Reimbursement Agreement - Rich Development Recommended Action: It is recommended that City Council (i) approve the Reimbursement Agreement (Agreement) by and between DCTN3 461 Hesperia CA, LLC, a California limited liability company (Rich Development), and the City of Hesperia (City) in an amount up to Five Hundred Thousand dollars ($500,000); (ii) authorize the City Manager to execute the Agreement on behalf of the City; and (iii) make non-substantial amendments to the Agreement so long as the reimbursement amount does not change. Medical Marijuana - Prohibition of Mobile Dispensaries, Cultivation and Manufacturing Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No . 2016-02, to define and prohibit mobile dispensaries, cultivation and manufacturing of marijuana citywide.
