OFFICIAL PROCEEDINGS CITY OF HERREID, SOUTH DAKOTA Wednesday, September 4, 2024 The Herreid City Council was called to order by council Mayor Gary Weismantel on the above date at 7:30pm at City Hall. The following members were present: Brady Vander Vorst; Canaan Winthrop; Bob Rossow; and Troy Fuehrer with Adrienne Dupper joining at 7:31pm and Kim Rossow joining at 7:35pm. Also present were: Keith Hall, Finance Officer; Brett Van Vugt; Maintenance; Alan Allbee, Deputy Finance Officer; Karen Speidel, Selby Record; Billy Mills and Blake Mills, Citizen. Moved by B. Rossow, seconded by Fuehrer to approve the agenda. All members present voted aye; motion carried. Moved by Vander Vorst, seconded by B. Rossow to approve the minutes from the Aug. 5th and Aug. 14th meetings. All members present voted aye; motion carried. Moved by Dupper, seconded by Fuehrer to approve the normal August claims. All members voted aye; motion carried. Moved by Dupper, seconded by Winthrop to approve one unusual August claim for $1,225.00 to Chris Huber for work completed at the Community Center. All members voted aye; motion carried. Building Permits – One permit was received from Billy Mills for building a trucking shop on property between 6th & 7th Ave behind his Son Blake Mills’ house. This permit was tabled until a later meeting. Discussion on the topic was further held during the old business portion of the meeting. OLD BUSINESS: - Pool – There was no new information. - Billy Mills – Heard from Billy and Blake Mills concerning their building permit request for building a shop for their trucking business. Their hopes are to build on a stretch of property that Blake Mills owns located between 6th & 7th Ave NW. At the August council meeting, Mills had asked the city about building an approach along 7th Ave just past the paved section of that street. He and the council discussed the fact that Mills would need to check with the county because that is a county road. For this September meeting, Mills informed the council that he had checked with the county and was told that building an approach there would not be an issue. However, the council advised Mills that he would need to get an official approval form the county commission before the city could consider approving any building permit. That would involve Mills addressing the issue with the commission board at one of their upcoming meetings. The council also informed Mills that the ditch along 7th Ave would have to be cleaned out first, and that the city would need to check with the county about who will clean out the ditch. The council advised Mills that there is additional information and further steps that need to be taken before they could consider approving the permit. - School Sidewalks – Heard that the completion of the school addition project will require some extra costs for finishing the sidewalk replacement on the north side of the school. The school had been given an estimate of over $7,800 for the additional work. Learned the school is requesting any help for covering the additional costs. After discussion, the council agreed that the city will not donate any more funds in addition to the $18,000 that they have already pledged to the project. - Community Collaboration – Heard an update from Mayor Weismantel on a potential community collaboration project involving area communities. The project would involve a initial $1,000 buy in for a QR code linked to an app that people can download to find local events & information in communities across the area. The council agreed to not to commit to the project until further information is gathered. NEW BUSINESS: -- Tennis Court Benches – Previously heard that the Campbell County Pickleball Association wanted to purchase additional park benches to place along the tennis/pickleball courts. They noted that they had the funds to make the purchase and that they would work with Dick Werner to order the benches identical to the existing blue benches. They had requested that the city act as a pass through and the council approved. The city would incur no cost on this, but would only be acting as a pass through. The purchase total is $2,542.57 for the 3 new benches. Motion was made by Dupper, seconded by K. Rossow to pay the $2,542.57 upon receiving the funds from the CCPA. All members voted aye; motion carried. -- City Park Use - Quasi – Heard that the Quasi committee would like to use the city park for an upcoming community fundraiser event. No motion was needed, but the council all agreed that it would be fine. -- 2023 Audit Letter – Heard that the Department of Legislative Audit has reviewed and accepted the audit report from Cahill Bauer & Associates for the 2023 audit year. -- 2025 Appropriation Budget Ordinance (1st Reading) – Reviewed the 2025 Appropriation Budget and heard that CPI is 3.0 and growth is 1.19 for a maximum tax levy increase of $5,866.00. Moved by K. Rossow, seconded by Fuehrer to accept the first reading of the 2025 Appropriation Budget Ordinance with the maximum tax levy increase. All members voted aye; motion carried. -- Additional Emergency Siren – Heard discussion concerning placing an additional emergency siren on the north end of town. Following the recent near tornado hit, several residents have made it known that they never heard the emergency siren during the recent tornado warning. During the discussion, it was noted that previous attempts and arrangements had been made to add the additional siren, but that talks fell apart after a grant request was not awarded. It was suggested that we look into the possibility of using the old siren in the north district. Following discussions, it was agreed that we pursue that option and contact the proper authorities and anyone involved in making that happen. It was also agreed that in the meantime, we continue to pursue getting a new siren in case the option of using the old siren isn’t a possibility. -- 2025 Lifeguard Certifications – Heard that Melinda Neeley and pool manager Janelle Rossow have worked together on a plan to certify and recertify several lifeguards for the 2025 season before the pool is drained and before Neeley’s teaching license expires. The council agreed with the plan and noted that anyone interested in being a lifeguard in 2025 should contact the city finance office immediately so they can be included in the certifications. -- 2025 Propane Quotes – Heard that 3 quotes had been received for the 2024-2025 season propane service. Slate Oil - $.99/gal for summer fill & $1.35/gal for remainder of season; Agtegra - $1.39/gal from Oct 1, 2025–April 30, 2025; Curtis Rud Oil - $1.09/gal summer fill & $1.25/gal through May, 1 2025. Motion was made by K. Rossow, seconded by B. Rossow to accept the bid from Curtis Rud Oil. All members voted aye; motion carried. -- Lead Free SD Project – Learned that letters have been mailed out notifying Herreid residents that the government is requiring homeowners to participate in the Lead-Free SD project. The letter informs residents how to check their pipes and complete the online survey based on their findings. The letter also states that residents can contact the city office to have the city perform the task if the resident is unable or unwilling to complete the survey themselves. The deadline for completing the survey is September 30th. Learned that Hall is required to regularly send updates to the state/EPA throughout the project’s completion. -- CD Renewal– Heard that one of the city’s 12-month CDs for $125,000 is set mature. Learned that the CD can be renewed as-is at 4.10% for 12 months, or the city can let the CD mature and renew at one of the other two options. Those options included 9 months at 5.10% or 5 months at 5.0%. Motion was made by Dupper, seconded by K. Rossow to renew at the 9 month, 5.10% interest option. All members voted aye; motion carried. Maintenance Report: Heard maintenance updates from Van Vugt which included that the city’s Rubble Site will be closed for the next couple of weeks for maintenance. Learned that some new pits will need to be dug. Finance Report: Reviewed financial reports and heard an update on delinquent utility accounts form Hall. At 9:08pm, the motion was made by Fuehrer and seconded by B. Rossow to go into Executive Session pursuant to SDCL 1-25-2 (1) personnel. All members voted aye; motion carried. At 9:45pm, Mayor Weismantel declared the council out of Executive Session. Upon coming out of Executive Session, no action was taken. The next regularly scheduled Council meeting is scheduled for Monday, October 7th at 7:30pm. With no further business, the meeting was adjourned at 9:46pm.
