OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA SEPTEMBER 7, 2022 The Herreid City Council was called to order by Mayor, Gary Weismantel, on the above date at 7:30PM at City Hall. The following members were present: Mayor Weismantel, R.Rossow, L. Fuehrer, B. VanderVorst, K. Rossow, and P. Weisbeck. Also present were: B. VanVugt, Maintenance; A. Haar, Finance Officer; Mark Kroontje, City Attorney; Orland Geigle, Prairie Pioneer; Brian & Marcy Nies, residents; Sandra Weismantel, resident; Kevin Wientjes, HEDC; Melinda Neeley, resident; Robert Weisbeck, pool committee; Heidi Meidinger, pool committee; Dick Werner, pool committee. Moved by K. Rossow, seconded by L. Fuehrer to approve the agenda. All members present voted aye, motion carried. Moved by P. Weisbeck, seconded by R. Rossow to approve minutes for August 8th meeting, all members present voted aye, motion carried. Moved by L. There are multiple leaks in the piping under the pool deck, which is included in the change order to replace the old piping while demolition is happening. Worst case scenario would be that the pipe is split, but it has not been confirmed yet. Brian stated the pool committee agreed on changing the beach ball dump bucket to look like an actual beach ball & include the frog slide in the kiddie pool. This would take the kiddie pool from 40 feet to 45 feet. The total change order is $99,960.00. D. Werner stated that the 2021 plans for the kiddie pool were dull due to saving money, but fundraising has been outstanding. D. Werner presented the City of Herreid a check for $537,176.00 on behalf of the pool committee fundraising. Moved by K. Rossow, seconded by B. VanderVorst to approve the change order. All members present voted aye, motion carried. Building Permits-3 building permits were presented; City of Herreid, Steve Ford, & Doyle Hall. Moved by L. Fuehrer, seconded by P. Weisbeck to approve building permits. All members present voted aye, motion carried. Petition for Variance- Moved by K. Rossow, seconded by P. Weisbeck to adjourn as a council into Zoning Board of adjustment. Brian & Marci Nies presented a letter the council stating that they would prefer the petition for variance regarding James Weisbeck garage be denied due to the worry of moisture in the basement & insurance reasons. They stated they are fine with the garage itself, but would prefer it elsewhere on the lot not so close to their home. Moved by L. Fuehrer, seconded by R. Rossow to deny the variance until better dimensions are presented. All members present voted aye, motion carried. Moved by R. Rossow, seconded by L. Fuehrer to adjourn as Zoning Board of Adjustment. Moved by L. Fuehrer, seconded by R. Rossow to continue as City Council. Public Comments-Residents have been inquiring about the pool slide and diving board. Moved by K. Rossow, seconded by P. Weisbeck to accept bids for the pool slide, diving board, and fence. Bids are to be opened at the next meeting. Fire Dept. has been delivering water to the salebarn, there have been questions as to how much to charge. Salebarn is to be charged for Maintenance Personnel’s time & for the water that is used out of the hydrants. Special Assessment-K. Wientjes presented the lots measured for the HEDC were incorrect, and was asking to get new measurements taken care of from the existing pavement to the new pavement. Moved by K. Rossow, Seconded by B. VanderVorst. All members present voted aye, motion carried. Old Business: Propane Bids were received by Agtegra, Slater Oil, and Curtis Rud Oil. Moved by K. Rossow, seconded by P. Weisbeck to accept Curtis Rud Oil bid @ 1.45/gallon first fill, 1.65/gallon for the rest of the heating season. All members present voted aye, motion carried. Code Enforcement Letters: Complaints have been made about the code enforcement letters & the topics they concern. It was stated that the FO does not see the letters before they are sent out. Mayor G. Weismantel stated that he would discuss with Code Enforcement that we need to see the letters first and make any revisions that we see fit. No motion made. Web Water Rates: Water rates will be increasing October 1, 2022. The base will not change by the price per gallons will go up. Within city limits the cost per 1,000 gallons between 3,001-7,000 gallons will be $4.50. the cost per 1,000 gallons between 7,001-12,000 gallons will be $5.25. the cost per 1,000 gallons used over 12,000 gallons will be $6.00. The outer limits of the city per 1,000 gallons used between 3,001-7,000 gallons will be $5.50. the cost per 1,000 gallons used over 7,000 gallons will be $6.25. Moved by K. Rossow, Seconded by R. Rossow to approve water rate increase. All members present voted aye, motion carried. Moved by K. Rossow, Seconded by L. Fuehrer to approve the pay request to Inside & Out LLC for demo so far on pool. All members present voted aye, motion carried. Total pay request was $83,125.20. Maintenance Report: B. VanVugt is to reach out to find a possible Honda Motor for the mosquito sprayer. B. VanVugt mentioned the dyke inspection and how to stop people from driving the old train bridge to the park-recommendations of putting signs up, or even a possible gate. Finance Report: A. Haar presented delinquent accounts were significantly lower than last month, but still set to mail friendly reminder letters to some. A. Haar states her computer is not working well, and needing to get the new one up and running from technician. Executive Session – SDCL 1-25-2 (1) personnel-none The next regularly scheduled council meeting will be October 3, 2022 at 7:30 P.M.
