(6-0-0) 24-039-001: Alexander Commercial Project Phase 1 – Site Plan Owner: R & C Enterprises Location: 255, 261, 267 East Main St, Parcel 159J A 016, 017, 018 Lead Planning Staff: Timothy Whitten 4 HPC Minutes 06/04/2024 STAFF REPORT This is a combined site plan for two lots located within the Alexander Commercial planned development. The lots are located on the south side of East Main Street, between Regions Bank and Simmons Bank. It is zoned General Commercial Planned Development (GC-PD). The Alexander Commercial Combined Development Plan was approved by the Planning Commission last fall. The proposed uses and layout are in substantial compliance with the approved master plan. The proposed use for lot 1 (adjacent to Regions Bank) is a 3,714sf Fast Pace urgent care facility. The proposed use for lot 3 (adjacent to Simmons Bank) is a 2,503sf Starbucks restaurant. The middle lot will remain undeveloped at this time. Per the approved master plan, access to the three lots will be via a new right-in/right-out access to be constructed on East Main Street, and an existing full-access in front of Simmons Bank. A third access is being provided to Maple Row Boulevard running between Regions Bank and Innova Dermatology. Additional parking for Innova Dermatology is being provided behind Fast Pace. 5 HPC Minutes 06/04/2024 6 HPC Minutes 06/04/2024 STAFF COMMENTS – PLANNING DEPARTMENT: 1. Approval is conditioned on submittal and approval of a final plat. 2. If lot 1 is to have a ground sign, show the proposed location. 3. Convert hatched area to landscape island. 4. Detention pond slopes should not exceed 3:1. 5. Ponds should be graded so as not to require a railing or fence along the street sidewalk. 6. Detention pond structures should be faced with brick. 7. Provide retaining wall details. 8. Signage shall meet requirements of sign ordinance. A sign permit is required prior to construction of any part of the sign. 9. Provide the survey sheet. Address all markups from previous review of the survey sheet. 7 HPC Minutes 06/04/2024 10. Provide irrigation plan. 11. Provide detention pond landscaping. 12. Provide missing permeability calculations on sheet L2.1 and L3.1 13. Provide the required landscape buffer along the south property line (all lots). 14. Show saved trees on the grading plan. To receive credit for saved trees, there can be no grading within the dripline of saved trees. 15. Provide required landscaping and irrigation for parking lot located on middle lot. 16. Provide photometric plan for the Fast Pace lot. 17. Starbuck awning supports must be brick wrapped. 18. With the increased height of the Starbucks, more needs to be done to break up the significant wall expanse. Work with staff to resolve this. 19. The mono-color applied to all the brick tends to wash out the brick detailing. Provide some contrasting tonal colors for the brick accents and wainscot 20. Show outlines of RTUs on each building elevation. 21. Additional glazing is needed on the north-east side elevation of Starbucks. Glazing can be spandrel glass. Work with staff to find a solution. 22. Provide an NES-approved electric service plan showing underground electric service to each building. 23. As stated in the staff comments that are part of the Combined Development Plan approval, the building architecture and materials are expected to meet and exceed the building standards outlined chapter 12 of the zoning ordinance. Continue to work with staff to improve the Fast Pace building architecture, such as increasing wall articulation on the east side, slightly beefing up the cornice, and adding glazing on the side elevations. 24. The top of Fast Pace dumpster enclosure and gate shall be 2’ taller than the top of the dumpster. Gate height shall match enclosure height. 25. Lights located behind buildings may need shields to avoid light glare onto adjacent lots. Sheet C3.0 - There are two adjacent, existing culverts at this location under East Main St.: 36" RCP and 24" CMP. Please show both and provide invert elevations. - It appears that additional survey information is needed to clarify the pavement tie-in to the Simmons Bank parking lot. Please provide clarification. - Will a typical TDOT pavement section be utilized at the access to Main St.? - What does this (see markups) hatched pattern indicate? - Considering the location of the entrance to the proposed Fast Pace Health Clinic, is the proposed location of accessible parking appropriate? What pavement section is being utilized here? 3. Sheet C3.1 8 HPC Minutes 06/04/2024 - It appears that additional survey information is needed to clarify the pavement tie-in to the Simmons Bank parking lot. Please provide clarification. - The pattern for light duty pavement does not match the pattern provided on the plans. Please clarify. 4. Sheet 3.2 - What pavement section is being proposed for the accessible parking stalls? - Will a typical TDOT pavement section be utilized at the access to Main St.? 5. Sheet C4.0 - Please provide fire truck turning movements throughout the proposed development. 