CITY OF HERREID, SOUTH DAKOTA
December 5, 2022
The Herreid City Council was called to order by Council President, Adrienne Dupper, on the above date
at 7:28pm at City Hall. The following members were present: K. Rossow, R. Rossow, B. Vander Vorst, P.
Weisbeck, and L. Fuehrer. Also present were: Orland Geigle, Prairie Pioneer; Irene Badger, citizen; Doug
Bonen, President of the Wolverine Wrestling program; Andrew Van Kuren, CCED; Rick Quaschnick, CAG;
Ed Kinvis, Titan Machinery, Brett Van Vugt, maintenance personnel; Ashley Haar, Finance Officer. Not
present was Mayor G. Weismantel.
Moved by K. Rossow, seconded by R. Rossow to approve the agenda. All members present voted aye,
motion carried.
Moved by L. Fuehrer, seconded by P. Weisbeck to approve minutes from November7, 2022. All
members present voted aye, motion carried.
K. Rossow moved, L.Fuehrer seconded a motion to approve the following regular claims and the
unusual/additional claims. All members present voted aye, motion carried.

Public Comments- heard resident moving to town was wondering about licensing their dog, no need.
Old Business: Moved by K. Rossow, seconded by L. Fuehrer to renew the liquor license for the
Community Center
New Business: Ed with Titan Machinery listed options for purchase in the next year for a wheeler loader.
Ed stated that Pollock has the standard reach, while Strasburg had the AMI sander with yard and a half
capacity. P. Weisbeck inquired about a new blade. P.weisbeck & K. Rossow asked Ed to come back to
next months meeting to go over amounts for purchase.
Wrestling Club: D. Bonen wanted to make sure using the community center would not be a burden and
stated the wrestling schedule, with plans to communicate with R. Quaschnick & A. Haar on any
needs/repairs/scheduling. K. Rossow states he thought this was decided last year and that they had the
approval for this year, as he is wanting it used for the youth as well. L. Fuehrer inquired about when Ray
& Carol clean and if it would effect their schedule on Sunday-it would not. R. Quaschnick states there
was a misunderstanding and did not realize the program agreement would be on-going. CAG is asking
for respect and communication. In the event that a paying party would want to rent the Community
Center, they would get priority unless there is a wrestling meet scheduled.
At 7:45pm L. Fuehrer moved, R. Rossow seconded to go into Executive Session pursuant to SDCL 1-25-2
(1) personnel
Pool Report-Via Zoom with Trevor (Eng Tech) and Brian Fuller (Contractor)-Trevor stated the grounding
and bonding testing went very well on sight. Brian is having a third party come on sight to do a test as
well, L. Fuehrer inquired about when the 3rd party test would be done-per Brian they are just waiting to
get him scheduled. Brian received doors & frames for the bath house with the intent to get everything
framed and get trusses in. A. Dupper inquired about Eng Tech bill for $3,346.23, and asked for more
detail on future bills-this is the first engineering bill for trips on sight. Brian stated the pool project is still
on track to be finished on time. Trevor states that the shell is in and the typical plastering is to be done
in April/May. Trevor inquired about a virtual construction meeting depending on dates.
CAG: R. Quaschnick states the Community Center has new doors and keys. Since the locks have been
changed, nothing has been going missing. Also stated that a new cell tower has been put up along with a
new sound system which was well over $10,000-which had private contributors. He is open to
suggestions on the wiring for the North wall.
Senior Citizen Surplus: The City will be accepting bids for the items at the senior citizen center. Bids must
be in by January 6, 2023. Pool table, church pew, couch, photos. B. Van Vugt to take photos and A. Haar
to advertise.
Loaded Semi-concern for loaded semi’s in town are getting higher. A. Haar to speak with Mark Kroontje
about options/ordinances.
Arts Council: A. Van Kuren inquired about 4 tables & 12 folding chairs from the senior citizen building.
He was told those were given to the CAG. A. Van Kuren asked rick for items, R. Quaschnick agreed A.
Dupper proposed to have them donated by CAG with the agreement if they disband, the items go back
to CAG. Motion to approve K. Rossow, seconded by B. Vander Vorst. All members present voted aye,
motion carried.
Food Pantry-A. Dupper inquired about having the Community Center open while the mobile food truck
is in town so residents can use the rest rooms if needed.
Cemetery mowing-K. Rossow inquired if we want to contract the mowing out or not. R. Quaschnick
states he usually mows it and likes to do it if the city would allow him. R. Quaschnick to continue to mow
cemetery, and have his time sheet listed under “perpetual care”.
Maintenance Report: B. Van Vugt states Dakota Pump is coming to clean the basket for the sewer as it
is stuck due to the cord ripping. The heaters in the shop have a radiator that is shot and being fixed.
Northwest Pipe to come out Thursday morning to look at the fire hydrant by Agtegra as it is under
warranty.
Finance Report: A. Haar stated delinquent accounts are going down, with intent to mail letters to those
that are left. States all invoices need to be paid by December 15, 2022 to the City. A. Haar received a
letter from Mike Olsen with the follow up accounts for clean up in town. A. Haar inquired on when to
read meters due to the holiday. Meters will be read December 30, 2022.
At 8:55PM L. Fuehrer moved, A. Dupper seconded to go into Executive Session pursuant to SDCL 1-25-2
(1) personnel. All members present voted aye; motion carried. At 9:15 PM A. Dupper declared the
council out of Executive Session. Motion coming out of executive that personal calls to the City
Personnel outside of office hours should be directed to the Mayor, then Council Members-not employee
house lines & cell phones.
The next regularly scheduled Council meeting will be Monday January 9, 2023 at 7:30pm.
With no further business, meeting was adjourned at 9:20pm.
