OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA Monday, June 10, 2024 The Herreid City Council was called to order by Mayor Gary Weismantel on the above date at 7:30pm at City Hall. The following council members were present: Brady Vander Vorst; Canaan Winthrop; Kim Rossow; Adrienne Dupper; Bob Rossow; Troy Fuehrer. Also present were: Keith Hall, Finance Officer; Orland Geigle, Prairie Pioneer; Karen Speidel, Selby Record; Lisa Hill, Hilary Robey, Ender Robey, Billy Mills, and Blake Mills, citizens. Moved by K. Rossow, seconded by Winthrop to approve the agenda. All members voted aye; motion carried. Moved by Dupper, seconded by Vander Vorst to approve the minutes for the May 8th meeting. All members voted aye; motion carried. Moved by Dupper, seconded by B. Rossow to approve the normal May claims. All members voted aye; motion carried. Moved by Dupper, seconded by K. Rossow, seconded by Fuehrer, to approve the following building permits: Deb Schuetzle to replace some sheet rock & replace carpet in basement & build step outside house. All members voted aye; motion carried. Public Comments: Heard from Lisa Hill and Hilary Robey that the Baptist Church and the Assembly of God church are requesting the use of the swimming pool to hold a combined baptism in the near future. They assured the council that they would work with the pool manager to schedule the baptism event outside of open pool hours. It was agreed to allow them to use the pool for the event. Discussed the problem of some items that have been left at the community center. Those items included the wrestling mats that needed to be moved and the grills that did not get cleaned after use and that were left, almost blocking an entrance. Also discussed a plan of action to address the issue of several potholes around town and the drainage in the alley behind the bank. Old Business: - Council President & VP - K. Rossow nominated Dupper for President, seconded by B. Rossow. Moved by K. Rossow, seconded by Vander Vorst that nominations cease, and a unanimous vote be cast for Dupper. All members voted aye, motion carried. Dupper nominated K. Rossow for President, seconded by Winthrop. Moved by Dupper, seconded by Fuhrer that nominations cease, and a unanimous vote be cast for K. Rossow. All members voted aye, motion carried. - Pool – Heard updates on the tentative timing to get the pool open. Heard that the pool was almost finished being filled and that the hopes were to have it open by Thursday, June 13th. - Rubble Site Signage - The council reviewed the designs and prices for new signage at the rubble site. Learned that signs would be placed at the entrance and at each pit to instruct residents of which items go in which pit and which items are prohibited by state law. The new signs would be ordered through a state program and would have a total cost of $431.12 plus any shipping. Moved by K. Rossow, seconded by B. Rossow to approve Hall to order the signs. All members voted aye; motion carried. The council also informed Hall to work on updating any ordinances that address rubble site violation enforcement. - Drain at Baptist Church - Reopened the discussion concerning a drain opening on the corner near the Baptist church. Council member K. Rossow volunteered to work on getting the issue fixed. No action was taken. - Code Enforcement Update - Discussed the latest update submitted by Code Enforcement. - Herreid Community Foundation Donation - Mayor Weismantel recognized the $12,000 donation received from the Herreid Community Foundation group for the updating of the Community Center. Weismantel thanked the Foundation for their generous donation toward the betterment of the Herreid Community. New Business: -- New Shop - Mills - Heard from Billy & Blake Mills concerning the possibility of building a new shop for their trucking business in the future. No action was taken -- Supplemental Appropriation Ordinance 2024-03 (1st Reading) - Held the first reading of the Supplemental Appropriation Ordinance 2024-03. Motion was made by K. Rossow and seconded by B. Rossow to approve the first reading. All members voted aye; motion carried. The supplement would include $55,000 to General Government Buildings; $1,000 to Code Enforcement; $2,000 to Sanitation; $25,000 to Community Center; $10,000 to Spectator Recreation; $10,000 to Operating Transfers Out; $10,000 to Water - Repairs & Maintenance; $500 to Water - Travel & Conference; $800 to Water - Utilities. The supplement source would be from Unobligated Cash Balance for a total of $114,300. -- Airport Inspection Report - Reviewed the recent airport inspection report. No action taken. -- Water/Wastewater Certification Contract - Discussed the possibility of contracting with another nearby town to come into state compliance concerning Herreid’s lack of having a staff member that holds the required water & wastewater certification. The council was in general agreement to pursue contracting with another town until Herreid can obtain its own certification, at which time the contract would no longer be necessary. – Cemetery Needs - Discussed some minor needs at the cemetery. No action was taken. -- Elected Officials Workshop - Heard that the next elected officials workshop will be held July 24th in Pierre, SD. -- Rubble Site Operators Training - Discussed a training opportunity for Van Vugt to attend a Rubble Site Operators Training class in late June. No action was taken. Maintenance Report: Discussed several maintenance issues. No action was taken. Finance Report: Reviewed financial reports and heard an update on delinquent utility accounts. At 9:19pm, the motion was made by Fuehrer and seconded by Dupper to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members voted aye; motion carried. At 10:03pm, Mayor Weismantel declared the council out of Executive Session. No action was taken. The next regularly scheduled Council meeting is scheduled for Monday, July 8th at 7:30pm. With no further business, the meeting was adjourned at 10:04pm.
