Emmett to a future meeting since they are on the same board. FY26 Tree Board Budget Discussion - Caitlyn Gendusa, Staff Liaison Tommy requested Caitlyn email the latest budget breakdown which she will do. The board will finalize the budget submission at the December meeting. The board unanimously agreed the most important request are funds for an Urban Forestry Management Plan. Vote on 2026 Tree Board Meeting Schedule - Caitlyn Gendusa, Staff Liaison Ed motioned to approve first followed by Richard to have 2026 meetings be on the second Monday of the month at 4pm.
