It is recommended that the City Council approve the Draft Minutes from the
Regular Meeting held Tuesday, June 17, 2014.

2. Warrant Run Report (City - Successor Agency - Housing Authority -

Recommended Action:
It is recommended that the Council/Board ratify the warrant run and payroll
report for the City, Successor Agency to the Hesperia Community
Redevelopment Agency, Hesperia Housing Authority, Community Development
Commission, Fire District, and Water District.

3. Landscape Maintenance Contract for Civic Center, Police Department and
County Green Belt
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a three (3) year landscape maintenance and repair contract with D & D
Commercial Landscape of Hesperia to provide landscape maintenance and

repair services at City Hall, Branch Library, Police Department, and the
landscape surround the San Bernardino County building in the not -to-exceed
amount of $89,400.

4. Heating, Ventilation and Air Conditioning Preventative Maintenance and Repair

Recommended Action:
It is recommended that the City Council and Board of Directors of the Hesperia
Water District authorize the City Manager to extend the current three (3) year
Professional Services Agreement with MDM West for one (1) additional year,
increasing the not-to-exceed amount to $186,750.

5. Award Road Striping Contract - J & S Striping Inc.
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a Contract and Purchase Requisition for a three (3) year contract to the lowest
responsive/responsible bidder, J & S Striping Inc. of Ontario, California, for
city-wide restriping services in the amount of $313,077 with contract authority
for the not-to-exceed amount of $390,000.

6. Paving Material Demands for Fiscal Year 2014-15
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
an open purchase order with Vulcan Materials Company and Blue Diamond
Materials of Oro Grande, California, for asphalt materials necessary to repair
the City streets in the not-to-exceed amount of $100,000.

7. Amend Professional Services Agreement with CWE for Water Quality

It is recommended that the City Council approve an amendment in the amount
of $487.33 to Professional Services Agreement (PSA) 2012-13-051 with CWE
for a total contract amount of $50,465.22, and authorize the City Manager to
execute said amendment.

8. Award Weed Abatement Contract - Lawnscape Systems Inc.
Recommended Action:
It is recommended that the City Council authorize the City Manager to execute
a three (3) year contract to the lowest responsive/responsible bidder,
Lawnscape Systems Inc., of Montclair California, for weed abatement services,
in the amount of $141,000, with a 10% contingency of $14,100, for a contract
authority in the not-to-exceed amount of $155,100.

9. Amend and Increase Contract 2009-10-092 with Goodspeed Auto Fueling
Systems
Recommended Action:
It is recommended that the City Council and Chair and Board Members of the
Hesperia Water District and the Successor Agency to Hesperia Community
Redevelopment Agency authorize the City Manager to execute an amendment
to contract number 2009-10-092 with Goodspeed Auto Fueling Systems,
thereby extending the contract and increasing the contract authority an
additional $400,000 with a new not-to-exceed amount of $2,150,000.

10. Fleet Maintenance Services for Fiscal Year 2014-15
Recommended Action:
It is recommended that the City Council and Board Members of the Hesperia
Water District and the Successor Agency to Hesperia Community
Redevelopment Agency authorize the City Manager to execute a Purchase
Requisition, with the Hesperia Unified School District, in the amount of
$423,000 which includes a contingency of 10% (for possible further
maintenance increases) for the provision of providing vehicle /equipment
maintenance to the City of Hesperia, Hesperia Water District and the
Successor Agency to Hesperia Community Redevelopment Agency for Fiscal
Year 2014-15.

11. Release of Option Agreement
Recommended Action:
It is recommended that the City Council acting as Successor Agency to former
Hesperia Community Redevelopment Agency (HCRA) adopt Resolution No.
SA 2014-06 authorizing the City Manager to execute the Release of Option
Agreement (Release) on real property located at approximately the south-east
corner of Main Street and Escondido (Property), as described in Exhibit “A” of
the Release.

12. Technology Purchase of Redundant Computer System
Recommended Action:
It is recommended that the City Council authorize the City Manager to approve
the purchase of a redundant computer system in the amount of $234,465.53.
