OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA April 6, 2021 The Herreid City Council was called to order by Mayor Gary Weismantel, via Zoom on the above date at 7:30pm at City Hall. The following members were present: A. Dupper and K. Rossow, with K. Haar and A. McNeil attending via Zoom. R. Rossow and P Weisbeck were absent. Also present were: M. Neeley, Finance Officer; R. Goehring, Maintenance Supervisor; Orland Geigle, Prairie Pioneer; Clinton Kost, citizen; Irene Badger, citizen; Kerry Krambeck, SDPAA; Brad Wilson, SDML WC Fund; Arnie Hanson, CC Insurance; Aubriauna Diaz, CC Insurance; Steven Berndt, citizen; Dick Werner, citizen; Lacy Fuehrer, citizen-via Zoom. Moved by Dupper, seconded by McNeil to approve the agenda. All members present voted aye, motion carried. Moved by Rossow, seconded by Haar to approve the minutes from March 1, 2021 and March 15, 2021. All members present voted aye, motion carried. No claims or additional claims for March 2021were approved. Sheriff’s report for March 2021 was reviewed. Problem Resolution Forms-none received. Building Permits Moved by Rossow, seconded by McNeil to approve building permits for Keith Hall, patio deck at 108 5th Ave NW, and Clinton Kost of 208 6th Ave, wood and steel 30x100 storage building, all members present voted aye, motion passed Public Comments Steve Berndt expressed an interest in buying the Senior Citizens Center to house his title business. He asked to be allowed to have an inspection of the building completed. Discussion involved city’s process for surplussing property and soliciting bids. FO Neeley is to ask City Attorney Kroontje for information. Moved by Rossow, seconded by Dupper to allow the inspection and for the city to pay ½ the cost of the inspection. City Council heard that some complaints have been received about truck traffic on streets that were newly paved with the 2012 sewer project. Discussion involved the necessity of propane and fuel oil trucks delivering to homes, recognition that some truck traffic observed is not necessary, and concerns that restrictions could impact local businesses. No action was taken. City street conditions from the Sewer Project from 2020 were discussed. FO Neeley was directed to schedule a construction meeting with Helms and B&B, ASAP and communicate to Helms that B&B should not begin work this spring until a construction meeting has been held. Discussion involved the inability of city officials to determine the scope of the asphalt phase of the project with gravel still covering the streets, lack of topsoil/black dirt brought in for the project, and deteriorating concrete from fall 2020. Old Business 2020 Pool Project Heard from Dick Werner that David Volk of Associate Pool Builders (APB) visited with him, FO Neeley, and Maintenance Goehring. APB worked on the last pool project in 1992, they shared blueprints of the pool repairs from that time. APB advised that the next step of the project would be to secure an engineering and/or architectural firm to oversee the project. APB shared contact information of four firms that may be able to take on the project and advised that Helms & Associates was the engineer on the last pool project. FO Neeley is to contact the four firms and request cost estimates for project oversight. Lifeguards Heard FO Neeley has completed lifeguard training and will finish training to become a lifeguard trainer in mid May, and FO Neeley and Maintenance Goehring are working on a schedule to fill the pool and schedule two lifeguard training sessions prior to Memorial Day. FO Neeley will need to purchase some supplies to complete training, and recommended cost of training be $250, in line with local YMCA charges. FO Neeley will begin advertising for lifeguard staff and lifeguard training sessions. Discussion regarding lifeguard pay for the 2021 season was tabled till next executive session. 