CITY OF HERREID, SOUTH DAKOTA
SPECIAL MEETING
January 22, 2024
I. Call to Order
The Herreid City Council was called to order by Council President, Adrienne Dupper, on the above date at
7:30pm at City Hall.
II. Roll Call
The following members were present: Kim Rossow; Brady Vander Vorst; and Paul Weisbeck along with
Adrienne Dupper. Mayor Gary Weismantel and members Bob Rossow and Lacy Fuehrer were absent. Also
present were Keith Hall, Finance Officer; Brett Van Vugt; Maintenance; and Karen Speidel, Selby Record;
and LeAnda Staebner, Prairie Pioneer.
III. Approval of Agenda
Moved by K. Rossow, seconded by Vander Vorst to approve the agenda. All members present voted aye;
motion carried.
IX. Public Comments
Discussed one minor comment that had been brought to the attention of one of the council members.
X. Old Business
a. Pool
Following discussion, K. Rossow moved and Vander Vorst seconded to hold any further payments for the
pool project until spring due to unsatisfactory work by the contractors. All members present voted aye;
motion carried. It was noted however, that the city did receive the official documentation that all electrical
and plumbing inspections have passed.
b. Bid Award - Water Tower Refurbish Project
The council had received and evaluated bids from two companies, namely Maguire Iron Inc. and Viking
Industrial Painting, for the Water Tower Refurbish Project. The received bids were carefully reviewed
against the project specifications, requirements, and evaluation criteria. After thorough assessment, it
was determined that Viking Industrial Painting's bid did not meet the project specifications, and
consequently, their bid was disqualified.
A motion was then made by P. Weisbeck to award the bid to Maguire Iron Inc. based on their compliance
with the project specifications, meeting all required criteria, and providing a competitive proposal. The
motion was seconded by K. Rossow. All members present voted aye; motion carried.
The contract will be issued to Maguire Iron Inc. for a total project cost of $346,230.00 and will be paid in 5
equal annual installments of $69,246.00 each.
c. Official Newspaper Designation for 2024
Following discussion, Weisbeck moved, K. Rossow seconded to name the Prairie Pioneer as the official
newspaper for the City of Herreid for the 2024 calendar year. All members present voted aye; motion
carried.
d. Clinic Maintenance
Brief discussion was held concerning the installation of a commercial dehumidifier and the replacement
of the furnace at the clinic. No action was taken, and the item will be further decided on at the next
meeting.
XI. New Business
a. Fitness Center Cleaning
Motion was made by K. Rossow, seconded by Vander Vorst to have Kathy Bohle clean the Fitness Center
at $100 per month. All members present voted aye; motion carried.
b. Community Center Furnace
Motion was made by K. Rossow, seconded by Weisbeck to approve A-1 Heating & Air to order the needed
parts to repair the heating unit at the Community Center. All members present voted aye; motion carried.
The estimated cost will $3,748.00 but further cost could be incurred which will be discussed at the next
meeting.
c. 2024 Municipal Gov Day at Legislature
Heard from Hall that the 2024 Municipal Gov Day at Legislature for local officials and city staff was
scheduled for February 7th.
d. 2024 Code Enforcement Renewal
Motion was made by K. Rossow, seconded by Weisbeck to approve the agreement with Code
Enforcement Specialists for 2024 and submit the $1,500 retainer fee. All members present voted aye;
motion carried.
e. Water Distribution Exam
Motion was made by K. Rossow, seconded by Dupper to approve Van Vugt to attend the Water
Distribution Certification exam in Pierre on February 22, 2024 for a cost of $60. All members present
voted aye; motion carried.
• XIV. Executive Session – SDCL 1-25-2 (1) personnel
At 7:55pm, motion was made by K. Rossow and seconded by Dupper to go into Executive Session
pursuant to SDCL 1-25-2 (1) personnel. At 8:05pm Council President, Adrienne Dupper, declared the
council out of Executive Session. No action was taken.

The next regularly scheduled Council meeting will be Monday, February 5th at 7:30pm

With no further business, the meeting was adjourned at 8:07pm
