OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA May 8, 2023 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 7:30pm at City Hall. The following members were present: A. Dupper, K. Rossow, R. Rossow, B. Vander Vorst, P. Weisbeck, and L. Fuehrer. Also present were: Orland Geigle, Prairie Pioneer; B. Van Vugt; Maintenance Personnel, A. Hague; Finance Officer, Andrew Van Kuren; Campbell County Economic Development. Moved by A. Dupper, Seconded by L. Fuehrer to approve the agenda. All members present voted aye, motion carried. Moved by P. Weisbeck, seconded by K. Rossow to approve April minutes. All members present voted aye, motion carried. Moved by A. Dupper to approve April claims, seconded by K. Rossow. All members present voted aye, motion carried. Sheriff Report-none Building Permits-Moved by K. Rossow, seconded by R. Rossow to approve Tom Badger building permit- addition to home 24x18,8x20,30x6. Addition will not go to the black top. All members present voted aye, motion carried. Motioned by A. Dupper, seconded by L. Fuehrer to table Julie Huber building permit until more information is gathered & surveyed. All members present voted aye, motion carried. Concerns are also snow removal in area. Public Comments: Concerns with an alley way in town & it being blocked by residents parking. Discussed a sign-but unable to put signs in residents’ property. The City of Herreid asks residents to please not block any alley ways going forward. Jake brakes going on through town has been a complaint. The City of Herreid will be encouraging ticketing to those who continue to do so. Elisabeth Dalke is no longer cleaning the Fitness Center. A. Hague to clean monthly for the same price. Questions about meters at the duplex & town houses being on estimated reading-this issue has been fixed. Community Center will be getting a laminated sign with A. Dupper & G. Weismantel numbers on it that way if a skate party is forgotten about, the renters can get ahold of someone. Culvert at Agtegra is gone per K. Rossow- questioning if we are replacing it. Heard there is a large pothole on south side of the 8 plex-B. Van Vugt to take a look at it. Pool-Gravel available for side parking lot-Needs to be class 5. Motioned by A. Dupper, seconded by K. Rossow to approve 7th Pay request to Inside & Out LLC for $134,304.26 once lien wavers are received. Motioned by A. Dupper, seconded by L. Fuehrer to hire Kaitlyn Englehart as lifeguard for 2023 season. All members present voted aye, motion carried. Motioned by K. Rossow, seconded by B. Vander Vorst to appoint Gary Weismantel Mayor for 1 year term, Bob Rossow for 1 year term Ward 3, Lacey Fuehrer for 1 year term Ward 1. All 4 members voted aye; motion carried. A. Dupper & B. Vander Vorst took petitions out for their wards and were unopposed. Both are two-year terms. Motioned by K. Rossow, seconded by A. Dupper to keep A. Dupper as President, and K. Rossow as Vice President, all members present voted aye, motion carried. Clean up week is May 21st. Friendly reminder to clean up yards, trees, etc. computer monitors can be dropped off at city hall for $5. Heard the sewer at the school is better than anticipated. Moved by K. Rossow, seconded by A. Dupper to approve Malt Beverage Retail License. All members present voted aye, motion carried. Motioned by L. Fuehrer, seconded by K. Rossow to approve an application that needs to come through a 501(c)(3) entity, which would mean the city would act as a funding pass through entity for the grant for Holy Cow Vet Services. All members present voted aye, motion carried. B. Van Vugt stated the Street lights are all fixed, and presented the Generator to be serviced yearly for $1,748. The new generator at the lift station has been installed. The council discussed a service contract for both the generator at the lift station and Community Center that would cover everything, including parts, labor, mileage, etc. Moved by K. Rossow, seconded by P. Weisbeck to approve servicing and contract. All members present voted aye, motion carried. A. Hague stated delinquent accounts, reminder City Hall will be closed June 7-9 for finance officer school Motioned by L. Fuehrer, seconded by B. Rossow to enter Executive session at 8:48 pm. Moved by L. Fuehrer, seconded by B. Rossow to come out of executive session at 9:29 PM. Moved A. Dupper to set the wages for the 2023 pool season (1st year $11.00/hr, 2nd year: $11.50/HR, 3rd year $12.00/hr, 4+ years capped at $12.50/hr, to also set pool rates at Family Pass: $125.00/season, $50.00 for a single pass, $4.00 per session for ages high school and under, $5 per session for adults- lessons to be $50.00, and private lessons to be $80, to pay for this year’s lifeguard certification, and a swimsuit reimbursement of $70-one time use), seconded by B. Rossow, all members present voted aye, motion passed. With no further business, Motioned by B. Rossow, seconded by L. Fuehrer for council adjournment at 9:21 PM.
