OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA SPECIAL MEETING April 22, 2024 The Herreid City Council was called to order by council President, Adrienne Dupper on the above date at 6:02pm at the Herreid City Hall. The following members were present: Adrienne Dupper, Kim Rossow, Bob Rossow, Brady Vander Vorst, Lacy Fuehrer, and Paul Weisbeck with Mayor Gary Weismantel being absent. Also present were Keith Hall, Finance Officer; Brett Van Vugt, Maintenance; Jose Diaz & Aubriauna Diaz, Campbell County Insurance Agency. Motion was made by Fuehrer, seconded by B. Rossow to approve the agenda. All members present voted aye; motion carried. Public Comments: Heard that a couple of instances of open burning within city limits had been reported recently. It was noted as a reminder that open burning within city limits is a city ordinance violation according to code 7.12.020 of the city code. It was also noted that fire pits are allowed as long as they are not left unattended while burning or while still containing hot ashes. The city code of ordinances can be found publicly online at https://www.herreidsd.com for reference. Old Business: Pool – Heard that the engineer and the general contractor will meet with the council at the pool later this month to visually inspect and address several lingering punch list items. Campbell County Insurance Renewal –Heard from Jose and Aubriauna Diaz concerning some adjustments and updates to the previously proposed policy renewal. They presented the options and costs of the proposed changes for the council’s review and discussion. The agreed-on option for the commercial policy would include a package for $8.6 million of blanket coverage for an approximate annual cost of $61,000. The policy includes updated assessments for all city-owned properties as well as cyber security policy. The agreed-on option for the cyber security policy would include multiple coverages up to $50,000 for an annual fee of $571 which is included in the $61,000 package. Jose clarified that he and FO Hall will engage in a cyber security assessment to evaluate the city's current cyber security status. Following the assessment, the city will have the option to upgrade the cyber security policy if necessary, ensuring optimal protection for the city. The motion was made by Fuehrer and seconded by Vander Vorst to accept the $571 cyber security policy with an option to upgrade if necessary, following the assessment. All members present voted aye; motion carried. Another motion was then made by Fuehrer and seconded by Weisbeck to accept the before mentioned commercial policy for an annual cost of approximately $61,000. All members present voted aye; motion carried. New Business: Code Enforcement Update– Heard that the code enforcement agent has been in town within the past few weeks and that several violations were noted. Learned that he will be mailing out letters within the next couple of weeks. Fee Schedule Code Amendment Ordinance 2024-02 (1st Reading) – Held the first reading of the Fee Schedule Code Amendment Ordinance 2024-02. Learned that this ordinance is part of the process to convert over to a fee schedule within the city’s code of ordinances. The motion was made by Vander Vorst and seconded by K. Rossow to approve the first reading. All members present voted aye; motion carried. The next regularly scheduled meeting was moved to Wednesday, May 8, 2024 at 7:30pm.