6. Sheet C6.0 - Due to the lack of vertical separation between the proposed sewer and stormwater pipes, should the sewer line be encapsulated? 7. Sheet C7.0 - Can construction access be provided on Maple Row Blvd.? - See markups for additional EPSC comments. 8. Sheet C8.0 - Please provide a forebay at the inlet for each detention pond. The forebay needs to be a minimum 10% of the design volume of the pond per the MS4. The inlets and forebay should be configured so that the forebay is not short-circuited. - Label curb cuts and provide a curb cut detail. Will the outfall from the curb cuts erode the bank of the detention pond? - Runoff from the joint access in front of Lot 2 and from the access off Main St. will not be routed through a WQU. To be compliant with the MS4, runoff from all impervious surfaces need to be treated for 80% TSS removal. The volume by-passing the water-quality treatment train can be accounted for by treating an additional, equivalent volume in the other ponds. 9. Sheet 7.2 - Callout for proposed headwall needs to be moved into view (see markups). 10. Sheet 7.4 and 7.5 - Additional spot elevations are needed to confirm ADA design standards are met for the proposed accessible parking for both properties. 11. Sheet 7.7 - Can A-1 rip rap withstand the velocities and shear stresses from this outlet? Please provide supporting calculations. - No sediment protection is provided at the access to Maple Row Blvd. 12. Sheet C8.0 - Are these concrete pavement sections being utilized? If so, where? 13. Sheet C8.1 - Please specify the size of the rip rap for the stone filter ring. - Specify the height of the check dams to ensure that the ditches are not overtopped with the check dam installed during the design storm event. - Specify the bypass flow rates of the water quality units. - The design water quality treatment flow rate should be based on the peak discharge of the contributing drainage area during the 1 yr, 24 hr storm. 14. Sheet C8.4 9 HPC Minutes 06/04/2024 - The water quality design storm elevation should not be equal to the top of the structure. This does not allow for any freeboard during the water quality event. - What size, number, and spacing of perforations should be provided for the riser? - A smaller drilled orifice located in the outlet structure will make maintenance difficult. Please consider and alternative design. - No spillways are shown on the grading and drainage plans as indicated in this detail. Please revise. - A larger pipe size should be used for the outlet of these ponds considering the potential maintenance issues. 15. Drainage Report - See overarching comments on cover. 16. Page 3 - What design methodology will be used to ensure the detention ponds provide 60% TSS treatment? - There are two adjacent, existing culverts at this location under East Main St.: 36" RCP and 24" CMP. Please provide a capacity analysis for both. 17. Page 4 - Please note that the requirement in Hendersonville is based on the 2022 MS4 permit. 18. Page 5 - Please revise your water quality treatment volume (WQTV) in accordance with the MS4 WQTV Table. WQTV is calculated using the runoff generated by a portion, or the entirety, of the 1 yr, 24 hour storm based on the means of treatment proposed per the MS4 WQTV table. From the treatment-train method proposed, the WQTV should be taken as the full runoff volume resulting from the entire 1yr, 24hr storm. Page 49 - How will excess tailwater impact the function of the water quality unit? 23. Page 52 - The spread/depth at inlets CB#22 and CB#21 seem excessive. Can they be reduced? 24. Page 81 - Provide pond discharge reports for each pond and hydrograph reports in color. 25. Page 122 - The oscillations in the hydrographs could indicate instability in the modeling. Submitted by David Brigance, HUD Construction Supervisor (May 30, 2024) 24-040-001: AutoZone – Site Plan Owner: John McReynolds Location: 531 East Main St, Parcel 159E A 001.00 Lead Planning Staff: Timothy Whitten 11 HPC Minutes 06/04/2024 STAFF REPORT This is a 1.34-acre lot located at the intersection of East Main St. and Brittan St., in front of the Bluegrass Landing residential subdivision. It falls within the Bluegrass Yacht and Country Club planned development, and is zoned GC-PD. The planned development also includes the vacant property to the west of the proposed lot, as well as the developed outlots to the east of Brittan, including Dollar General, Smiles by Samanth (under construction), Kindercare, and Old Hickory Credit Union. Autozone is an allowed use in this development. Autozone is proposing a 6,816sf retail building. Access to the site will be via a full-access driveway off of Brittan St that aligns with the Dollar General driveway. The drive aisle running in front of the building will connect to future development to the west as it occurs. The master plan shows an