MINUTES HENDERSONVILLE REGIONAL PLANNING COMMISSION TUESDAY, JANUARY 5, 2021 6:30 P.M. – ZOOM VIDEO CONFERENCE Chairman David Jenkins called the meeting to order at 6:30 p.m. via a Zoom video conference. OPENING STATEMENT/VOTE: “It has been determined that meeting electronically is necessary to protect the public health, safety, and welfare in light of the coronavirus. A recording of this meeting will be made available to the public online.” OPENING PRAYER: Commissioner Kee Bryant-McCormick led the opening prayer. ROLL CALL: Present: Tim Altizer, Kee Bryant-McCormick, Owen Hardcastle, Barry Hardwick, David Jenkins, Charles Lea, Beth Longmire, Lee Peterson, Vanessa Silkwood, and Darlene Stringfellow. Absent: None. Also Present: Keith Free, Planning Director; Timothy Whitten, Assistant Planning Director; Grant Green, Senior Planner; Sydny Simpson, Planner; Rick Mayo, Assistant City Engineer; Shane Nolan, Fire Inspector; and Caitlin Shinn, Administrative Secretary. MINUTES: MOTION BY Altizer, seconded by Silkwood, to approve the Hendersonville Regional Planning Commission Meeting Minutes of December 1, 2020. PRELIMINARY PLATS: 20-099-001: MEADOWS OF INDIAN LAKE, PHASE 3A – PRELIMINARY PLAT: MOTION BY Altizer, seconded by Stringfellow, to approve the Meadows of Indian Lake, Phase 3A – Preliminary Plat, with all comments as listed below. Altizer, Bryant-McCormick, Hardcastle, Hardwick, Jenkins, Lea, Longmire, Peterson, Silkwood, and Stringfellow voted aye. Nay: None. Abstained: None. Absent: None. Motion carried. (10-0-0) STAFF REPORT The Meadows of Indian Lake was originally approved as an SR-1 Alternative Open Space subdivision in February 2001. H.R.P.C. MINUTES JANUARY 5, 2021 PAGE 3 At the time of the approval, this 1.97-acre section of the subdivision in front of Indian Lake Elementary School was designated as a daycare area. It did not develop that way, and in August 2010, original Preliminary Plat approval was given showing the area converted to 5 residential lots. This Preliminary Plat is in substantial compliance with the development plan and the Preliminary Plat approved in 2010. STAFF COMMENTS PLANNING DEPARTMENT 1. No comments. Add the following Notes:  Driveways shall be placed to avoid conflict with drainage structures unless approved by the City Engineer.  It is the responsibility of each residence builder to design and construct in accordance with a suitable grading and drainage plan which will convey surface water, without ponding in the lot or under the house, from their building site to the drainage system constructed by the subdivision developer.  Driveway locations must be in compliance with the Hendersonville Subdivision Regulations. Corner lot driveway access is restricted to the minor street or as approved by the City Engineer.  Geotechnical data may be required prior to issuance of a building permit. H.R.P.C. MINUTES JANUARY 5, 2021 PAGE 6 STAFF REPORT The Hendersonville Planning Commission and Planning Department have reviewed a variety of projects this year. Below is a summarized list of HRPC- and staff-level projects that were submitted and reviewed in 2020. A more detailed list is attached to this report. While project submittals were down about 10% from 2019, the total projects reviewed for the year is still among the top-performing in the last 15 years. H.R.P.C. Staff also used video conferencing with Zoom and Microsoft Teams to conduct pre-application meetings, staff reviews, and Planning Commission meetings.
