Town Of Hertford Special Call Meeting Minutes Thursday, February 11th, 2021 ZOOM Meeting CALL TO ORDER The meeting was called to order by Mayor Brown at 7:30 PM INVOCATION The invocation was done by Councilman Mimlitsch COUNCIL MEMBERS PRESENT Mayor Pro Tem Hodges, Mayor Earnell Brown, Councilman Quentin Jackson, Councilman Jerry Mimlitsch, Councilman Frank Norman STAFF PRESENT Town Manager Pam Hurdle and Town Clerk LaShonda Cartwright OTHERS PRESENT Zoom Audience Pro Tem Hodges made the motion to approve the resolution for canceling monthly non-budgetary work sessions (see attached resolution). A motion was second by Councilman Mimlitsch. Councilman Norman stated on the record that the meeting should not have been called because he did not know about it and did not know about the time. He was never asked if he was available to attend this meeting. Councilman Norman also stated that he was against having this meeting on Zoom and Zoom only. His vote was Nay, and he is totally against this resolution. Councilman Mimlitsch- No comments Councilman Jackson stated they were trying to force a vote, and, on the record, he had difficulties coming because the meeting was on Zoom. Mayor Pro Tem- No comments. Councilman Jackson – Left to go to the truck. Councilman Mimlitsch – EYE Councilman Norman – Nay Pro Tem Hodges – EYE Mayor Brown – EYE Mayor called Councilman Jackson three more times and he still was unavailable so Mayor Brown stated that would be a yes. Councilman Norman- Called point of order. Councilman Jackson-stated his vote was No, and he was having internet issues because of the rain. Mayor Brown stated they were going to proceed with Rule 25. Councilman Jackson- stated to motion to table the discussion. Councilman Jackson-Made a motion to adjourn the meeting because Mayor Pro Tem Hodges muted him. Discussion between Councilman Jackson and Mayor Pro Tem Hodges about the meeting being put on Facebook and the passwords to get in and who should be the Host of the meetings. Councilman Norman-stated on the record that everyone they want at the meeting is there and that is Mayor Pro Tem Hodges, Mayor Earnell Brown, and Councilman Jerry Mimlitsch. Councilman Norman seconded Councilman Jackson's motion to table the discussion. Councilman Mimlitsch -EYE Mayor Pro Tem Hodges -EYE Councilman Norman – NAY Councilman Jackson- NAY Mayor Brown - EYE The vote is 3-2 Councilman Norman- Point of Order Had a Discussion again by Councilman Norman on the meeting scheduling and Councilman Jackson’s vote. Councilman Jackson-Motion to adjourn the meeting. Councilman Norman seconded the motion. Councilman Mimlitsch -Nay Mayor Pro Tem Hodges – Nay Councilman Jackson – Eye Councilman Norman-Eye Mayor Brown -Nay Heavy discussion on the motion, online voting. Inaudible due to loud background sounds and music “Sam Cook …A Change is Gonna Come.” Councilman Norman stated his vote for all resolution items is No and he was leaving the meeting. Heavy discussion between Mayor Pro Tem Hodges and Councilman Jackson on the music being played in the background by Councilman Jackson. Mayor Pro Tem Hodges made the motion to approve the resolution for changing the start time to regular session meetings (see attached resolutions). Councilman Jackson asked Manager Hurdle to call the attorney. Inaudible due to very loud background music being played. Manager Hurdle asked the Council if they wanted her to call Attorney Gallop. Yelling…Explicit language… Councilman Norman- Nay Councilman Mimlitsch -EYE Mayor Pro Tem Hodges – EYE Councilman Jackson- Heavy discussion… Mayor Brown- EYE Vote 3-2 Motion failed because it needed a Super Majority of 4/5 vote. Mayor Pro Tem Hodges made the motion to approve the Resolution Governing Community Center Access (See Attached Resolution). Councilman Mimlitsch second the motion. Manager Hurdle state each Council member can be issued a unique identifier code through the security system that would identify entering/exiting building. Councilman Jackson- Called point of order, you cannot restrict the Council from going in a government building. Heavy discussion by Councilman Jackson and Mayor Brown Loud music playing in the background, very inaudible. Mayor Pro Tem Hodges – EYE Councilman Mimlitsch -EYE Councilman Jackson -NAY Councilman Norman – EYE Mayor Brown-EYE Mayor Brown state vote was 4-1 Vote Passed Mayor Pro Tem Hodges made a motion to adjourn, seconded by Councilman Mimlitsch. Meeting adjourned at 8:35 pm.
