Recommended Action:
It is recommended that the Council/Board accept the Treasurer’s Cash Report
for the City, Successor Agency to the Hesperia Community Redevelopment

Fire District, and Water District.

4. Assignment of Water Rights from Jess Ranch Water Company
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
authorize the assignment of free production allowance water in the Alto
Subarea from Jess Ranch Water Company in the amount of $437,472.

5. Urgency Ordinance Prohibiting Single-Family Homes With More Than Five

Recommended Action:
It is recommended that the City Council adopt Ordinance No. 2015-01, making
findings pursuant to Government Code Section 65858(a) and declaring the
urgency thereof.

7. Water Rights Purchase from Aqua Capital Management

Recommended Action:
It is recommended that the City Council (i) authorize the purchase of 500 acre
feet of permanent Base Annual Production water rights in the Alto Subarea
from Aqua Capital Management at $5,000 per acre foot, for a total amount of
$2,500,000, (ii) adopt Resolution 2015-007 amending the FY 2014-15 General
Fund Budget by appropriating $2,500,000 from General Fund reserves for the
purchase, (iii) adopt Resolution 2015-008, declaring intention to reimburse
expenditures made prior to the issuance of debt, and (iv) authorize City
Manager or his designee to execute associated documents.
