CITY OF HENDERSONVILLE WATER SEWER ADVISORY COUNCIL Operations Center - Assembly Room | 305 Williams St. | Hendersonville NC 28792 Monday, January 25, 2021 – 6:00 PM MINUTES CALL TO ORDER Approval of Agenda – Daniel Andreotta, Chairman Present: Daniel Andreotta, Jeff Miller, David Dethero, Sheila Franklin, Paul Hansen, Wade Anderson, Chris Hykin, Chuck McGrady. Absent: Roger Snyder. AGENDA ITEMS Approval of the Minutes – Daniel Andreotta, Chairman Jeff Miller, City of Hendersonville Representative moved to approve the agenda. Agenda unanimously approved. Public Comment – Daniel Andreotta, Chairman No comments from the public were available for Water and Sewer Advisory Council consideration. Presentation of 2019/2021 Annual Report – Drew Finley, Lead for NC Fellow and Adam Murr, Senior Budget and Management Analyst Drew Finley, Lead for NC Fellow presented on the FY19-20 Water and Sewer Annual Report. The Water and Sewer Annual Report for FY19-20 is being printed and hard copies will be available for stakeholders and the public soon. Update on Sewer Extension to Half-Way Tree MHP – John Connet, City Manager and Brett Detwiler, City Engineer Brent Detwiler, City Engineer Detwiler provided an update on the Sewer Extension to Half-Way Tree Mobile Home Park (MHP). Presentation of Revised Water and Sewer Extension Policy – Drew Finley, Lead for NC Fellow Drew Finley, Lead for NC Fellow presented on a Revised Water and Sewer Extension Policy. John Connet, City Manager provided information on voluntary annexation related to the Water and Sewer Extension Policy and North Carolina General Statutes. Daniel Andreotta, Chairman requested a policy name change to remove the word “Voluntary” from “Voluntary Annexation Petition”. John Connet, City Manager provided the Water and Sewer Advisory Council information regarding the use of the word “Voluntary” – the process is defined as voluntary because petitioners must initiate the connection and annexation process per North Carolina General Statute (N.C.G.S. 160A-31). Chuck McGrady, Water Customer Representative voiced concerns and requested policy clarification before the Water and Sewer Advisory Council provides a recommendation to the Hendersonville City Council. John Connet, City Manager informed the Water and Sewer Advisory Council that clarifications will be presented to the Water and Sewer Advisory Council before requesting a recommendation for Hendersonville City Council consideration. WATER SEWER ADVISORY COUNCIL – January 25, 2021 Page | 1 Capital Project Update – Lee Smith, Utilities Director, Adam Steurer, Utilities Engineer, Brent Detwiler, City Engineer Brent Detwiler, City Engineer provided an update on water and sewer capital projects. Stakeholder Updates, Questions, Concerns – Daniel Andreotta, Chairman John Connet, City Manager informed the Water and Sewer Advisory Council that a recommended budget and capital improvement plan will be presented at the next meeting. No other stakeholder updates, questions, or concerns were expressed by Water and Sewer Advisory Council Members. Daniel Andreotta, Chairman informed the Water and Sewer Advisory Council upcoming meetings are scheduled tentatively for: April 26, 2021, July 26, 2021, and October 25, 2021.
