Chairman David Jenkins called the meeting to order at 6:30 p.m. via a Zoom video conference.
OPENING STATEMENT/VOTE:
“It has been determined that meeting electronically is necessary to protect the public health,
safety, and welfare in light of the coronavirus. A recording of this meeting will be made
available to the public online.”
OPENING PRAYER:
Commissioner Kee Bryant-McCormick led the opening prayer.

Commission Meeting Minutes of December 1, 2020. Altizer, Bryant-McCormick, Hardcastle,
Hardwick, Jenkins, Lea, Longmire, Peterson, Silkwood, and Stringfellow voted aye. Nay: None.

seconded by Stringfellow, to approve the Meadows of Indian Lake, Phase 3A – Preliminary Plat,
with all comments as listed below. Altizer, Bryant-McCormick, Hardcastle, Hardwick, Jenkins,
Lea, Longmire, Peterson, Silkwood, and Stringfellow voted aye. Nay: None. Abstained: None.
Absent: None. Motion carried. (10-0-0)
STAFF REPORT
The Meadows of Indian Lake was originally approved as an SR-1 Alternative Open Space
subdivision in February 2001.

At the time of the approval, this 1.97-acre section of the subdivision in front of Indian Lake
Elementary School was designated as a daycare area. It did not develop that way, and in August
2010, original Preliminary Plat approval was given showing the area converted to 5 residential
lots. This Preliminary Plat is in substantial compliance with the development plan and the
Preliminary Plat approved in 2010.

PUBLIC WORKS
1. Add the following Notes:
Driveways shall be placed to avoid conflict with drainage structures unless
approved by the City Engineer.
It is the responsibility of each residence builder to design and construct in
accordance with a suitable grading and drainage plan which will convey surface
water, without ponding in the lot or under the house, from their building site to the
drainage system constructed by the subdivision developer.
Driveway locations must be in compliance with the Hendersonville Subdivision
Regulations. Corner lot driveway access is restricted to the minor street or as
approved by the City Engineer.
Geotechnical data may be required prior to issuance of a building permit. Please
contact the Hendersonville Building and Codes Department at 615-822-3802 for
additional information.

voted aye. Nay: None. Abstained: Lea. Absent: None. Motion carried. (9-0-1)

as Assistant Secretary for the 2021 Hendersonville Regional Planning Commission. Altizer,

The Hendersonville Planning Commission and Planning Department have reviewed a variety of
projects this year. Below is a summarized list of HRPC- and staff-level projects that were
submitted and reviewed in 2020. A more detailed list is attached to this report.

These numbers can be further divided as 55 HRPC- and 54 staff-level projects, for a total of 109
items. While project submittals were down about 10% from 2019, the total projects reviewed
for the year is still among the top-performing in the last 15 years.

To accommodate social distancing requirements, the Planning Department transitioned to fully
digital project submittals. Staff also used video conferencing with Zoom and Microsoft Teams to
conduct pre-application meetings, staff reviews, and Planning Commission meetings.
