Minutes of the public meeting of the Board of Trustees of the Incorporated Village of Hewlett
Bay Park held on Monday August 21, 2023, at 6:00 PM at Village Hall, 30 Piermont Avenue,
Hewlett New York 11557. Members of the public also were permitted to observe and
participate.
1. Calling the Meeting to Order:
Mayor Salomon called the meeting to order at 6:03 PM
2. Roll Call:
Present- Mayor Alex Salomon-
Deputy Mayor Antonio Oliviero
Trustee Michael Davidov
Trustee Renee Zylberberg
Trustee Sarah Joseph
Village Clerk Michelle Blandino
Village Attorney Brian Stolar
3. Notice of Meeting – Nassau Herald:
The Clerk reported that notice of the meeting was emailed to the Nassau Herald,
posted on the bulletin board outside of Village Hall and in the lobby of Village Hall and
posted on the Village website.
4. Minutes- Minutes of the Meeting on July 17, 2023
On motion by Mayor Salomon, seconded by Trustee Zylberberg, and approved,
the Board dispensed with the reading of the July 17, 2023 minutes as the Clerk had
previously mailed such minutes and they are hereby approved.
5. Speed Hump Update
As the Board previously approved the speed hump at 180 Meadowview to be redone
to correct specifications by American Paving Corp., the Mayor made a motion to have
another speed hump installed by American Paving Corp. at Location #4 recommended
by Nelson Pope Engineers at the vicinity of 207 and 215 Meadowview Avenue,
seconded by Deputy Mayor Oliviero, the motion was unanimously approved
6. Catch Basin Cleaning Proposal

7. Budget modifications for fiscal ending 2/28/2023
A. After some review and discussion the following modifications were made to the
22/23 Budget;
The following increases were made to income line items
2770.00 - unclassified revenues $85,000
2590.00 – Street Opening Permits $30,000
2410. Rental on real property -$10,000
The following increases where made to Expense line items
3620.41 Safety Inspection Contractual - $10,000
5110.50 -Street Maintenance Paving- $115,000.00
On motion by Mayor Salomon, seconded by Trustee Zylberberg and unanimously
approved, the Board directed the clerk to modify the 22/23 Budget with changes
above.
B. The Mayor proposed the following modification to the 23/24 Budget
1. Move $3,000 from 1990.40- Contingency Account to 7550.40 Celebrations
On motion by Mayor Salomon, seconded by Trustee Zylberberg and unanimously
the Board approved the modification as presented by the Mayor
C. The Clerk-Treasurer Proposed the following modifications to the 23/24 Budget
1.Move $10,000 from 1990.40 Contingency Account to 1620.20 Improvement Building
2. Move $15,000 from 1990.40 Contingency Account to 5110.51 Street Maintenance
Other
On motion by Mayor Salomon, seconded by Trustee Zylberberg and unanimously
approved, the Board directed the Clerk-Treasurer to modify the 23/24 Budget with
changes as presented
8.. Social Media Policy
On motion by Mayor Salomon, seconded by Deputy Mayor Oliviero and unanimously
approved, with Trustee Davidov abstaining from voting, the Board approved the Social
Media Policy with a closed setting for comments and subject to a written policy written
by the Village Attorney and made the following appointments:
Sarah Joseph as Board Liaison to Village of Hewlett Bay Park Social Media and,
Liz Birnbaum as Director to Hewlett Bay Park Social Media

1. Audit of Claims
The Board discussed the claims. Upon confirmation from the Board that the items
in such abstract represented the purchase of goods and services actually received
and/or performed and that each item contained in the abstract was for a proper Village
purpose, on motion duly made by Mayor Salomon, seconded by Trustee Joseph, and
adopted unanimously, the Board authorized and directed the Village Treasurer pay the
general fund claims in the total sum of $75,947.38 set forth in abstract #727 (copy of
the abstract is on file in the Village office).
