PUBLIC HEARING 8. Adoption of the City of Hesperia’s Five-Year Consolidated Plan (2015-2019), One-Year Action Plan (2015-2016), and Analysis of Impediments to Fair Housing Recommended Action: It is recommended that the City Council conduct a public hearing and upon accepting public testimony: (1) Adopt Resolution No. 2015-009 approving a) the City’s Five-Year Consolidated Plan (2015-2019), b) One-Year Action Plan (2015-2016) as recommended by the City Council Advisory Committee (CCAC) including any modifications or amendments thereto by the City Council, and c) Analysis of Impediments to Fair Housing; (2) Authorize staff to modify the Consolidated Plan, Action Plan and Analysis of Impediments to Fair Housing based upon the Council’s direction; and (3) Authorize the City Manager to execute and transmit all necessary documents, including the adopted Five-Year Consolidated Plan, One-Year Action Plan and Analysis of Impediments and any amendments, to assure the City’s timely receipt of CDBG funding. Prohibition of Commercial Medical Marijuana Cultivation Recommended Action: It is recommended that the City Council adopt Urgency Ordinance No . 2015-02, prohibiting the commercial cultivation of marijuana within nonresidential land use designations or zones in the City of Hesperia, making findings pursuant to Government Code Section 65858(a) and declaring the urgency thereof.
