Speaker slips should be turned in prior to the public comment portion of the agenda or before an agenda item is discussed. Accept FY 2015-16 Annual Street Improvement Projects (CO 7130) Recommended Action: It is recommended that the City Council accept FY 2015-16 Annual Street Improvement project completed by Hardy and Harper, Inc., (Construction Order No. 7130); authorize staff to record a “Notice of Completion,” and release all withheld retention after 35 days from the date of recordation. Community Facilities District (CFD) 94-01, Annexation 187 Recommended Action: It is recommended that the Fire District Board of Directors adopt Resolution No. HFPD 2017-11 admitting Annexation 187 (residential) into the Community Facilities District (CFD) 94-01 and direct the Secretary of the Board to file the addition with the County Recorder. Warehouse Commodity - Mueller Parts Recommended Action: City of Hesperia Page 4 Printed on 7/13/2017 City Council Meeting Agenda July 18, 2017 It is recommended that the Chair and Board Members of the Hesperia Water District authorize the City Manager to execute an increase to the contract with Inland Waterworks Supply for Mueller water products in the amount of $150,000 with a new not-to-exceed amount of $375,036. Special Assessment of Enforcement and Abatement Costs Recommended Action: It is recommended that the City Council approve Resolution No. 2017-035, confirming parcels of land upon which unpaid fees for services, and enforcement and abatement costs remain, and Resolution No. 2017-036, requesting that San Bernardino County place the unpaid fees for services, and enforcement and abatement costs on the property tax rolls. Amend Contract with Tyler Technologies to add an internal software module for Human Resources Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment to the Tyler Technologies contract in an amount not to exceed $46,000 from its current amount of $895,401, to add a module to the City’s financial software system for the Human Resources division. Designation of Voting Delegate and Alternates for League of CA Cities Conference Recommended Action: It is recommended that the City Council designate the City’s current League of California Cities Primary Representative Council Member Bill Holland as the primary voting delegate and the City’s current League of California Cities Alternate Representative Mayor Paul Russ as the alternate delegate to represent the City of Hesperia at the General Business meeting to be held during the League of California Cities annual conference September 13 through September 15, 2017 in Sacramento. Amendment to PSA 2015-16-010 with CivicPlus through Fiscal Year 2018-19 Recommended Action: It is recommended that the City Council authorize a contract amendment with CivicPlus for $11,600, for a revised amount not to exceed $61,600, and authorize the City Manager to extend the agreement through Fiscal Year 2018-19. Consideration of Development Code Amendment DCA17-00004 and Specific Plan Amendment SPLA17-00001; Applicant: City of Hesperia; Area affected: City-wide Recommended Action: Place on second reading and adopt by title waiving the text of Ordinance No . 2017-11 approving DCA17-00004 and SPLA17-00001, modifying development regulations pertaining to multi-family developments (i.e. building setback and building separation requirements) and clarifying that two multi -family dwelling units are not subject to the site plan review process.
