2869 Minutes of the meeting of the Board of Trustees of the Incorporated Village of Hewlett Bay Park held on Tuesday, February 23, 2021 at 5:30 PM. via Zoom video conference. The meeting was held in compliance with Executive Orders issued by Governor Cuomo. The meeting was held by Zoom with all Board members being able to participate at the same time and hear all other Board members. The public was provided with an opportunity to view the meeting live. The meeting was recorded and shall remain available for public viewing The public had a right to speak at this meeting 1. Calling the Meeting to Order: Mayor Kaufman called the meeting to order at 5:35 PM 2. Roll Call: Present- Mayor Steven Kaufman Deputy Mayor Alex Salomon Trustee Gail Rubel Trustee Jay Levy- signed on at 5:37pm Trustee Dr. Antonio Oliviero- signed off at 6:53 pm Village Clerk Michelle Blandino Village Attorney Brian Stolar Excused- Treasurer Shari Salomon Building Inspector Steve Cherson 3. Notice of Meeting – Nassau Herald: The Clerk reported that notice of the public meeting was emailed to the Nassau Herald and was posted on the bulletin board outside of Village Hall and in the lobby of Village Hall. 4. Minutes –January 12, 2021 and January 26, 2021 On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon, and approved unanimously the Board dispensed with the reading of the minutes of January12, 2021 and January 26, 2021 as the Clerk had previously mailed such minutes and they are hereby approved. 5. Continuation of Public Hearing for Renewal of Cablevision Franchise Agreement The Mayor closed the hearing and reserved decision. 2870 6. Set Public hearing for Verizon Franchise Renewal On motion by Mayor Kaufman, seconded by Deputy Mayor Salomon and unanimously carried, the Board voted to schedule a public hearing on March 30, 2021 at 5:30pm for the Verizon Franchise Renewal. 7. Continuation of Public Hearing for the HALB Gym Application The Board held a continued hearing, and continued the hearing to March 30, 2021 at 5:30 PM. 8. Building Department Correspondence A. Letter Received from Lubna Ramzen requesting 1st extension on Permit #HBP- 2019047 to construct a one story cabana located at 123 Everit Avenue. Permit will run from 11/18/20 to 5/18/21 No Charge On motion by Mayor Kaufman, seconded by Trustee Levy and unanimously approved, the Board granted the 1st extension for permit HBP 2019047 to construct a one story cabana located at 123 Everit Ave. Permit will run from 11/18/2020 to 5/18/2021 . No fee B. Letter Received from Lubna Ramzen requesting 5th extension on Permit #3954 to construct a two story single family dwelling with attached garage located at 123 Everit Ave. Permit will run from 2/1/2021 to 8/1/2021 Fee $10,366.73 On motion by Mayor Kaufman, seconded by Trustee Levy and unanimously approved, the Board granted the 15th extension for permit 3954 to construct a two story single family dwelling located at 123 Everit Ave. Permit will run from 2/1/2021 to 8/1/2021 . for a fee of $10,366.73 C. Letter Received from Lubna Ramzen requesting 2nd extension on Permit #HBP- 2019038 to install a swimming pool and patio with fencing located at 123 Everit Ave. Permit will run from 3/24/2021 to 9/24/2021 Fee $225.00 On motion by Mayor Kaufman, seconded by Trustee Levy and unanimously approved, the Board granted the 2nd extension for permit HBP 2019038 to install a swimming pool and patio located at 123 Everit Ave. Permit will run from 3/24/2021 to 9/24/2021 . For a fee of $225.00 9. Discussion of Security Entry Gates on Residential Property The Board discussed 10. Court Stenographer Proposals North Shore Court Reporters, Inc. Alexa Lorenzo Court Reporter 2871 On motion by Deputy Mayor Salomon, seconded by Trustee Oliviero and unanimously decided, the Board voted to contract Alexa Lorenzo as the Court Reporter for the Village of Hewlett Bay Park meetings when transcribing and court reporting is needed, in accordance with the terms of the written proposal submitted by Alexa Lorenzo, for a term to continue through the end of the Village’s official year. 11. Willow Pond On motion by Trustee Oliviero, seconded by Deputy Mayor Salomon and unanimously approved, the Board directed the Village Treasurer to pay the Village’s contractual 25% share of bills submitted by the Village of Hewlett Harbor in relation to Willow Pond in the amount of $6434.53. 12. Bank Proposals Signature Bank TD Bank First National Bank On motion by Deputy Mayor Salomon, seconded by Trustee Rubel and unanimously approved, the Board voted to designate Signature Bank for the deposit of all Village funds on the condition that the Village of Woodsburgh and Hewlett Neck, and upon such determinations, authorizes the deposit of Village funds to Signature Bank. 13. Audit of Claims The Board discussed the claims. Upon confirmation from the Village Treasurer that the items in such abstract represented the purchase of goods and services actually received and/or performed and that each item contained in the abstract was for a proper Village purpose, on motion duly made by Mayor Kaufman, seconded by Trustee Levy, and adopted unanimously, the Board authorized and directed the Village Treasurer to review and pay the general fund claims in the total sum of $51,807.52 set forth in abstract #701 (copy of the abstract is on file in the Village office). 14. New Business: A. Marilyn Cranin requested that the Board obtain an answering service for residents for emergency situations, on weekends.. The Board discussed the request. 15.
