Recommended Action:
It is recommended that the Council/Board accept the Treasurer’s Cash Report
for the City, Successor Agency to the Hesperia Community Redevelopment
Agency, Hesperia Housing Authority, Community Development Commission,
Fire District, and Water District.

4. Community Facilities District (CFD) 94-01, Annexation 171
Recommended Action:
It is recommended that the Fire District Board of Directors adopt Resolution
No. HFPD 2015-002 admitting Annexation 171 (Primaco) into the Community
Facilities District (CFD) 94-01 and direct the Secretary of the Board to file the
addition with the County Recorder.

decision to deny Revised Tentative Tract TTR14-00001; Applicant: Frontier
Communities; APNs: 0405-042-07 & 08
Recommended Action:
At the request of the applicant, this item was continued from the City Council
meetings of January 20, 2015 and February 17, 2015. Frontier Communities
has requested a third continuance. Staff has no objection to this request, and
recommends that this item be continued to June 16, 2015.

6. Substantial Amendment to the Community Development Block Grant (CDBG)
2012-2013 Action Plan
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: (1) Adopt Resolution No. 2015-010 approving the
Substantial Amendment to the Program Year (PY) 2012-2013 Annual Action
Plan including any modifications or amendments thereto by the City Council;
(2) Cancel one activity from the PY 2012-2013 and reprogram all funds in the
amount of $665,775 to a new activity incorporated into PY 2014-2015; and (3)
Authorize the City Manager to execute and transmit all necessary documents,
including the Substantial Amendment to the PY 2012-2013 Annual Action Plan
and any additional amendments to assure the City’s timely expenditure of
CDBG funds.

the establishment of a mandatory crime free rental program in the City.

8. Emergency Water Conservation Regulations
Recommended Action:

It is recommended that the City Council and Board of Directors of the Hesperia
Water District (District) adopt Joint Resolution Nos. 2015-011 and HWD
2015-04 respectively, enacting certain emergency water conservation
measures of the Public Utilities Ordinance [Hesperia Municipal Code (HMC)
Title 14].
