Sentry Steel is expanding their storage area from the previous area shown as Lot 1 into the former Galco Property along South Center Point Road. (7-1-0) (YoutubeLink) There was discussion about lighting on the outdoor fields and that the lights would need to be in the Site Plan. 9 HPC Minutes 02/06/2024 STAFF REPORT Futbol 5 is proposing to locate on a 6.59 acre parcel at the end of Innovation way, off of New Shackle Island Road. The parcel is adjacent to and east of the recently approved Grace Place development. Futbol 5 is a multi-sport complex featuring a full regulation indoor soccer field, a full-size outdoor soccer field, 4 indoor pickle ball courts, and a weightlifting/cardio gym. The building containing the indoor soccer field will be 20,000 square feet and 35 feet in height. This parcel is currently zoned Industrial (I), which does not allow Outdoor Recreation Facilities, and only allows Indoor Recreation Facilities as a conditional use. Futbol 5 is requesting to rezone the parcel from Industrial to General Commercial Planned Development (GC-PD). GC allows both Indoor and Outdoor Recreational Facilities. This parcel is adjacent to existing GC-zoned lots to the north, north-west and north-east which contain such uses as auto-repair, church, office and the Sumner County Humane Society. None of these uses are served by the road from which the subject lot obtains its access. The lot to the east (Celebrity Coach, a custom bus outfitter) is zoned Industrial and has its access off of 10 HPC Minutes 02/06/2024 Tennessee Way. The lots to the south (vacant) and south-west (Service Pro) are zoned Industrial and obtain their access off of Innovation Way. The lot to the west is the future Grace Place development, which is zoned MFR-PD. It obtains its main access off of New Shackle Island, but also will have an emergency access through the driveway of the subject property. The existing Future Land Use Plan (FLUTP) designates this general area as Employment Center, which corresponds to Industrial zoning. For the parcel to be rezoned to GC, the FLUTP must first be amended to Suburban Center. The elevations do not comply with the commercial building design standards found in the Hendersonville Zoning Ordinance. With the change in zoning from Industrial to General Commercial, the design standards require considerably more wall articulation and glazing, minimize the amount of metal that can be used, and encourage the majority of the exterior materials to be brick and stone. (8-0-0) (YoutubeLink) 16 HPC Minutes 02/06/2024 STAFF REPORT Jen-Hill is a construction services company located at 1025 Lavern Circle. The lot is zoned Heavy Commercial (HC). It is bounded on the north, east, south, and south-west by HC zoning. To the west is the Millstone development, which is zoned MXR-PD (Mixed Residential Planned Development). The portion of Millstone that backs up to Jen-Hill is zoned General Commercial Planned Development (GC- PD) and is shown on the final development plan as a mini-storage lot. Jen-Hill is proposing to add a 3,600sf storage facility behind their existing building. The storage facility will be open on three sides. The west side of the facility (facing the future Millstone self-storage facility) is proposed to be metal siding. The building design standards state: 17 HPC Minutes 02/06/2024 Facades of buildings which will not be visible to the public realm (front a street, primary entrance to the building, or primary entrance of another building) and do not abut a residential development/zoning district are considered remote walls. In these instances, the following materials may be approved on a case by case basis which would otherwise not be approved for the primary building facades: 1. Any material approved for primary, trim and accent materials, including those which may be approved on a case by case basis. Metal is an approved material for trim areas such as soffits and wall caps. The Planning Commission has been pretty consistent in not approving metal siding in commercial areas, unless it is a high-quality architectural metal panel. This proposed metal is not such a panel, but is typical of the metal siding found generally in this older industrial park. The building to the north of Jen-Hill is entirely metal siding. The building to the south of Jen-Hill has brick on the front and wrapping around the corners, and has metal on the sides and rear. The Jen-Hill primary building has brick on the front and front sides, and metal on the sides and rear. The Millstone self-storage lot had a site plan approved on it in 2016 (which has since expired). That site plan approval allowed the self-storage buildings not visible from the street to have split-face block (a type of CMU) siding. The Planning Commission should determine if metal is an appropriate request for this building addition. (8-0-0) (YoutubeLink) 22 HPC Minutes 02/06/2024 STAFF REPORT The applicant submitted an Add Use application for a daycare in the Indian Lake Center, Phase 3 (Sholodge) Planned Development, which is part of the overall Indian Lake Center Planned Development and is located at the intersection of Maple Drive North and Indian Lake Boulevard. It is zoned GC-PD, as are all surrounding properties. This