CITY OF HERREID, SOUTH DAKOTA
NOVEMBER 7, 2022
The Herreid City Council was called to order by Mayor, Gary Weismantel, on the above date at 7:30PM
at City Hall. The following members were present: Mayor Weismantel, R.Rossow, L. Fuehrer, B.
VanderVorst, K. Rossow, and P. Weisbeck. Also present were: B. VanVugt, Maintenance; A. Haar,
Finance Officer; Orland Geigle, Prairie Pioneer; Peter Adair;IMEG.
Moved by A. Duper, seconded by P. Weisbeck to approve the agenda. All members present voted aye,
motion carried.
Moved by A. Duper, seconded P. Weisbeck to approve minutes for October 6th meeting, all members
present voted aye, motion carried.
Moved by L. Fuehrer, seconded by R. Rossow to approve October claims-usual & unusual, all members
present voted aye, motion carried.

Sheriff’s report-September Sheriff’s report was reviewed.
Problem resolution forms-none
Building Permits-1 building permit presented; Shan Liehrkamp, storage shed. Moved by A. Duper,
seconded by B. VanderVorst to approve building permits. All members present voted aye, motion
carried.
Public Commets-Heard street lights are out, heard resident in town with aggressive dog. Peter Adair
with IMEG presented options for the water tower & the water report. Pressure issues can be fixed with
raising the tower 10-20ft or can choose to do a booster pump station. Peter spoke with WEB water
about possibly moving businesses past the airport to their main water line to help with pressure on that
side of town as an idea-no commitment was made. Peter advises raising the tower would improve the
entire towns water pressure. Raising the tower would take the City of Herreid from a 50,000 gallon tank
to a 60,000 tank at approximately 1.25 million for the replacement and demolition in the current spot as
the tower now. Peter will be reaching out to Ted with NECOG about putting the City of Herreid on the
application list.
New Business: Liquor Licenses: 3 business submitted liquor licenses for renewal: A. Haar to publish &
have a public hearing. HEDC: HEDC are wanting to make sure they are still able to take scraps out to the
rubble site as discussed previously, inquired about the payment of the paved streets-they will need to
pay assessment until they sell the lots.
Executive Session: Moved by K. Rossow, seconded by B. Vander Vorst to enter Executive Session
pursuant to SDCL 1-25-2 (3) Legal. All members present voted aye; motion carried. At 8:27 PM Mayor G.
Weismantel declared the council out of Executive Session. Motioned by R. Rossow, seconded by P.
Weisbeck to pay Inside & Out LLC $110,690.94. Moved by A. Duper, seconded by K. Rossow to rescind
motion and correct amount to be paid. Moved by L. Fuehrer, seconded by B. Vander Vorst to pay Inside
& Out LLC $100,787.94.
Maintenance Report: B. Van Vugt mentioned trash being scattered at rubble site, mentioned trail
cameras and a fine to be given. B. Van Vugt inquired about when scrap metal will be picked up from
rubble site.
Finance Report: A. Haar presented leak report, delinquent accounts. Letters to be sent to delinquent
parties.
The next regularly scheduled council meeting will be December 5, 2022 at 7:30 P.M.
With no further business, the meeting was adjourned at 8:43 PM.
