Recommended Action:
It is recommended that the City Council approve a three year agreement with
Nobel Systems for Geographical Information Systems (GIS) Geoviewer online
hosting and authorize the City Manager to execute the agreement for a total
not-to-exceed amount of $83,000.

7. CEQA Categorical Exemption for the second phase of the Bear Valley Road
Bicycle Bypass
Recommended Action:
It is recommended that the City Council authorize a “Finding of a Categorical
Exemption” as the appropriate environmental determination under the State of
California Environmental Quality Act, Class 1, Section 15301 (c), Class 4,
Section 15304, and Section 15304 (h) for the City’s proposed second phase of
the Bear Valley Road Bicycle Bypass.

Recommended Action:
It is recommended that the Mayor and Council Members and Chairman and
Board Members, Hesperia Water District authorize the City Manager to
execute a three-year maintenance agreement with Azteca Systems, Inc. in the
not-to-exceed amount of $120,375.

Recommended Action:
It is recommended that the City Council approve the Cooperative Agreement
between the City of Hesperia and the City of Victorville related to street

14. Authorization of Purchase of New Replacement Ambulance
Recommended Action:
It is recommended that the Hesperia Fire Protection District (HFPD) Board of
Directors (i) authorize the purchase of a new replacement ambulance for a
total of approximately $164,000 and (ii) authorize the City Manager or his
designee to execute associated documents.

15. Assignment and Assumption of Option Agreement - APN 0405-072-59; 13500
Live Oak Street (near intersection of Live Oak Street and Mariposa Road)
Recommended Action:
The Hesperia Water District is in the final stages of an application to the State
Water Board for financial assistance from the Clean Water State Revolving
Fund ("CWSRF") for the Reclaimed Water Pipeline Distribution System
Project. An option to acquire a portion of the property required for the Project
was previously granted to the Hesperia Housing Authority. It is recommended
that the Board of Directors of the Water District and the Housing Authority
approve the attached "Assignment and Assumption of Option Agreement"
which would assign the option from the Housing Authority to the Water District,
and authorize the Chairman of the Housing Authority and General Manager of
the Water District to execute all documents necessary to complete the
assignment and exercise the option.
