Minutes of the public meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Wednesday, January 12, 2023 at 6:00 PM at Village Hall, 30 Piermont Avenue, Hewlett New York 11557. Members of the public also were permitted to observe and participate. The public had a right to speak at this meeting. 1. Calling the Meeting to Order: Mayor Salomon called the meeting to order at 6:02PM 2. Roll Call: Present- Mayor Alex Salomon- Deputy Mayor Antonio Oliviero Trustee Michael Davidov Village Clerk Michelle Blandino Village Attorney Brian Stolar United Paving Corp Michael Them- via Zoom Village Engineer James Antonelli- via zoom Excused Trustee Jay Levy Trustee Renee Zylberberg 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the public meeting was emailed to the Nassau Herald, posted on the bulletin board outside of Village Hall and in the lobby of Village Hall and posted on the Village website. 4. Minutes- Minutes of the Meeting on December 21, 2022 On motion by Deputy Mayor Oliviero, seconded by Trustee Davidov, and approved unanimously carried the Board dispensed with the reading of the December 21, 2022 minutes as the Clerk had previously mailed such minutes and they are hereby approved. 5. Everit Avenue Paving Program The Board discussed Executive Session: At 6:15 p.m. on motion by Mayor Salomon seconded by Deputy Mayor Oliviero and unanimously approved, the Board voted to convene in Executive Session to obtain legal advice. At 6:25 p.m. the Board reconvened into regular session. 6. Public Hearing for adoption of 2023/2024 Tentative Budget: A. Open Hearing – The Mayor opened the public hearing: B. Notice of hearing - Clerk Blandino reported that notice of this evening’s public hearing appeared in the Nassau Herald and was posted on the bulletin board outside Village Hall and in the lobby of Village Hall C. Affidavits – Clerk Blandino reported that notice of publication and posting was received. D. Appearances- None E. Close hearing – All those desiring to be heard, having been heard, Mayor Salomon made a motion to close the public hearing. The motion was seconded by Deputy Mayor Oliviero and unanimously approved. 7. Adoption of Budget: On motion by Mayor Salomon, seconded by Deputy Mayor Oliviero and unanimously approved, the Board adopted the following resolution: BE IT HEREBY RESOLVED that the tentative budget as presented this evening be adopted as the official budget of the Village for fiscal year commencing March 1, 2023 and ending February 29, 2024 and directing that a certified copy of the final budget be filed with the New York State Comptroller’s office. Said budget to be entered at large upon the minutes of this meeting by attaching a copy hereto: (COPY OF ADOPTED BUDGET IS ATTACHED) 8. BE IT FURTHER RESOLVED that the Village previously elected to cease being an assessing unit, and the Assessment Roll for the year 2023 was prepared and filed by Nassau County Assessor, that the rate of 89.10134 for Class 1 properties, 9.59798 for Class 2 properties and 7.98524 for Class 3 properties be affixed to apply to each $100.00 of assessed valuation as appearing on said roll for the fiscal year commencing March 1, 2023 and ending February 29, 2024 and the Clerk is authorized and directed to extend and carry out the Roll, the amount to be collected from each person therein. 9. BE IT FURTHER RESOLVED that the Clerk is instructed to deliver to the Treasurer on or before February 20, 2023, the Assessment Roll with a warrant attached thereto signed by the Mayor, attested to by the Clerk under the Corporate seal of the Village, containing a summary statement of the purposes and total amount for all purposes and commanding the Clerk to collect the taxes therein. 10. BE IT FURTHER RESOLVED that the Board directed the Clerk to mail tax bills to all persons and corporations whose names appear on the assessment roll subsequent to February 25, 2023. 11. BE IT FURTHER RESOLVED that the Board voted unanimously to approve salary increases for the employees listed below effective March 1, 2023. Michelle Blandino 3%  Karen Quintavalle 3% Dana Garraputta 3% Giacchino Stabile 10% to be more in line with current public works positions. 12. BE IT FURTHER RESOLVED that “Subsequent to February 8, 2023 and on or before March 1, 2023, the Clerk shall cause notice to be published in the official newspaper of the Village (Nassau Herald) and posted in five conspicuous places in the Village that the tax roll and warrant have been left with her for collection of taxes from March 1, 2023 to April 1, 2023, inclusive from 8:00 a.m. to 4:00 p.m. daily except Saturdays, Sundays and holidays containing such other matters as set forth in Section 1428 of the New York Real Property Tax Law. This notice must be published again one week after the first publication. 13. BE IT FURTHER RESOLVED that the Board directed the Mayor to execute the warrant. 14. Application to Maintain a Basketball Court at 71 Cedar Avenue The Board discussed. On motion by Mayor Salomon, seconded by Deputy Mayor Oliviero and unanimously carried the Board voted to set a fee for the application at $3000 and a hearing on March 2, 2023. Applicant to notify adjacent neighbors. 15. Fence and Village Property across from 130 Woodside Drive that runs along Woodside Drive The Board discussed. 16. Reports A. Public Safety 1. Audit of Claims The Board discussed the claims. Upon confirmation from the Board that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Deputy Mayor Oliviero, seconded by Trustee Davidov, and adopted unanimously, the Board authorized and directed the Village Treasurer pay the general fund claims in the total sum of $30,911.98 set forth in abstract #721 (copy of the abstract is on file in the Village office). 17.
