SPECIAL MEETING
Wednesday, August 14, 2024
The Herreid City Council was called to order by council Mayor Gary Weismantel on the above date at
7:30pm at City Hall. The following members were present: Brady Vander Vorst; Canaan Winthrop; Kim
Rossow; Adrienne Dupper; Bob Rossow and Troy Fuehrer. Also present were: Keith Hall, Finance
Officer; Brett Van Vugt; Maintenance; Mark Kroontje; City Attorney, Billy Mills, Tim Pudwill, and Daren
Gross; Herreid residents.
Moved by K. Rossow, seconded by B. Rossow to approve the agenda. All members voted aye; motion
carried.
Public Comments: None
OLD BUSINESS:
a. Water Tower Project Update - Heard that the start date for the water tower refurbish project has been
pushed back to late August or early September.
b. Pool – Item moved to executive session
NEW BUSINESS:
a. Zoning on 7th - Held discussion concerning a previous request from Mills. At a previous meeting, Mills
had spoken to the council about the possibility and options for building a shop on his son Blake Mills’
property for their trucking business. The backside of Blake Mills’ property connects to 7th Street. The
project would include building an approach off of 7th Street at the beginning of the gravel road portion just
south of the football field. During that meeting, the council noted that the first step would be for the city to
contact attorney Kroontje and find out how the area is zoned. During this meeting, heard from Kroontje
that the area is zoned light industrial, which would qualify for the previous request by Mills. Heard
discussion from the council and residents over several issues which included drainage concerns should
an approach be built, the added truck traffic for that street, the durability and maintenance of the paved
part of 7th street with the added truck traffic, and the safety of children in the area. The council noted that
more project details would be needed before making any decisions. Mills and the council agreed that a
culvert of 30 inches or more in size would be needed for the approach and that the approach would need
to be 40-60 feet. In conclusion, the council agreed that the ditch along that road will need to be cleared in
order to determine what slope would be needed for drainage should an approach of the requested size be
added. No decision will be made until further research and information is gathered, and future discussions
are held.
b. Sewer on Birch St. - Heard that there was a sewer clog issue earlier in the week at property on Birch
Street but that the issue has been resolved.
At 8:29pm, the motion was made by Fuehrer and seconded by Vander Vorst to go into Executive Session
pursuant to SDCL 1-25-2 (4) legal. All members voted aye; motion carried. At 9:12pm, Mayor
Weismantel declared the council out of Executive Session. No action was taken.
The next regularly scheduled Council meeting is scheduled for Wednesday, September 4th at 7:30pm.
With no further business, the meeting was adjourned at 9:13pm.
