WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. PUBLIC HEARING 5. Urgency Ordinance Prohibiting Single-Family Homes With More Than Five Bedrooms snd Single-Family Homes With Basements Recommended Action: It is recommended that the City Council adopt Ordinance No. 2015-01, making findings pursuant to Government Code Section 65858(a) and declaring the urgency thereof. Water Rights Purchase from Aqua Capital Management City of Hesperia Page 5 Printed on 3/11/2015 City Council Meeting Agenda March 17, 2015 Recommended Action: It is recommended that the City Council (i) authorize the purchase of 500 acre feet of permanent Base Annual Production water rights in the Alto Subarea from Aqua Capital Management at $5,000 per acre foot, for a total amount of $2,500,000, (ii) adopt Resolution 2015-007 amending the FY 2014-15 General Fund Budget by appropriating $2,500,000 from General Fund reserves for the purchase, (iii) adopt Resolution 2015-008, declaring intention to reimburse expenditures made prior to the issuance of debt, and (iv) authorize City Manager or his designee to execute associated documents.
