Wednesday, May 8, 2024
The Herreid City Council was called to order by council Mayor Gary Weismantel on the above
date at 7:30pm at City Hall. The following members were present: Brady Vander Vorst; Paul
Weisbeck; Kim Rossow; Adrienne Dupper with member Bob Rossow joining at 7:38pm. Lacy
Fuehrer was absent. Also present were: Keith Hall, Finance Officer; Brett Van Vugt;
Maintenance; LeAnda Staebner, Prairie Pioneer; Karen Speidel, Selby Record; Troy Fuehrer,
citizen; Canaan Winthrop, citizen; and Julie Huber, citizen.
Moved by K. Rossow, seconded by Dupper to approve the agenda. All members present voted
aye; motion carried.
Moved by Dupper, seconded by Weisbeck to approve the minutes for the April 4th meeting and
the April 22nd special meeting. All members present voted aye; motion carried.
Moved by Dupper, seconded by Vander Vorst to approve the normal and additional April claims.
The additional claim included an invoice from Bobcat of Mandan for the skid steer broom parts
totaling $1,825.84. All members present voted aye; motion carried.

Public Comments: Held discussion on several public comment topics including; Property
maintenance for the late Sandy Mitzel’s yard, stray cats, noxious weeds reported, and new
gravel in several alleys throughout town. Heard from citizen Julie Huber requesting the city to
place a “no parking” sign at the half alley on the north side of the school that leads to the Deibert
park since blocking an alley is against city ordinance and that alley is used to access a garage.
Following discussions, the council directed Hall to post an ad with the hopes to re-home stray
cats to farms in the area and to send letters to homeowners regarding noxious weed control.
There was agreement for the city to find the correct location to place a permanent “no parking”
sign as discussed to help control people from parking and blocking the alley of concern since it
was a common occurrence.
Old Business:
- Pool – Heard updates on the situation with the concrete and the floors at the pool. No action
was taken.
- Fee Schedule Code Amendment Ordinance 2024-02 (2nd Reading) - Motion was made by
K. Rossow, seconded by B. Rossow to approve the second reading of the Ordinance 2024-02.
All members voted aye in a roll call vote; motion carried. It was noted that the ordinance is
designed to amend specific ordinances in the city code to allow for the implementation of a fee
schedule. Having a fee schedule will streamline the process of changing specific fees by way of
resolution in order to better keep those fees up-to-date in the future. None of the said fees have
been changed to date, and all are currently already in the code. Hall noted that because of the
size of the ordinance, it will not be published in full, but rather a notice will be published for two
consecutive weeks, per SD code, stating that the full ordinance is available at the finance office
and will be available online.
New Business:
-- Vacancies/Oaths of Office - (Mayor) No one filed a petition to run for Mayor in the 2024
election, leaving a vacancy. Motion made by Dupper, seconded by K. Rossow to appoint Gary
Weismantel for Herreid Mayor for a 1-year term. All members present voted aye; motion carried.
Weismantel was administered the Oath of Office. (Council - Ward 3) No one filed a petition to
run for Council Member Ward 3 in the 2024 election, leaving a vacancy. Motion made by
Vander Vorst, seconded by K. Rossow to appoint Bob Rossow to Herreid City Council to
represent Ward 3 for a 1-year term. All members present voted aye; motion carried. B. Rossow
was administered the Oath of Office. (Council - Ward 1) No one filed a petition to run for Council
Member Ward 2 in the 2024 election, leaving a vacancy. Motion made by Dupper, seconded by
K. Rossow to appoint Troy Fuehrer to Herreid City Council to represent Ward 1 for a 1-year
term. All members present voted aye; motion carried. Fuehrer was administered the Oath of
Office. (Council - Ward 1) No one filed a petition to run for Council Member Ward 2 in the 2024
election, leaving a 2nd vacancy for that Ward. Motion made by K. Rossow, seconded by Vander
Vorst to appoint Canaan Winthrop to Herreid City Council to represent Ward 1 for a 1-year term.
All members present voted aye; motion carried. Winthrop was administered the Oath of Office.
(Council - Ward 2) Member Kim Rossow was the only candidate to file a petition for Ward 3 in
the 2024 election, therefore he was reelected unopposed for a 2-year term. Rossow was
administered the Oath of Office.

-- Community Center Landscaping - Rick Quaschnick requested the city help fund some
needed landscaping at the community center. Following discussion, motion was made by
Dupper, seconded by K. Rossow to approve up to $150 for the cause. All members present
voted aye; motion carried.
