2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community Development
Commission, Fire District, and Water District.

Recommended Action:
It is recommended that the Council/Board accept the Treasurer’s Cash Report
for the City, Successor Agency to the Hesperia Community Redevelopment

4. Audit Services for FY 2013-14
Recommended Action:
It is recommended that the City of Hesperia, Successor Agency to the
Redevelopment Agency, Hesperia Housing Authority, Community Development
Commission, Hesperia Fire Protection District, and Hesperia Water District
Council/Boards/Commissions enter into a Professional Services Agreement
with independent certified public accountants firm White Nelson Diehl Evans
LLP, in the amount of $93,500 for performing the audit of the City and its
component units, for the fiscal year ended June 30, 2014, as well as additional
required State reporting for the year ended June 30, 2014.

5. Amendment to PSA 2008-09-081 with Civic Plus for Fiscal Year 2014-15
Recommended Action:
It is recommended that the Mayor and City Council authorize the City Manager
to execute an amendment to PSA 2008-09-081 with Civic Plus in the amount
of $13,500 for a total of $79,000 to extend services through the end of Fiscal
Year 2014-15.

6. Award of Agreement for City-wide Office Supplies
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a three (3) year agreement with Quantum Office Products in an amount not to
exceed $500,000 for City-wide general office supplies for Fiscal Years
2014-15, 2015-16, and 2016-17.

7. Amend Professional Services Agreement with LDM & Associates
Recommended Action:
It is recommended that the City Council approve and authorize an amendment
to the Professional Services Agreement (PSA) 2010-11-38 with LDM
Associates, Inc. (LDM), thereby increasing the contract amount from $170,000

to $287,500 and extending the term for an additional twelve months.

8. Amend Hesperia Housing Authority Budget
Recommended Action:
It is recommended that the City Council as the Commissioners of the Hesperia
Housing Authority adopt Resolution No. HHA 2014-10 approving an
amendment and appropriation in the amount of $214,424 to the Hesperia
Housing Authority’s (HHA) Fiscal Year 2013-14 budget, and authorizing the
City Manager to wire the $214,424 from the HHA to the U.S. Treasury.

9. Updated Designation of a Targeted Employment Area for the Hesperia
Enterprise Zone
Recommended Action:
It is recommended that the City Council (City) on its own behalf, and
simultaneously as the Board Members of the Successor Agency to the former
Hesperia Community Redevelopment Agency (SA), and the Commissioners of
the Hesperia Community Development Commission (HCDC) adopt Joint
Resolution No. 2014-35, SA 2014-05, & HCDC 2014-11 approving the update
of the Targeted Employment Area (TEA) for the Hesperia Enterprise Zone (EZ)
within the identified Census Tracts specified herein.

Hesperia Fire Protection District, and Hesperia Water District:
