(8-0-0) 4 HPC Minutes 07/02/2024 STAFF REPORT This is the site of the Music City Studio (Stonecutter Capital Management, LLC) media production facility proposed a couple of years ago on Molly Walton Drive. The site is zoned Industrial – Planned Development (I-PD). Stonecutter no longer has plans to build at this location. In its place, Lincoln Property Company (LPC) is proposing to build a facility that will accommodate mainly warehousing and light manufacturing businesses. Five buildings are proposed, totaling 496,080 square feet. In comparison, Music City Studios had 4 buildings totaling 678,620 square feet, including a 90-foot-tall building on the north side of Molly Walton. LCP is proposing a tractor-trailer parking lot on the north side of Molly Walton instead of a building. The proposed maximum height of the buildings is about 45 feet. A total of 4 curb cuts are proposed on Molly Walton, vs 5 that were proposed with the Music City Studios plan. The emergency-only access on Forest Retreat will be retained. Stamp all plans. 2. Provide a site survey stamped by a registered surveyor. 3. Dumpster facilities do not appear to be adequate for this size development – please address. 4. Provide sample of retaining wall block for review and approval. The retaining wall along Molly Walton especially will require a decorative type block. 5. Provide a detail of the pedestrian safety fence. Specify finish/color. 6. Provide a detail of the guardrail. Specify finish/color. 7. Revise grading plan along east property line to show no grading or land disturbance within the required 30ft. buffer. 8. Sheet C4-11 – north arrow shown incorrectly. 9. Sheet C4-12 – slope along Molly Walton shall not exceed 3:1. 10. Provide NES-approved electric service plan. 11. On tree plan, show all trees >10dbh to be removed and saved. Plants intended to screen the trailer parking area must be of sufficient quantity and height to substantially screen the parking lot at planting. 16. Detention pond screening should take into account the road elevation about the pond; adjust heights and locations to provide more effective screening from road. Also, it is not required to provide screening between the pond and the stream buffer. 17. Indicate proposed light pole heights. 18. Lights closest to residence on Forest Retreat may need glare shields. 19. Show outlines of RTUs on each elevation. Building parapet walls must be at least as tall as tallest units, or provide sight-line study showing proposed parapet height is sufficient to screen units from street. 20. Site Plan - Label all easements as indicated on the plat. - Provide a smooth horizontal alignment at the tie in for the extension of Molly Walton Drive. Ensure that the horizontal and vertical alignment are designed in accordance with the AASHTO Policy on Geometric Design of Highways and Street. - There are several unresolved comments on each ESPC sheet which the engineer has stated will be addressed in future revisions. - There are several instances where the invert elevations for proposed headwalls does not tie into the adjacent proposed grading in the EPSC Plans and in the Grading and Drainage plans. Please revise. - Flood Zone AE on the northwest corner of the site currently has no regulatory floodway designated. Because the stream is upstream and discharges directly into the flood zone, it is considered an unmapped stream and potentially the floodway for the flood zone in the northwest corner. In accordance with Municipal Code 18-420.D and 18-425.I, please ensure that there is no fill or structures placed within twice the width of the stream from either bank, and verify with hydrologic and hydraulic analyses that there is no more than 1' of rise at any point along the stream within the property boundary or in the adjacent Flood Zone AE. 9 HPC Minutes 07/02/2024 - Please provide a culvert analysis to verify that the existing culvert encapsulating the stream onsite and the culvert downstream of the site outfall under Molly Walton Blvd. have capacity to convey the 25-year storm. - There are several instances where the slopes of accessible facilities exceed what is allowed per ADA design standards. Please revise accordingly. 3. Drainage Report - This project will involve alterations to potential Waters of the United States, therefore coordination with USACE is needed and a concurrence letter from them is required. - Please provide an explanation on what design parameters were considered to ensure that the overall pond design achieves 80% TSS removal, with supporting references to literature. 4. SWPPP - The EPSC plans included in this document are not consistent with those provided in the Site Plan. Please revise. - It appears that the sediment basins were designed based on the post-development conditions. The sediment basins should be designed based on the worst-case scenario which is likely EPSC Stage 1 with bare soil within the limits of disturbance. 