-- Area IV Senior Nutrition Donation - Heard that the 2024 Area IV Senior Nutrition Fundraiser
has begun. Learned that each of the 25 communities in the project area are assigned a
fundraising goal based on the number of meals served in their community. This year's combined
goal is about $127,500 for all 25 communities. The purpose of the fundraiser is to raise "local"
match money to earn the government dollars given to the program. It was noted that any
support would directly benefit seniors served in the Herreid area. Mayor Weismantel informed
that in the past, the city had donated $300 but that it had been a few years since the last
donation. Hall noted that there was $500 for this donation approved in the 2024 budget. Motion
was made by K. Rossow, seconded by Fuehrer to approve a $500 donation to the fundraiser.
With Dupper recusing herself from the vote, all remaining members voted aye; motion carried.
--Herreid Parks & Rec Donation - Heard that Herreid Parks & Rec formally requested a
donation from the city to help fund coaching and field maintenance/upkeep costs for the
summer. It was noted that in the past, the city had normally donated $2,000 and that FO Hall
confirmed that $2,000 was consistent with approval in the 2024 budget. Motion was made by K.
Rossow, seconded by Dupper to approve a donation of $2,000. All members voted aye; motion
carried.
-- Relocating Shed - Heard that school CEO-Superintendent, Lance Vander Vorst has
requested permission to relocate a shed sitting on the school property. Motion was made by K.
Rossow, seconded by B. Rossow to approve. All members voted aye; motion carried.
-- Finance Officer School/Vacation - Heard that the 2024 Finance Officer School will be held
in Spearfish, SD from June 12th - 14th and that the registration fee is $75. Also heard that Hall
is requesting approval to take vacation the week following Memorial Day from May 28th - 31st.
Motion was made by K. Rossow, seconded by Fuehrer to approve Hall to attend the FO School
and take vacation on the said week. All members voted aye; motion carried.
-- Alcohol License Renewal - Motion was made by Duper, seconded by B. Rossow to approve
the renewal of the alcohol license for the Herreid Super Stop. All members voted aye; motion
carried.
-- Mary's Sidewalk - Heard that plans were still in place to have the said sidewalk repaired, but
that the city was still waiting on timing confirmation from the contractor. No action was taken.
-- 2023 Annual Report - After reviewing the 2023 Annual Report, motion was made by Duper,
seconded by Vander Vorst to approve it as presented. All members voted aye; motion carried.
The report can be found online or at the city finance office.
-- 2024 Pool Season - Following discussion, it was agreed to set the tentative pool opening
date to May 28th weather permitting.
-- Lifeguard Certification Rates - No changes
-- Family Pool Passes - Heard that in the past few years, family pool passes were being
misused. It was noted by the council that family pool passes are for immediate/household family
members only.
Maintenance Report:
Heard maintenance updates from Van Vugt. One update of note was that the fencing at the
cemetery was needing repaired or replaced. Following discussion, the council advised Van Vugt
to obtain options and prices for future review. Heard that Van Vugt will be gone May 31st - June
14th for Guard duty. Motion was made Dupper, seconded by B. Rossow to approve the
seasonal hiring of Darion Barker for maintenance at his previous rate of $14.50. All members
voted aye; motion carried.
Finance Report:
Reviewed financial reports and heard an update on delinquent utility accounts. Discussion was
also held concerning signage for the office and the City Hall front door. No action was taken.
At 9:23pm, the motion was made by Fuehrer and seconded by K. Rossow to go into Executive
Session pursuant to SDCL 1-25-2 (1) personnel. All members voted aye; motion carried. At
9:32pm, Mayor Weismantel declared the council out of Executive Session. Immediately
following, motion was made by B. Rossow, seconded by Dupper to go into Executive Session
pursuant to SDCL 1-25-2 (4) legal. At 9:37pm, Mayor Weismantel declared the council out of
Executive Session. Upon coming out of Executive Session, the motion was made by Dupper,
seconded by K. Rossow to approve a $.25 per hour wage increase pool lifeguards, a $1.00
wage increase for the pool manager position, and to increase the water aerobics class fee to
$50. With B. Rossow recusing himself from the vote, all members voted aye; motion carried.
With the Lifeguard increase, the hourly wages will be $11.25 for the first year guards, $11.75 for
second year guards, $12.25 for third year guards, and $12.75 for guards that have worked 4 or
more years. The pool manager position will increase from $20/hr to $21/hr.
The next regularly scheduled Council meeting is scheduled for Monday, June 10th at 7:30pm.
With no further business, the meeting was adjourned at 9:38pm.