application was approved on October 3, 2023. The current submittal includes a site plan for a 12,400 square foot daycare facility at this property, located at 179 Maple Drive North. This proposal includes a dual drop off lane, a 2,500 square foot infant playground, and a 5,000 square foot general playground. The front rendering submitted is generally similar to the approved add use rendering, but showing more of a tan stone and hardie as opposed to the original gray stone and hardie. The rear drive must be extended to the property line. 2. A final plat showing access easements through the front of the parking lot from Maple to the property to the southeast, and through to the end of the rear drive to the property line needs to be submitted. Site plan approval and the building permit should be contingent on the recording of the final plat. 3. The side renderings do not meet the standard amount of brick/stone seen in commercial planned development. However, the sides are architecturally significant. 4. Staff would suggest a rear entryway feature with an overhang that incorporates stone, breaks up the monotonous roofline, and provides shelter. 6. If the detention pond is intended to accept runoff prior to final stabilization and the installation of inlet protection, the detention pond shall comply with sediment basin design guidelines given in the TDEC Erosion and Sediment Control Handbook. - How will flow from the spillway be conveyed to a drainage easement or public right of way so that it does not impact the adjacent lot? Stormwater from the spillway shall be contained within lot line drainage/easements to the downgradient stream. In other words a grass swale or channel is needed to prevent directly discharging to the neighboring property. - Is there an inlet grate shown on top of the water quality unit? The detail does not show any inlets on top of the unit. Please clarify. - Pipe is shown as CMP in the drainage report and on the plat. This parcel is adjacent to existing GC-zoned lots to the north, north-west and north-east which contain such uses as auto-repair, church, office and the Sumner County Humane Society. None of these uses are served by the road from which the subject lot obtains its access. The lot to the east (Celebrity Coach, a custom bus outfitter) is zoned Industrial and has its access off of Tennessee Way. The lots to the south (vacant) and south-west (Service Pro) are zoned Industrial and obtain their access off of Innovation Way. The lot to the west is the future Grace Place development, which is zoned MFR-PD. It obtains its main access off of New Shackle Island, but also will have an emergency access through the driveway of the subject property. The existing Future Land Use Plan (FLUTP) designates this general area as Employment Center, which corresponds to Industrial zoning. For the parcel to be rezoned to GC, the FLUTP must first be amended to Suburban Center. To the west is the Millstone development, which is zoned MXR-PD (Mixed Residential Planned Development). The portion of Millstone that backs up to Jen-Hill is zoned General Commercial Planned Development (GC-PD) and is shown on the final development plan as a mini-storage lot. 2 Jen-Hill is proposing to add a 3,600sf storage facility behind their existing building. The storage facility will be open on three sides. The west side of the facility (facing the future Millstone self- storage facility) is proposed to be metal siding. The building design standards state: Facades of buildings which will not be visible to the public realm (front a street, primary entrance to the building, or primary entrance of another building) and do not abut a residential development/zoning district are considered remote walls. In these instances, the following materials may be approved on a case by case basis which would otherwise not be approved for the primary building facades: 1. Any material approved for primary, trim and accent materials, including those which may be approved on a case by case basis. Metal is an approved material for trim areas such as soffits and wall caps. The Planning Commission has been pretty consistent in not approving metal siding in commercial areas, unless it is a high- quality architectural metal panel. This proposed metal is not such a panel, but is typical of the metal siding found generally in this older industrial park. The building to the north of Jen-Hill is entirely metal siding. The building to the south of Jen-Hill has brick on the front and wrapping around the corners, and has metal on the sides and rear. The Jen-Hill primary building has brick on the front and front sides, and metal on the sides and rear. The Millstone self-storage lot had a site plan approved on it in 2016 (which has since expired). That site plan approval allowed the self-storage buildings not visible from the street to have split-face block (a type of CMU) siding. Sentry Steel is expanding their storage area from the previous area shown as Lot 1 into the former Galco Property along South Center Point Road. A site plan is needed to show the new area to be utilized for storage, including screening as this is a new use for this portion of the property. There will be no parking lot or additional construction.