2021 Election Moved by Dupper, seconded by Rossow to appoint Joanne Bauer as a Judge, at the $200 pay rate to assist with the election on April 13th. Heard that the election will need to be canvassed between April 14th and 20th. FO Neeley will coordinate a Construction Meeting and a Special Meeting for April 14th or 15th. Drainage Heard that two invoices from the project have not been paid, FO Neeley will send a second notice. Animal Code No update Emergency Siren Discussed the potential location of a new emergency siren, concerns about locating near homes or on vacant lots, and FAA limitations near the airport. Maintenance Goehring will contact Pete Brandner to determine if the City may be able to lease or purchase space in the Campground. Senior Citizens Center Heard that Carol Ann Ottenbacher has started cleaning the Senior Center and several advance reservations are on the calendar. SDML District Meeting Dupper, Weismantel, and FO Neeley attended via Zoom on March 24th. Herreid was selected to host the meeting in 2022. Supplemental Budget Appropriation-2nd reading Moved by Dupper, seconded by Rossow to approve, all members present voted aye, motion carried. Supplemental Appropriations Ordinance #2021-01 WHERE AS the City of Herreid did not make sufficient provisions in the Annual Appropriations Ordinance to provide for the cost of completing the Road Base work project. NOW THEREFORE BE IT ORDAINED, by the City of Herreid, South Dakota, that the following sum be appropriated to meet the obligation for the municipality. The funds will come from reserves. 101-4310-425 General Fund, Streets, Maintenance and Repair $128,182.36 Dated this 6th day of April, 2021 Gary Weismantel, Mayor First Reading 03/01/2021 Second Reading 04/06/2021 Published 04/15/2021 ATTEST:Melinda Neeley, Finance Officer Cemetery Reviewed information from the SD Community Foundation regarding the restrictions on earnings income from the Cemetery Endowments established by Carol Quenzer Shoquist. Heard from FO Neeley that the prior year’s earnings reported in last meeting ($2,517.30 earnings on $20,200 deposits) were only for a partial year-not a full 12 months of investment compared to the Cemetery CD earnings in 2020 ($752.01 interest on $47,284 principle) . Discussion to transfer CD to Endowment was tabled till next meeting, as only 4 of 6 council members were able to attend this meeting. New Business Insurance renewal Quotes to provide property, liability, and workers compensation (wc) coverage, effective 5/1/2021 were presented by: Arnie Hanson of Campbell County Insurance for EMC (property, liability and wc $36,969 5-2021 to 4-2022), Brad Wilson of SDML WC Fund (wc only $1553 to Dec 2021, $2314 annual Jan-Dec 2022), and Jerry Krambeck of SDPAA (property and liability only $22,0305/2 million or $20,734.81/1 million 2021 to 4-2021). Discussed: retro coverage for liability is included back to 1987 with EMC quote, would cost $1173 for 2 years with SDPAA; bond and airport coverage included with SDPAA quote, would cost $601.50 and approximately $2000, respectively with EMC. No vote was taken, tabled till special meeting is scheduled to allow review and input from all 6 council members. Paint South Dakota Heard that a homeowner has requested assistance painting, but a community group needs to be identified. FO Neeley is waiting to hear from local clergy to see if any are able to lead the volunteer effort and contact the school to see if a student group may be able to help. Clean up week 2021 May 10-14th will be clean up week in 2021, FO Neeley is to advertise, Maintenance Goehring will set up a collection site for old television and computer monitors, residents will be asked to pay $5 per screen to cover the city’s cost of disposal. In the Maintenance Report: Maintenance Goehring reported cost information for replacement of city truck run from $22,000 to $29,000. Goehring reported he has: assisted Lester Goehring with three military grave markers, asked Quenzer Electric to look at city street lights that are not working, worked with Todd Pudwill to repair the fire hydrant near the water tower; scheduled mosquito sprayer calibration for next month; attended training in Huron where he learned about street maintenance and drainage-the new roads on the north of town may need drainage addressed to prevent deterioration. Maintenance Goehring will ask representatives of LTAP to take a look at the project and provide recommendations. In the Finance Report: Fund balances, expenditures, revenue accounts, sales tax receipts, and delinquent utility accounts were reviewed. Heard that the city’s monthly report has been updated to include information on loans and reserve account balances; the 2020 Drinking Water report has been received-notice was made in utility bills-that the report is available in the office or on the city’s web site; FO Neeley also attended training in Huron which was helpful for minute preparation and information about gravel roads. The next regularly scheduled Council meeting will be Monday, May 3rd at 7:30pm. A Special Meeting will be announced when scheduled for vote canvassing and insurance renewal.
