Minutes of the public meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Tuesday, June 27, 2023 at 6:00 PM at Village Hall, 30 Piermont Avenue, Hewlett New York 11557. Members of the public also were permitted to observe and participate. 1. Calling the Meeting to Order: Mayor Salomon called the meeting to order at 6:03 PM 2. Roll Call: Present- Mayor Alex Salomon- Deputy Mayor Antonio Oliviero Trustee Michael Davidov Trustee Renee Zylberberg Village Clerk Michelle Blandino Village Attorney Brian Stolar Building Inspector Dennis Fromigia- Via Zoom Excused Trustee Jay Levy 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the meeting was emailed to the Nassau Herald, posted on the bulletin board outside of Village Hall and in the lobby of Village Hall and posted on the Village website. 4. Minutes- Minutes of the Meeting on May 22, 2023 On motion by Mayor Salomon, seconded by Trustee Davidov, and approved, the Board dispensed with the reading of the May 22, 2023 minutes as the Clerk had previously mailed such minutes and they are hereby approved. 5. Speed Hump Update The Mayor updated the Board 6. Village Hall Roof Proposals for Repair and Replacement Shield Contracting Inc- Replace Roof completely $34,600.00 to include New gutters and leaders Maraquin Roofing Replace Roofing Replace $33,00 Does not include new gutters and leaders Everest General Restoration Replace roof $44,500.00  On motion by Trustee Zylberberg, seconded by Mayor Salomon and unanimously approved the Board voted to approve the proposal from Shield Contracting for the roof replacement at Village Hall at a price not to exceed $34,600.00 who will be contracted and paid by Village of Hewlett Bay Park and reimbursed by the Village of Woodsburgh and Village of Hewlett Neck for 1/3 of the total cost of the work. 7. Building Department Correspondence A. Resident who resides at 81 Cedar Avenue requesting planting of trees at rear of her property that back Village Hall to block sight of salt building On motion by Mayor Salomon, seconded by Deputy Mayor Oliviero and unanimously carried, the Board authorized the Clerk to purchase trees and top soil at a price not to exceed $3000.00 to be placed at the rear of Village Hall bordering the rear property of 81 Cedar Avenue, Hewlett Bay Park. 8. Renewal of all Villages Insurance Policies On motion by Trustee Zylberberg, seconded by Deputy Mayor Oliviero, and unanimously approved, the Board approved the renewal of the Village insurance policies for 2023/2024 to Borg & Borg Insurance at a cost of $31,514.86 for all policies. 9. IT Proposals On motion by Mayor Salomon, seconded by Trustee Zylberberg and unanimously approved, the Board awarded ABRZ International Ltd,244 East Merrick Road, Freeport NY the contract for the Village Computer Infrastructure, in accordance with their written proposal, pending authorization from the Village of Hewlett Neck. 10. Flag Star Third Party Custodial Agreement The Mayor signed the agreement that was approved at the May 22, 2023 Board Meeting 11. Fence on Cedar Avenue backing Apartment Building On motion by Mayor Salomon, seconded by Trustee Zylberberg and unanimously approved, the Board authorized the purchase of (3) Three sections of stockade fence not to exceed $600.00 to replace the broken sections on Cedar Avenue backing the Garden Town Complex who will reimburse the Village for 50% of the total price. 12. Audit of Claims The Board discussed the claims. Upon confirmation from the Board that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Trustee Zylberberg, seconded by Mayor Salomon, and adopted unanimously, the Board authorized and directed the Village Treasurer pay the general fund claims in the total sum of $76,804.49 set forth in abstract #725 (copy of the abstract is on file in the Village office). 13. New Business- A. Street Sweeping IMA from Village of Lynbrook On motion by Trustee Zylberberg, seconded by Trustee Davidov and unanimously approved, the Board authorized the Village to enter into an Intermunicipal agreement with the Village of Lynbrook for sweeping the Village Roads at a price of $1200 for one (1) sweep plus dumping fees. The Board authorized the Mayor to sign the IMA agreement B. Election Update and Resolutions A. Appoint Election Inspectors and Compensation for the run-off Election being held on July 11, 2023 On motion by Mayor Salomon, seconded by Deputy Mayor Oliviero the following resolution was unanimously adopted by the Board: WHEREAS, pursuant to the Election Law of the State of New York, personal registration is not required in the Village of Hewlett Bay Park for Village Elections, and WHEREAS, pursuant to the Election Law, the Board of Trustees is required, to appoint an even number of inspectors of election, and fix their compensation and designate one of them as Chair, NOW, THEREFORE, BE IT RESOLVED, that the following persons are hereby designated and appointed inspectors of the run-off election, and they shall meet on July 11, 2023 at the place designated for such Village Election, between the hours of 12 Noon and 9:00 p.m., inclusive, for the purpose of the Village Election: NAME ADDRESS PARTY Faye Stein 1546 Hewlett Avenue Hewlett, NY 11557 Democrat Jay Anderson 1367 BROADWAY APT B15 REPUBLICAN HEWLETT NY 11557 Rachel Anderson 1367 Broadway Republican Apt B15 Hewlett NY 11557  Peter Socolow 920 Broadway Apt. 9 Democrat Woodmere, NY 11598 Nicole Romero as Alternate 43 Avalon Road Democrat Hewlett NY 11557 AND IT IS FURTHER RESOLVED, that Faye Stein, hereby is, designated to act as Chair of said inspectors of election, and it is further RESOLVED, that the compensation for each of the aforesaid inspectors of election shall be 135.00 for each of said days that said inspectors of election may be required to serve. B. Designate polling place and hours for Village run-off Election to be held on Tuesday, July 11, 2023. On motion by Mayor Salomon, and seconded by Deputy Mayor Oliviero, the following resolution was unanimously adopted. WHEREAS, pursuant to the Election Law, the Board of Trustees is required to designate the polling place for the Run-Off Village Election to be held on July 11, 2023, and the hours of election, NOW, THEREFORE, BE IT RESOLVED, that the polling place for the Village Run-Off Election to be held on July 11, 2023 shall be the Village Hall, 30 Piermont Avenue, New York. BE IT FURTHER RESOLVED, that the hours of the said Village run-off Election shall be from 12:00 noon to 9:00 p.m., inclusive. 14. Next Meeting: July 17, 2023 at 6:00 PM 15.
