OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA April 3, 2023 The Herreid City Council was called to order President Adie Dupper on the above date at 7:30pm at City Hall. The following members were present: K. Rossow, R. Rossow, B. Vander Vorst, P. Weisbeck, and L. Fuehrer. Also present were: Orland Geigle, Prairie Pioneer; B. Van Vugt; Maintenance Personnel, A. Hague; Finance Officer, Aubriauna Diaz; Insurance Agent, Dick Werner, HAHD & Pool Committee. Moved by K rossow, seconded by L. Fuehrer to approve the agenda. All members present voted aye, motion carried. Moved by P. Weisbeck, seconded by B. Vander Vorst to approve March minutes. All members present voted aye, motion carried. Moved by K. Rossow, seconded by B. rossow to approve March claims. All members present voted aye, motion carried. Sherriff report-none Problem resolution forms-none Public Comments-Mitzel sidewalk is not fixed, we will have to fix and pay for this. Council to visit with Mary when the snow has melted. Questions were asked about money for cots the city received-if they are ours then we should have them at the community center. A. Dupper to take box from Annette Heinle from the library. The library position is a volunteer position with flexible hours. Imeg-Peter Adair & Ted with Necog visited about putting Herreid on the state water plan as funding is available. Applying for the funding would be the next step. Deadline is July 1, and will get together with A. Hague to gather info as needed. Moved by K. Rossow, seconded by L. Fuehrer to meet as Zoning Board of Adjustment at 7:50 PM. 2 variance hearings-HAHD is planning to put a twin home on the northeastern part of the town. The request is for a 20 foot front lot setback and a three foot side lot setback-all property owners in the surrounding area were contacted-with none to join the meeting. A. Dupper stated she was concerned with the parking of the twin home-which can cause issues for snow removal. Moved by B. Vander Vorst, seconded by B. Rossow to approve variances. All members present voted aye, motion carried. Moved by B, Rossow, seconded by K. Rossow to approve west 100 ft lot Quaschnick 6th addition variance. All members present voted aye, motion carried. Adjournment moved by B. Rossow, Seconded by P. Weisbeck. Reconvene as council at 8 :00. Aubrianna Diaz with CC insurance agency states there was a $4,300.00 increase from last year to this year with property values being the highest increase. We can also remove the Senior Citizen Center now that HEDC has it. P. Weisbeck asked what will happen when the pool is erected. This will have to be re- evaluated, we will need to get blue prints to Aubriauna. Moved by P. Weisbeck, seconded by L.; Fuehrer to leave the 2500 deductible. All members present voted aye, motion carried. Propane Tank: B. Vander Vorst reached out to Curtis Rud about a new propane tank-1000 gallon tank is 6-$7,000, we could lease a tank for $1/year, but Curtis Rud would have to fill it. We would be locked in only on that 1 tank. Moved by P. Weisbeck, seconded by B. Vander Vorst to go with Curtis Rud. K. Rossow & A. Dupper oppose, motion carried 4-2. Pool- Dick Werner presented a check to the city council for $74,482.10 from the last change order. So far we have operated off of pool committee money. He recommended we submit a request for $138,000 from State Land and Water Conservation Fun Grant that was approved for the project. Essentially the city will pay the bills and will submit the grant for reimbursement. Pool furnishing was also discussed, chairs, tables, picnic tables and reclining chairs-there are shipping deadlines. Moved by P. Weisbeck, seconded by B. Vander Vorst. All members present voted aye, motion carried. Street Lights-Questioning if we can look into servicing these ourselves? Nothing needs to be decided but could be possible. Airport-B. Vander Vorst stated Agtegra is not doing spraying with planes, asking for hydrant use, and that water will be used on his own and not from the city. Finance Report-A. Hague presented the SDWAA registration for B. Van Vugt, and delinquent accounts. Motioned by L. Fuehrer to enter Executive Session – SDCL 1-25-2 (1) personnel at 9:00 PM. at 9:20 PM A. Dupper declared the council out of Executive Session. Moved by L. Fuehrer to hire Maggie Neeley, Matthew Neeley, Mason Neeley, Lily Haak, Stephanie Allbee, Bridget Heutmaker, Alexis Goehring, Jenna Jochim, Devan Brockel, Jada Rossow, Cheyenne Wurtz, Jordyn Rossow as lifeguards for the 2023 pool season, seconded by B. Rossow, all members present voted aye, motion passed. The next regularly scheduled council meeting is May 8, 2023 at 7:30 PM.