access point off of East Main close to the west end of the vacant property, so that would eventually provide a second means of access to this site once those properties develop. The existing fence running behind the residential units in Bluegrass Landing encroaches onto this commercial property. Some homeowners have installed landscaping and other site features that also 12 HPC Minutes 06/04/2024 encroach on the property. The developer intends to remove the existing privacy fence and reestablish it on the common property line, and states that “Any items placed within the limits of our property will need to be moved by the adjacent property owner.” The landscape buffer that is required at the rear of the property has not yet been shown on the landscape plan, but the applicant has agreed to meet that requirement. See Planning staff comment #5. 13 HPC Minutes 06/04/2024 STAFF COMMENTS – PLANNING DEPARTMENT: 1. Dumpster screen wall shall be faced with brick to match the building. 2. Sheet C5.0 - Please note that any encroachment within twice the width of the stream from top of bank to top of bank will require an analysis showing that there is no more than 1ft of rise between existing and proposed conditions for the base flood in accordance with the Floodplain Ordinance for unmapped streams. - It appears that this elevation should be labeled as 488’. Submitted by David Brigance, HUD Construction Supervisor (May 30, 2024) 24-041-001: Chick Fil A (Mayfair) – Site Plan Owner: Old McDonald LLC / D3 Hendersonville May LLC Location: 262 East Main St, Parcel 159J A 021.19 Lead Planning Staff: Timothy Whitten 17 HPC Minutes 06/04/2024 STAFF REPORT This is a 2.38 acre lot located at the intersection of East Main Street and Mayfair Boulevard (since renamed to Maple Row Blvd North). It is zoned GC-PD (General Commercial Planned Development), and is in the Mayfair planned development. An amended final development plan for Mayfair was approved by the Planning Commission and BOMA in the fall of 2023. The proposed site plan is in substantial compliance with that plan. Chick-fil-a is proposing a 6,108sf quick-service restaurant. 61 parking spaces are required, and 79 spaces are proposed. Entry to the site will be via a right-in/right-out off of East Main Street, and a full access at the rear off of Mayfair Boulevard (Maple Row Blvd N). Drive-thru queuing will start at the rear of the building (although longer queue lines can start within the parking lot on the east side of the building) and wrap around the west side of the building, and 18 HPC Minutes 06/04/2024 finish at the pick-up window located on the front façade of the building, facing East Main Street. Normally, staff discourages drive-thru windows on the front of a building, but Chick-fil-a was able to provide an architectural design solution that encapsulates the drive-thru traffic by way of a portico. Drive-thru traffic will queue at the pick-up point underneath the portico, and will be partially hidden from the street by the intervening brick knee wall, columns, and simulated windows. This configuration allows a greater stacking capacity than would otherwise be possible. 19 HPC Minutes 06/04/2024 STAFF COMMENTS – PLANNING DEPARTMENT: 1. The proposed use for lot 1 (adjacent to Regions Bank) is a 3,714sf Fast Pace urgent care facility. The proposed use for lot 3 (adjacent to Simmons Bank) is a 2,503sf Starbucks restaurant. The middle lot will remain undeveloped at this time. Per the approved master plan, access to the three lots will be via a new right-in/right-out access to be constructed on East Main Street, and an existing full-access in front of Simmons Bank. A third access is being provided to Maple Row Boulevard running between Regions Bank and Innova Dermatology. Additional parking for Innova Dermatology is being provided behind Fast Pace. 3 STAFF COMMENTS – PLANNING DEPARTMENT: 2 1. Approval is conditioned on submittal and approval of a final plat. 2. If lot 1 is to have a ground sign, show the proposed location. 3. Convert hatched area to landscape island. 4. Detention pond slopes should not exceed 3:1. 5. Ponds should be graded so as not to require a railing or fence along the street sidewalk. 6. Detention pond structures should be faced with brick. 7. Provide retaining wall details. 8. It falls within the Bluegrass Yacht and Country Club planned development, and is zoned GC-PD. The planned development also includes the vacant property to the west of the proposed lot, as well as the developed outlots to the east of Brittan, including Dollar General, Smiles by Samanth (under construction), Kindercare, and Old Hickory Credit Union. Autozone is an allowed use in this development. 