OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA June 5, 2023 The Herreid City Council was called to order by Council President Adrienne Dupper on the above date at 7:30pm at City Hall. The following members were present: A. Dupper, K. Rossow, P. Weisbeck, L. Fuehrer, B. Vander Vorst, and B. Rossow, with Mayor Weismantel being absent. Also present were: K. Hall, Finance Officer; B. Van Vugt, Maintenance Supervisor; Ted Dickey, NECOG; Orland Geigle, Prairie Pioneer; and Arnie Hanson, citizen; with City Attorney Mark Kroontje joining the meeting during the vacate alley request portion of the meeting. Moved by Weisbeck, seconded by Fuehrer to approve the agenda. All members present voted aye, motion carried. Moved by Vander Vorst, seconded by B. Rossow to approve the minutes from May 8, 2023 and May 22, 2023 . All members present voted aye, motion carried. K. Rossow moved, Fuehrer seconded to approve the following regular and additional claims. All members present voted aye, motion carried. Building Permits: Moved by Fuehrer, seconded by K. Rossow, all present voted aye, motion carried to approve the following building permits: Anthony Sanderson for an 8’ x 16’ addition to a shed. Public Comments: None Old Business: President Duper advanced the meeting to New Business so that Dickey from NECOG could leave sooner since he had to travel back to Aberdeen. She said they would come back to the Old Business New Business: Water Tower - Heard from Ted Dickey with NECOG. He presented the council with an overview of what the worst case scenario would be for the cost for a new water tower without receiving any grant money. He also talked about what would be included in the tower replacement. The estimated total cost for the project would be about 2.55 million. The tower portion would be about 1.8 million and the looping of lines to address water pressure issues in the northern part of the community would be about $741,000. The main purpose for Dickey’s visit was to have the council pass a resolution so that he could begin the process of grant application which has to be started by July 1st. Following the discussion, K. Rossow moved and B. Rossow seconded to approve the Resolution, all members present voted aye, motion carried. There will be a public hearing scheduled in conjunction with the next business. Residents will have the opportunity to be present and ask questions about the prospective tower replacement project. Dickey thanked the council for their time. Summer Fest - Moved by K. Rossow, seconded by Vander Vorst to approve the request to block off the street north of the Waterhole for the Summer Fest event on Friday & Saturday, June 23-24. Computer cloud setup - Heard from FO Hall that the City already has an off-site source for backing up the software system. He noted that the City’s software provider, Banyon Data Systems, provides that service and that we already pay for this backup function. He also noted that he has reestablished that service with Banyon so that we are protected from future crashes. FO Budget Training - K. Rossow moved, Fuehrer seconded to approve FO Hall to attend the June 21st Budget Training class in Pierre, SD. All members present voted aye, motion carried. Signature card & credit card - B. Rossow moved and K. Rossow seconded to remove former Finance Officers Melinda Neeley, Chessie Dodds, & Ashley Hague from the bank account signature card and add FO Keith Hall. All members present voted aye, motion carried. Moved by Weisbeck, seconded by Fuehrer to close out former FO credit card once FO Hall receives his card. All members present voted aye, motion carried. Library Hours - Heard that the normal Library hours are from 2-4 on Fridays. Mosquito Spraying - Heard from the council and B. Van Vugt that the mosquito spraying takes from 2-3 to cover all of town. The council asks residents to please be patient as the spraying takes place. Code Enforcement - The council asked FO Hall to find out when the next visit is scheduled for. Tennis Courts - Heard the request to repaint the tennis courts for pickleball. Moved by K. Rossow and seconded by Fuehrer. All members present voted aye, motion carried. Moving back to Old Business Vacate Alley - Heard from City Attorney Mark Kroontje and resident Arnie Hanson who were present for the discussion on vacating an alley. Hanson was in favor of vacating the alley but said that not all of the adjacent property owners were. He noted that the alley is narrow and that traffic coming through the alley had at times damaged some of his sprinkler heads. Kroontje said that state codified laws were very specific on this topic and that consent was needed from all adjacent landowners. He also stated that he would research the matter further. Related to the vacation request was a building permit submitted. There was also discussion that vacating the alley would affect snow removal. Because of the ongoing questions and concerns and at the recommendation of Kroontje, the council moved to table both the vacation request and the building permit request. Pool Pay Request - None Pool - Heard that the initial electrical inspection passed but there were still some things to finish and that the issue would be revisited next week. It was noted that some items were minor and will be an easy fix but some were more substantial. One of those being the men’s restroom which would not meet ADA requirements and the other being that some of the drainage was not right. Also heard that there are still some electrical items awaiting delivery. Heard that work is scheduled to continue on these remaining matters and there is urgency to get things wrapped so the pool can be filled and reopened, but that things need to be finished correctly and pass all inspections. Maintenance Report: Heard about ongoing concerns for illegal dumping at the rubble site and about items being dumped in the wrong places. It was noted that there is an associated fine by ordinance for such violations. Finance Report: Heard an update from FO Hall on the system crash that took place last month. He noted that it would still take some time to finish getting things back up-to-date but that the utilities portion was back to normal and that he was able to process, print, and mail bills out. FO Hall said that Banyon provides an offsite backup module and he confirmed that he had reestablished regular scheduled backups to prevent this from happening again. Also heard that the council would like FO Hall to begin getting information and quotes on other software system options that would be more up-to-date and more functional. FO Hall told the council that he would bring some information to the next meeting. At 9:01pm, Weisbeck moved, Fuehrer seconded to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members present voted aye, motion carried. At 9:14pm Council President Adrienne Dupper declared the council out of Executive Session. No action was taken.
