Construction Meeting
April 14, 2021
The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 4:30pm at Herreid
Community Center. The following members were present: A. Dupper, K. Haar, P. Weisbeck, and R. Rossow, with A.
McNeil attending via Zoom. K. Rossow was absent. Also present were: M. Neeley, Finance Officer; R. Goehring,
Maintenance Supervisor; Orland Geigle, Prairie Pioneer; Brandon Smid, Helms & Associates Engineer; Brian Bellikka,
owner B&B Contracting; Glen Gasior, citizen.
Moved by Haar, seconded by R. Rossow to approve the agenda. All members present voted aye, motion carried.
Old Business
Construction Project
Brandon Smid, Helms & Associates Engineer reported that he has reviewed the complaint forms received at City Hall, to
date. He has also driven around the project to see existing issues. Smid reported that the issues are all in line with
typical issues following similar sewer projects, and will be addressed by B&B. Smid reported that he is reaching out to
USDA regarding the road paving portion of the project—requesting that USDA consider funding the grading of the
project impacted roads to create a crown, then asphalting the entire width at a 2.5” depth instead of asphalting 3”
depth of only the middle section of pavement removed by the project. This approach would require the removal of only
a portion of the gravel currently on roads, with the remaining functioning as road base. Brandon will notify the city when
he has a response from USDA.
Bellikka, B&B Contracting reported that a crew would be on site, next Monday-April 19th to begin the clean up phase of
the project. Asphalting will not be scheduled or begin until USDA has responded to Smid’s questions, but some
equipment may be brought to town in the coming weeks. Bellikka also asked the city about availability of water, as B&B
has a large tank that they will need to fill and use to water down the gravel on the streets as the first phase of grading
and asphalting. Council indicated that construction trucks should be filled from the City well. Bellikka reported that
asphalting would be completed in chunks of about 3 blocks at a time, and that the process would take about a month to
complete. He stressed the importance of vehicles remaining off re-paved streets while they are closed following
asphalting and asked for the City’s cooperation in communicating that necessity to residents.
Gasior asked to confirm the City had received his sewer complaint form, indicating that he would like the culvert issue
addressed at his property. FO Neeley confirmed his form was received and shared with Smid to be addressed.
The next regularly scheduled Council meeting is Monday, May 3rd at 7:30pm at City Hall.
With no further business, meeting was adjourned at 4:50PM.
