SPECIAL MEETING
July 14, 2021
The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 5:00pm at Herreid City
Hall. The following members were present: A. Dupper and K. Rossow, R. Rossow, P. Weisbeck, Lacy Fuehrer, with K.
Haar absent. Also, present were: M. Neeley, Finance Officer and R. Goehring, Maintenance Supervisor.
Moved by Dupper, seconded by Fuehrer to approve the agenda. All members present voted aye, motion carried.
Old Business-Streets
Resolution of Necessity-Moved by K Rossow, seconded by Weisbeck, all members present voted aye, motion carried to
adopt:

Resolution of Necessity
Paving Project-North
WHEREAS, the City has determined it necessary to make assessments for local improvements on property adjoining or
benefiting from the improvements; and
WHEREAS, plans, details and specifications for the local improvements have been filed with the finance officer.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Herreid:
1. Declaration of Necessity. The City Council deems it necessary that local improvements, to be financed by special
assessments, be constructed.
2. The Local Improvements. Install approximately 2,107 feet (7 blocks) of asphalt, 25’ wide x 2.5” thick to unpaved
sections of 10th Ave NE, Ford Street, Edwards Street, and Elm Street North-from 7th Ave NW to the north end of
HEDC 2nd Addition-Lot 5.
3. Materials/Labor/Equipment to be used in Local Improvements and estimate of costs. The materials to be used
for the project and the estimated costs will include, at minimum: 840 ton (120 ton/block) asphalt approximate
cost $95,000; road shaping approximate cost $15,000; mobilization fees $7,500; Total project cost estimate
$117,500.
4. Estimated cost per linear foot. The estimated cost per linear foot is $55.77.
5. Classes of Lots to be Assessed. The costs of the local improvements shall be assessed against the above affected
property owners on a “per linear foot” Benefit Method.
6. Method of Apportioning Benefit. The method of apportioning the benefits to the lots to be assessed shall be as
follows: Benefit Method-the costs of the local improvement shall be assessed against all lots and tracts
according to the benefits determined by the governing body to accrue to each lot and tract from the
construction of the improvement. The City Council does hereby find that each piece and parcel of property
described is specially benefited in the estimated amount set forth herein, and no property will be taxed more
than the special benefits accruing thereto by reason of said local improvements.
7. Public Inspection of Plans. The details, plans and specifications of the local improvements are on file with the
City Finance Officer and may be reviewed at City Hall during regular business hours.

FO Neeley was directed to advertise for bids for the project, to be opened at the next regular meeting on August 2,
2021.
With no further business, moved by Dupper, seconded by R. Rossow, all members present voted aye, motion passed,
meeting was adjourned at 5:15PM.