2 Autozone is proposing a 6,816sf retail building. Access to the site will be via a full-access driveway off of Brittan St that aligns with the Dollar General driveway. The drive aisle running in front of the building will connect to future development to the west as it occurs. The master plan shows an access point off of East Main close to the west end of the vacant property, so that would eventually provide a second means of access to this site once those properties develop. The existing fence running behind the residential units in Bluegrass Landing encroaches onto this commercial property. Some homeowners have installed landscaping and other site features that also encroach on the property. The developer intends to remove the existing privacy fence and reestablish it on the common property line, and states that “Any items placed within the limits of our property will need to be moved by the adjacent property owner.” The landscape buffer that is required at the rear of the property has not yet been shown on the landscape plan, but the applicant has agreed to meet that requirement. See Planning staff comment #5. 3 STAFF COMMENTS – PLANNING DEPARTMENT: 2 1. Dumpster screen wall shall be faced with brick to match the building. 2. Top of dumpster enclosure and gate shall be two feet above top of dumpster. 3. The left side elevation (east elevation) is missing from the resubmittal set – please provide. 4. Provide NES-approved electric service plan. 5. Required landscape buffer must be provided at rear of property. Revise proposed plans accordingly. 6. Provide full irrigation plan. 7. Provide glare shield on the area light and wall pack located closest to the south property line. Sheet C2.1 - Check dam appears to be in the incorrected place. Please revise. - Based on the drainage report SC 250 is needed for this channel. - Considering the flows form the up-gradient ditch, does this slope need permanent erosion protection and/or energy protection. - Please provide an appropriate EPSC measure at the location of the outfall. 4. Sheet C2.2 - Please provide information regarding clean out of the detention pond once permanent stabilization of the up-gradient areas has occurred. - Please provide an appropriate EPSC measure at the location of the outfall. 5. Sheet C2.3 - Outflow ports will be necessary to ensure that flooding will not occur if a storm event greater than the design storm event occurs. - Please specify the height of the check dam to ensure that the channel with the check dam installed can convey the design storm without overtopping. 6. Sheet C5.0 - Please note that any encroachment within twice the width of the stream from top of bank to top of bank will require an analysis showing that there is no more than 1ft of rise between existing and proposed conditions for the base flood in accordance with the Floodplain Ordinance for unmapped streams. - It appears that this elevation should be labeled as 488’. Please clarify. - This outlet protection size and shape is different than as shown on the EPSC plans. Please revise. - Will the proposed ditch line along East Main St. not convey flow within TDOT ROW. 7. Sheet C5.1 - Provide truncated domes wherever a pedestrian leaves the accessible pathway to cross an area designated for vehicular travel. - Accessible ramp slope at the front of the building exceeds the 1:12 maximum slope per ADA design standards. Please revise. - Can the down gradient ditch convey the proposed form the up gradient ditch? - Previous comment regarding the need for additional stabilization was intended for the bank of the detention pond. It is zoned GC-PD (General Commercial Planned Development), and is in the Mayfair planned development. An amended final development plan for Mayfair was approved by the Planning Commission and BOMA in the fall of 2023. The proposed site plan is in substantial compliance with that plan. 2 Chick-fil-a is proposing a 6,108sf quick-service restaurant. 61 parking spaces are required, and 79 spaces are proposed. Entry to the site will be via a right-in/right-out off of East Main Street, and a full access at the rear off of Mayfair Boulevard (Maple Row Blvd N). Drive-thru queuing will start at the rear of the building (although longer queue lines can start within the parking lot on the east side of the building) and wrap around the west side of the building, and finish at the pick-up window located on the front façade of the building, facing East Main Street. Normally, staff discourages drive-thru windows on the front of a building, but Chick-fil-a was able to provide an architectural design solution that encapsulates the drive-thru traffic by way of a portico. Drive-thru traffic will queue at the pick-up point underneath the portico, and will be partially hidden from the street by the intervening brick knee wall, columns, and simulated windows. This configuration allows a greater stacking capacity than would otherwise be possible. 3 STAFF COMMENTS – PLANNING DEPARTMENT: 2 1. Provide retaining wall block sample for review and approval. 2. Top of dumpster enclosure and gate shall be 2’ above top of dumpster. 3. Sheet C2.0 – add a “proposed” column to the bulk regulations table. 4. Provide NES-approved electric service plan. 5.
