Warrant Run Report (City - Successor Agency - Housing Authority - Community Development Commission - Fire - Water) Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, Fire District, and Water District. Reimbursement Agreement - Rich Development Recommended Action: It is recommended that City Council (i) approve the Reimbursement Agreement (Agreement) by and between DCTN3 461 Hesperia CA, LLC, a California limited liability company (Rich Development), and the City of Hesperia (City) in an amount up to Five Hundred Thousand dollars ($500,000); (ii) authorize the City Manager to execute the Agreement on behalf of the City; and (iii) make non-substantial amendments to the Agreement so long as the reimbursement amount does not change. Approve Memorandum of Understanding for the 2015 Assistance to Firefighters Grant Program Recommended Action: It is recommended that the City Council approve the Memorandum of Understanding (MOU) for Grant Administration of the 2015 Assistance to Firefighters Grant (AFG) Program between Fontana Fire Protection District and Hesperia Fire Protection District. Medical Marijuana - Prohibition of Mobile Dispensaries, Cultivation and Manufacturing Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No . 2016-02, to define and prohibit mobile dispensaries, cultivation and manufacturing of marijuana citywide.