5. TIS - Staff has no comments on the TIS. Based on the analysis provided, there will be a negligible impact to the delays experienced at the intersections of Free Hill Road and Molly Walton Drive, and Free Hill Road and W Main St. such that the level of service will remain the same. The site is zoned Industrial – Planned Development (I-PD). Stonecutter no longer has plans to build at this location. In its place, Lincoln Property Company (LPC) is proposing to build a facility that will accommodate mainly warehousing and light manufacturing 2 businesses. Five buildings are proposed, totaling 496,080 square feet. In comparison, Music City Studios had 4 buildings totaling 678,620 square feet, including a 90-foot-tall building on the north side of Molly Walton. LCP is proposing a tractor-trailer parking lot on the north side of Molly Walton instead of a building. The proposed maximum height of the buildings is about 45 feet. A total of 4 curb cuts are proposed on Molly Walton, vs 5 that were proposed with the Music City Studios plan. The emergency-only access on Forest Retreat will be retained. Stamp all plans. 2. Provide a site survey stamped by a registered surveyor. 3. Dumpster facilities do not appear to be adequate for this size development – please address. 4. Provide sample of retaining wall block for review and approval. The retaining wall along Molly Walton especially will require a decorative type block. 5. Provide a detail of the pedestrian safety fence. Specify finish/color. 6. Provide a detail of the guardrail. Specify finish/color. 7. Revise grading plan along east property line to show no grading or land disturbance within the required 30ft. buffer. 8. Sheet C4-11 – north arrow shown incorrectly. 9. Sheet C4-12 – slope along Molly Walton shall not exceed 3:1. 10. Provide NES-approved electric service plan. 11. On tree plan, show all trees >10dbh to be removed and saved. Provide calculations showing required replacement. Provide plan for replacement and/or payment into tree bank. Show replacement trees in a separate plant schedule from the main schedule, and designate with “R” on planting plan. Required parking lot trees and street trees to not count towards tree replacement. 12. Provide irrigation plan. 13. Height-to-caliper ratio must meet Am. Standard for Nursery Stock, latest edition. 14. Provide some taller columnar shrubs/trees within building foundation planting beds to help break up wall expanses. 15. Plants intended to screen the trailer parking area must be of sufficient quantity and height to substantially screen the parking lot at planting. 16. Detention pond screening should take into account the road elevation about the pond; adjust heights and locations to provide more effective screening from road. Also, it is not required to provide screening between the pond and the stream buffer. 17. Indicate proposed light pole heights. 18. Lights closest to residence on Forest Retreat may need glare shields. 19. Show outlines of RTUs on each elevation. Building parapet walls must be at least as tall as tallest units, or provide sight-line study showing proposed parapet height is sufficient to screen units from street. 20. Site Plan - Label all easements as indicated on the plat. 5 - Provide a smooth horizontal alignment at the tie in for the extension of Molly Walton Drive. Ensure that the horizontal and vertical alignment are designed in accordance with the AASHTO Policy on Geometric Design of Highways and Street. - There are several unresolved comments on each ESPC sheet which the engineer has stated will be addressed in future revisions. - There are several instances where the invert elevations for proposed headwalls does not tie into the adjacent proposed grading in the EPSC Plans and in the Grading and Drainage plans. Please revise. - Flood Zone AE on the northwest corner of the site currently has no regulatory floodway designated. Because the stream is upstream and discharges directly into the flood zone, it is considered an unmapped stream and potentially the floodway for the flood zone in the northwest corner. In accordance with Municipal Code 18-420.D and 18-425.I, please ensure that there is no fill or structures placed within twice the width of the stream from either bank, and verify with hydrologic and hydraulic analyses that there is no more than 1' of rise at any point along the stream within the property boundary or in the adjacent Flood Zone AE. - Please provide a culvert analysis to verify that the existing culvert encapsulating the stream onsite and the culvert downstream of the site outfall under Molly Walton Blvd. have capacity to convey the 25-year storm. - There are several instances where the slopes of accessible facilities exceed what is allowed per ADA design standards. Please revise accordingly. 3. Drainage Report - This project will involve alterations to potential Waters of the United States, therefore coordination with USACE is needed and a concurrence letter from them is required. - Please provide an explanation on what design parameters were considered to ensure that the overall pond design achieves 80% TSS removal, with supporting references to literature. 4. SWPPP - The EPSC plans included in this document are not consistent with those provided in the Site Plan. Please revise. - It appears that the sediment basins were designed based on the post-development conditions. The sediment basins should be designed based on the worst-case scenario which is likely EPSC Stage 1 with bare soil within the limits of disturbance. 5. TIS - Staff has no comments on the TIS. Based on the analysis provided, there will be a negligible impact to the delays experienced at the intersections of Free Hill Road and Molly Walton Drive, and Free Hill Road and W Main St. such that the level of service will remain the same.
