Welcome New Members- Mac B. noted that if Ms. Redfern misses one more board meeting due to the boards bylaws. B. Conditional Zoning Districts - Bearwallow Apartments Tree Board Motion for Bearwallow Lofts Based on the plan submitted to the Tree Board dated 02/21/2023 the Tree Board recommends following: 1. All planted trees, when not required to be 3½” caliper (for common open space trees), must be a minimum of 2” caliper. 2. At a minimum, at east 75% of all planted trees must be native species. All preserved trees must be provided code prescribed protective root zone barriers nd those barriers must be installed before any land disturbance takes place on site. 4. Recommends a certified arborist evaluate 40” White Oak tree and make recommendations for tree protection. The Tree Board’s recommendations above, are based on the following guiding city code documents: Municipal Code, Chapter 46, Article IV, Division 1, Tree & Shrubs, Section 46, 116 &117; the Zoning Code , Article XV, Buffering, Screening and Landscaping; the Subdivision Ordinance, Purpose, ad Intent, Section 1.04, Part H; and the Comprehensive Plan, Vision Statement, and Section 3.3, Goal NR- 2, Strategy 2.3,and the City Council’s adoption (Feb 21) of core values and beliefs as guiding principles and beliefs as guiding principles as they apply to the prioritization of existing tree canopy. Public Relations Update – Mary Jo Padgett REPORT TO: Hendersonville Tree Board FROM: Mary Jo Padgett, PR Consultant RE: Publicity Report for March Board meeting DATE: March 21, 2023 Publicity/ events since last board meeting -- Sunday, March 5 – Guided Walk Along an Award-Winning Streambank Restoration Project, 2 p.m. Leader Mike Huffman did a great job informing an interested group of 18 attendees about the streambank restoration project on Allen Branch. Several attendees signed up to learn more about the Tree Board or to volunteer. I passed those names along to Mary D., volunteer coordinator. Volunteer photographer Ken Fitch took some great photos. Educational Winter Program – This program is scheduled at the Henderson County Library auditorium this afternoon, shortly after the Tree Board meeting adjourns. See calendar item below. Please plan to attend. Tree Board Banner – I am working with Glenn L. to create and produce a new display banner, using Printville on Main Street. Photos and quality icons are being researched. Tree Board members will see/approve the final draft. TREE BOARD - REGULAR MEETING – March 21, 2023 Page | 2 Arbor Day Celebration in May – Correspondence with Gene Carr, president of Four Seasons Rotary, has been started, alerting the organization that planning should begin. FS Rotary has coordinated the City’s Arbor Day event, which is usually held the first week in May, for many years. I do publicity on behalf of the Tree Board for Arbor Day. Web page update – A photo-oriented summary report of Tree Board activities in 2022 is now on the Tree Board web page of the City’s website at https://www.hendersonvillenc.gov/advisory-boards-commissions- and-committees/tree-board/tree-board-projects-activities. Upcoming Calendar of Events -- HENDERSONVILLE TREE BOARD CALENDAR 2023 Winter 2023 -- Yarn-Bombing Project. Until the end of March, 7 trees near the Historic Train Depot on Maple St. are wrapped in decorative, colorful yarn by the STEAP organization. This art installation, approved by the Tree Board, will be removed after March 30. Drive by and take a look. Tuesday, March 21 – “Learn More about the NC Urban Forest Council.” 5 p.m., Henderson County Public Library auditorium, Washington St.. A public educational program at no charge. Mark Foster, arborist for the City of Asheville and former chair of the Council, will speak about the mission, purpose, and services of the state’s Urban Forest Council. Saturday. April 22 – Hendo Earth Day event on Main Street. Bee City USA and Tree Board will participate. Spring – NeighborWoods Tree Planting Projects Early May – Arbor Day Celebration May 27-28 – Garden Jubilee June – Pollinator Month. Bee City will create a calendar of events for the month. June 3 will be the Maple Street Farmer’s Market event. August – Bee Bold Festival at Bold Rock Cidery, Mills River. Bee City USA will have a booth at this event. Sept. 1-4 – NC Apple Festival Oct. 7 – Farm-City Day, Jackson Park. Bee City USA will participate. 5. OLD BUSINESS A. Canopy Study Grant – Awaiting paperwork form State. B. Changes to City Ordinances/Zoning Concerning Trees Glen Lange and Mary Davis met with Debbie Round Tree and Jerry Smith to discuss Tree Based Ordinance Changes. Requested a meeting with Lyndsey Simpson to continue the receive feedback on changes. TREE BOARD - REGULAR MEETING – March 21, 2023 Page | 3  Mark S and Glen L. met with Lew Holloway of the Community Development Department to discuss strategies for better tree and canopy ordinances and tree protection during construction. Lew H. suggested the City hire an arborist to assist zoning with tree related issues; following up on 5 and 10 year development zoning requirements and developing and updating the Urban Forestry Plan. C. Tree Board Banner - In process needs better pics. D. Tree Board Fund Community Foundation – Plan to apply balance of fund to pollinator bed of Four Seasons Blvd and close account. E. Pollinator Bed Traffic Island Four Seasons Boulevard – Waiting to get contract signed. F. NeighborWoods & Other Tree Planting Projects for 2023 – Discussed different options of giving away trees. Board discussed prefers the following: 1. Groups volunteer to plant their own trees. 2. Groups have smaller section of trees to choose from for Neighborwoods. For instance: Choice of 2 large canopy, 2 medium canopy, and 2 small canopy varieties. 3. Host a centrally located give away, or exchange a tree for and invasive species events, with demonstration of proper planting BMP’s. Glenn L. to speak with Erik Bradford of Greenworks about establishing a relationship between organizations and future collaboration. 4. Order trees six months in advance. 5. Goal of at least 100 trees given away annually. 6. Extra or leftover trees can be planted in COH parks and Greenspaces. 7. Simplify request form for requesting trees. 8. Offer trees to COH citizens and residents of the ETJ. 9. Schedule volunteer days 3 months before planned event. 6. OTHER BUSINESS 7.
