City Council Meeting

OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA SEPTEMBER 21, 2022 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 6:00 PM at City Hall. The following members were present: Mayor Weismantel, R.Rossow, L. Fuehrer, B.VanderVorst, A. Dupper, and P. Weisbeck. Also present were: B. VanVugt, Maintenance; A. Haar, Finance Officer; Mark Kroontje, City Attorney; Orland Geigle, Prairie Pioneer. Moved by L. Fuehrer, seconded by A. Dupper to approve the agenda. All members present voted aye, motion carried. Web Water Resolution-1st reading: Council members were presented with the resolution of the new water rates. Base rates for residents in city limits & businesses will stay at $26.00 monthly. The new rate for 3,000 gallons of usage up to 7,000 gallons will be $4.50 per thousand gallons; 7,000 gallons up to 12,000 gallons will be $5.25 per thousand; and usage over 12,000 gallons will be six dollars per thousand. Base rates for those outside of city limits will stay at $36.00 monthly. The new rate for 3,000- 7,000 gallons will be $5.50 per thousand while usage over 7,000 gallons will be $6.25 per thousand. These changes will be effective November 1, 2022. Moved by P. Weisbeck, seconded by R. Rossow to approve the water resolution. All members present voted aye, motion carried. Special Assessment Resolution-Mayor Weismantel stated that the new resolution had the correct number of feet for the Herreid Economic Development discrepancy. Moved by R. Rossow, Seconded by L. Fuehrer to approve the special assessment resolution. All members present voted aye, motion carried. Budget Appropriation-1st reading: The council was presented with the 2023 budget ordinance. The total of the proposed budget is $1,272,343. FO A. Haar stated that the council was able to request up to $8.227 in additional tax dollars, with a total tax levy request of $134,993. Moved by A. Duper, seconded by L. Fuehrer to approve the first reading of budget appropriation. All members present voted aye, motion carried. Public Comments-Council members have been receiving complaints of weeds in front of businesses along Main Street. Council members agreed that business owners are responsible for their own weeds and appearance of the building, just as they would be with the snow removal on sidewalks. CD-Moved by A. Dupper, seconded by L. Fuehrer to approve the renewal of CD 509066. All members present voted aye, motion carried. The next regularly scheduled council meeting will be October 3, 2022 at 7:30 PM.
