Extension of Licensing and Software Maintenance Agreement (MLA) with Environmental Systems Research Institute (ESRI) for GIS maintenance and support Recommended Action: It is recommended that the Mayor and Council Members authorize the City Manager to execute an extension/continuation of the City’s Master License Agreement (MLA) 2007MLA2035 for continued maintenance and software support with Environmental Systems Research Institute (ESRI) in Geographical Information Systems (GIS) in the amount of $125,000 for 5 years (FY15/16-19/20). Substantial Amendment to the Community Development Block Grant (CDBG) 2012-2013, 2013-2014 and 2014-2015 Action Plans Recommended Action: Staff recommends opening the public hearing and continuing the item until the November 17th City Council Meeting. Tapestry Specific Plan Project Recommended Action: The Planning Commission recommends that the City Council 1) adopt Resolution No. 2015-42, to certify the Environmental Impact Report as complete and final, adopt the statement of facts and findings and the statement of overriding considerations and adopt the mitigation monitoring and reporting program; 2) introduce and place on first reading Ordinance No. 2015-10, to adopt the Tapestry Specific Plan and 3) adopt Resolution Nos.
