City Council Meeting

OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA SPECIAL MEETING September 27, 2023 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 7:30pm at City Hall. The following members were present: A. Dupper, K. Rossow, P. Weisbeck, and B. Rossow, with L. Fuehrer and B. Vander Vorst being absent. Also present were: K. Hall, Finance Officer; Brett Van Vugt, Maintenance, and Karen Speidel, Selby Record. Moved by Dupper, seconded by K. Rossow to approve the agenda. All members present voted aye, motion carried. Public Comments: Heard that there was concern from the community about the prospect of Dollar General wanting to open a store in Herreid. The concern involved was that it would hurt the sales of local businesses such as the grocery store and the Herreid Variety store among possible others. The consensus at this time seams to be that a Dollar General store would not be welcomed but that if there was nothing that could be done to stop them from building, it should be arranged so that they would have to pay city taxes. Based on information from neighboring towns, the increased amount of yearly sales tax collected from a Dollar General store was substantial. It was agreed that nothing is certain at this early stage and that it will be a wait-and-see situation over the coming weeks and months to see what develops. Old Business: Pool – Heard from Mayor Weismantel that according to the EngTech engineer, Inside & Out should be coming next week to begin replacing some of the concrete work that they are supposed to repair. This was discussed in a prior meeting. Also heard that Inside & Out still owes money to at least two sub- contractors that performed work on the pool project last spring/summer. New Business: 2nd Readings – Held the 2nd reading of the 2024 Appropriations Ordinance. The motion was made by Weisbeck, seconded by K. Rossow to approve. The motion carried by a 4-0 vote with Dupper, Weisbeck, B. Rossow, and K. Rossow all voting aye. - Held the 2nd reading of the Code Adopting Ordinance 2023-03. The motion was made by Dupper, seconded by B. Rossow to approve. The motion carried by a 4-0 vote with Dupper, Weisbeck, B. Rossow, and K. Rossow all voting aye. The new code will be effective October 17, 2023 and can be found on the city website (www.herreidsd.com) thereafter. - Held the 2nd reading of the Water Rates & Structure Ordinance 2023-04. The motion was made by K. Rossow, seconded by B. Rossow to approve. The motion carried by a 4-0 vote with Dupper, Weisbeck, B. Rossow, and K. Rossow all voting aye. The new rates will go into effect beginning with the November meter reads and will be reflected on the statements received in December. WEB Water – Agtegra Study Update – Heard from FO Hall that the WEB engineers have confirmed that it is possible for WEB to supply water directly to Agtegra which would help with water tower capacity and water pressure for surrounding residents. Also heard that FO Hall is still waiting to learn what the cost estimate would be for doing so. There is still much to be discussed on this topic in the coming meetings. Fitness Center Use – Heard from Dupper that one of the school teachers has requested to use the Fitness Center to be used by their class because they thought the equipment would me more useful for the few students they oversee to use than the school fitness equipment. They assured that it would be limited use and only be for that particular class and of course there would always be a teacher present during use.
