amending the Measure I Five Year Capital Improvement Plan for Fiscal Years
2015/16-2019/20 to include the street listing for Slurry Seal and Remove and

7. Adopt Measure I Five Year Capital Project Needs Analysis for Fiscal Years
2017/2018 through 2021/2022
Recommended Action:
It is recommended that the Mayor and Council Members adopt Resolution No
2016-045 approving the Measure I Five-Year Capital Project Needs Analysis
submittal to the San Bernardino Associated Governments (SANBAG) for Fiscal
Years 2017/2018 through 2021/2022.

8. Townsend Public Affairs Contract Extension
Recommended Action:
It is recommended that the City Council approve a one year extension to the
Professional Services Agreement with Townsend Public Affairs for State
Legislative Advocacy Services, effective October 1, 2016 through September
30, 2017.

9. Award a Professional Services Agreement for Labor Compliance Services for
the Reclaimed Water System Project (C.O. No. 8087)
Recommended Action:
It is recommended that the Board of Directors of the Hesperia Water District
award a Professional Services Agreement (PSA) to The Solis Group in the
amount of $65,784 plus a contingency amount of $6,500 for a total
not-to-exceed amount of $72,284 for Professional Labor Compliance Services
for the District’s Reclaimed Water System Project (C.O. No. 8087), and
authorize the City Manager to execute said agreement.

10. Consideration of Conflict-of-Interest Code Amendment
Recommended Action:
It is recommended that the City Council and Water District Board approve the
biennial update of the Conflict-of-Interest Code for designated employees
through adopton of Joint Resolution No. 2016-047 and HWD 2016-17.

PUBLIC HEARING
13. Program Year 2015-2016 Community Development Block Grant (CDBG),
Consolidated Annual Performance and Evaluation Report (CAPER)
Recommended Action:
It is recommended that the City Council conduct a public hearing and upon
accepting public testimony: 1) Approve the Program Year 2015-2016 CAPER;
and 2) Authorize the City Manager or his designee to submit the Program Year
2015-2016 CAPER to HUD, along with any public testimony and changes
thereto as directed by the City Council.

14. Award of Contract for City Engineering Services
Recommended Action:
It is recommended that the City Council and the the Hesperia Water District
Board authorize the City Manager to execute a three (3) year contract with
TKE Engineering, Inc. in the not-to-exceed amount of $600,000.
