City Council Meeting

OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA January 9, 2023 The Herreid City Council was called to order by Council President, Adrienne Dupper, on the above date at 7:30pm at City Hall. The following members were present: K. Rossow, R. Rossow, B. Vander Vorst, P. Weisbeck, and L. Fuehrer. Also present were: Orland Geigle, Prairie Pioneer; B. Van Vugt; Maintenance Personnel, A. Hague; Finance Officer, Scott Schilling; Lake Hiddenwood, Deb Berens; Lake Hiddenwood, Ed Kinvig; Titan Machinery. Moved by L. Fuehrer,seconded by B. Vander Vorst to approve the agenda. All members present voted aye, motion carried. Moved by P. Weisbeck, seconded by B. Rossow to approve December minutes. All members present voted aye, motion carried. Sherriff’s report-none Building permits-none Problem resolution forms-none. Moved by B. Rossow to approve December claims, seconded by L. Fuehrer. All members present voted aye, motion carried. Wheeler Loader: Two quotes were presented for a new wheel loader. One quote was from Titan Machinery in Bismarck for a Case 621G at an approximate cost of $204,000. The other quote was from Walworth County Implement in Selby for a Volvo L70H at an approximate cost of $215,000. Tabled until next month meeting to decide. Public Comments: Snow removal on sidewalks and pushing snow on intersections-some businesses will need to be addressed about pushing snow into intersections in the future with more snow fall. It is the business responsibility to clean their own sidewalks when snow is accumulating. Council Members mentioned a curb stop that has been leaking has still not been repaired due to the difficulty of finding a contractor to do the work. Schilling Excavation said he would be willing to fix the leak, and to set a time with Maintenance personnel to do so. Generator at the community center is installed and set to run at scheduled times, to ensure that it is working properly. Per City Attorney Mark Kroontje, the only way to control truck traffic on the side streets is to set a weight limit. This would mean that the necessary truck traffic (garbage services, etc) would be affected. A. Duper stated that she hopes the residents recognize what the city has put into the streets and limit the personal truck traffic on them. Carol Ann is no longer cleaning the Fitness Center. Mentioned that they have someone to fill in for the month of January, until someone else applies for the position. Wage to be determined. Lake Hiddenwood: Scott Schilling and Deb Berens presented the council with proposal to rebuild the Lake Hiddenwood dam that was washed out several years ago. A proposal will come before the 2023 SD Legislature, and the local group working on the project is looking for letters of support for the project. A. Hague to write letter of support for the project. Schilling added that there are hopes for a new dam site, which will add 53 acres, and 35 more camping spots. Newspaper- Moved by K. Rossow, Seconded by B. Vander Vorst to name the Prairie Pioneer as the official newspaper for the city. 5-1 vote. Council members P. Weisbeck, K. Rossow, B.Rossow, B. Vander Vorst and L. Fuehrer voted aye and member A. Dupper voted nay. Law Enforcement Agreement-Moved by K. Rossow, seconded by L. Fuehrer to approve the new law enforcement agreement with Campbell County. The new monthly rate is $2,828.46 per month, which is an increase of approximately $700 per month. All members present voted aye, motion carried. Senior Citizen Surplus- A. Dupper opened bids for the items in the senior citizen center. Highest Bids for cups, pool table, coffee pots, bingo cards and other misc items were sold, while the remaining items will be thrown out. Election-positions up for election in 2023 include mayor (currently Gary Weismantel), Ward I (Lacy Fuehrer), Ward II (Adrienne Dupper) and two positions in Ward III (Bob Rossow and Brady Vander Vorst). All positions will be two-year terms except for one of the positions in Ward III, which will be a one year term. Petitions can be taken out beginning Jan. 27 and need to be returned to the city finance office by 4:30 PM Friday, Feb. 24. City Election and School Board Election are combining this year. Pool Project- Brian with Inside & Out LLC & Trevor with Eng Tech joined over zoom. Brian stated the 2nd test on the electrical to verify the original testing done late last year has not been done due to the weather conditions. Brian is hoping to begin bathhouse structure around Jan. 23, weather permitting, and hoping to start on heating and plumbing in February. A. Dupper stated on Councils behalf that we are just wanting great communication going forward. To ensure that communication will be kept, there will be bi-monthly meetings and updates on the project. Minimum wage- A. duper states minimum wage has went up 8%, taking it to $10.80, which will be something to think about when discussing salaries. Maintenance Report-discussion on intersections needing to be salted. Council stated B. Van Vugt to keep moving snow as time allows, with the reminder that residents can not be pushing their snow into other residents properties. Finance Report- A. Hague stated delinquent accounts, with friendly reminder letters to be sent out. At 8:45PM K. Rossow moved, B. Rossow seconded to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members present voted aye; motion carried. At 9:15 PM A. Dupper declared the council out of Executive Session. Motion coming out of executive to give full time employees an hourly raise of $1.00, and a $.50 raise to seasonal employees, dated to January 1, 2023. The next regularly scheduled Council meeting will be February 6, 2023 at 7:30pm.
