It is zoned General Commercial (GC). The lots to the north are zoned GC. The lots to the west (Clubhouse Bay subdivision) and south (Carrington Ridge apartments) are zoned Multi-Family Residential (MFR). Across Bluegrass Drive to the east (Bluegrass Commons Office Park) is zoned Office-Planned Development (O-PD). The proposed use is a church. Add note to dumpster detail sheet: Top of dumpster wall and gate shall be 2ft taller than top of dumpster. 5. It is unclear to what degree the proposed pilasters project from the wall plane. The building footprint indicates there is no projection at all. Please indicate proposed projection. 10. On the building elevations, it is unclear if the second horizontal band from the top is masonry or fiber cement board – please clarify. 11. On sheet A1.00, the photo for material HB1 seems to show a board-and-batten pattern for the proposed fiber cement board, but the description indicates a smooth pattern. Please clarify. 12. The windows on the front wall should extend further to the ground. 13. Parking lot perimeter shrubs shall meet requirements of Zoning Ordinance 11.2.6. 14. Parking lot trees and street trees do not count towards required tree remediation. 15. Up to 25% of tree remediation may be understory type trees. Cryptomeria and Nellie hollies count as understory trees. 16. It is zoned MFR-PD (Multi-Family Residential Planned Development). A Comprehensive Development Plan (CDP) was approved for Grace Place Ministries in November of 2023. (9-0-0) STAFF REPORT 19 HPC Minutes 05/07/2024 This 0.67 acre site is located on the north side of the Rockland Road and Rockland Heights intersection. It is zoned General Commercial (GC). The lots to the north, east and west are also zoned GC. The lots to the south across Rockland Road are zoned Suburban Residential Low-Density (SR-1). The proposed use is a construction office and warehouse. Two buildings are proposed. The one closest to the street is 4,950 square feet; the one located to the rear is 2,400 square feet. A total of 8 parking spaces are required; 8 spaces are proposed. WAIVER REQUEST: The lot to the west is currently being used as residential, even though it is zoned GC. The residential use is grandfathered. The zoning ordinance requires the proposed development to provide a minimum 20 foot landscape buffer adjacent to residential, along the west property line. Buildings, pavement, and utilities are not allowed to encroach into the required buffer. The proposed buildings are EXISTING ZONING MAP proposed to encroach into the required buffer about 8 feet. The proposed water, sewer and electric utilities encroach about 7 feet into the buffer, along most of its length. The parking lot nearest the street encroaches about 9 feet into the required buffer. The rear parking lot encroaches about 19 feet into the required buffer. PLANNING DIRECTOR COMMENTS: (YouTube Link) Director Free read the response from the Firefighters First Credit Union for reason of choosing Hendersonville. “The reason we chose Hendersonville was because it was a safe city, in close proximity to many of our firefighter families that live within the state, and the homes and businesses take pride in their neighborhood. We anticipate between 16 and 20 positions in the building.” These remarks were also shared at the Mayor’s City Address. Director Free mentioned Alexander Commercial Phase 1, AutoZone, and Chick-Fil-A (Mayfair) were going to be on next month’s meeting agenda. Director Free read a statement from a real estate agent to our office on how well our staff assisted them in finding out information and mentioned how hard the staff works with the public. 29 HPC Minutes 05/07/2024 14.
